Repeating the Inaugural Ceremonies at th
Capitel Te-day.
Washington, Sept. 22. President Ar
thur took the oath of office at the capitol
te-day in the presence of the cabinet, jus
tices of the supreme court, a few senators
and congressmen, Generals Sherman, Grant
and ethers forty in all.
Chief Justice Waite, iu full robes of
office, administered the oath. The presi
dent was calm and composed and his re
sponse, "Se help me Ged," came in firm
tones and without a tremor.
The president then read from manuscript
notes his address :
President Arthur's Address.
The following is President Arthur's ad
dress :
Fer the fourth time in the history of the
republic its chief magistrate has been re
moved by death. All hearts are filled with
grief and horror at the hideous crime
which has darkened our land, and the
memory of the murdered president, his
protracted sufferings, his unyielding for
titude, the example aud achievement of
iis life, and the pathos of his death, will
forever illumine the pages of our history.
Fer the fourth tirae the officer elected
by the people and ordained by the consti
tution te fill a vacancy se created is called
te assume the executive chair. The wis
dom of our fathers, foreseeing even the
most dire possibilities, made sure that
the government should never be
imperiled because of the uncertainty
of human life. 3Ien may die, but the
fabrics of our frce institutions remain un
shaken. Ne higher or mero assuring
proof could exist of the strength and per
manence of popular government than the
fact that theutrh the chesen ene of the
people be struck down, his constitutional
successor is peacefully installed without
shock or strain, except the sorrow which
mourns the bereavement.
All the noble aspirations of my lamented
predecessor which found expression in his
life, the measures devised and suggested
during his brief administration te correct
abuses and enforce economy, te advance
prosperity and promote the general wol wel
fare, te ensure domestic security and
maintain friendly and honorable relations
with the nations of the earth, will be
garnered in the hearts of the people, and it
will be my earnest endeavor te profit and
te see that l!ie nation shall profit by his
example and experience.
Prosperity blesses our country. Our
fiscal policy as fixed by law is well ground
ed and generally approved. Ne threaten
ing issue mars our foreign interests, and
the wisdom, integrity and thrift of our
people may be trusted te contiuue undis
turbed the present assured career of
peace, tranquillity and welfare. The
gloom and anxiety which have enshrouded
the country must make rcpose especially
welcome.
Ne demand for speedy legislation has
been heard, no adequate oceasieu is ap
parent, for an unusual session of
Congress. The constitution defines the
functions and powers of the executive as
clearly as these of either of the ether two
departments of the government, and he
must answer for the just exercise of the
discretion it permits and the performance
of the duties it imposes.
Summoned te these high duties aud re
sponsibilities, and profoundly conscious of
their inagnitude and gravity- I asmme the
trust imposed by the constitution, relying
for aid en Divine guidance aud the virtue,
patriotism and intelligence of the Ameri
can people.
After the reading of the address of the
president Secretary Blaine stepped for
ward and grasped the president's hand,
and after him the ether members of the
cabinet and ethers present shook hands
with the president. R. B. Hayes ar
rived at the capitol seen after the cere
mony of taking the oath wai cencluded
and in company with Gen. Grant shortly
afterwards left the capitol.
A cabinet meeting was held immediate
ly after the ceremony of administering the
oath. A proclamation was then sigucd by
the president, designating Monday next,
that being the day en which the funeral
takes places, as a day of fasting, humilia
tion and prayer throughout the country.
Ne ether business was transacted.
The members of the cabinet were re
quested te retain their respective positions.
It is authoritatively learned, as well as in
dicated by the president's inaugural, that
there will be no session of Congress until
the regular session in December next.

this afternoon :
In the name and by the authority of the

laid upon the nation. A beloved
and honored chief magistrate lias been re

of the people are bowed with sor

pathy for the bereaved wife and orphaned
children. Accepting the duty of
humble submission te the decree of the
Ruler of the universe,- and in
order that the occasion upon which litting
pnblic respect is being paid te the memory
of James Abram Garfield, late presi
dent of the United States, may
lead us te supplicate Divine grace
as well as bow te the Divine sov
