On Saturday night your neighbors or the
Intelligencer indulged in one of their
characteristic, intermittent discharges of
filthy matter, directing the nozzle of their
machine, as they did many times before,
when they indulged in their dirty work,
right in the face of the Nermal school and
its trustees. It is the settled policy of the
Nermal net te notice these squirts, and I
de net intend te netice them en her ac
count, or ea account of the trustees,
taking upon myself personally whatever
odium may attach te such notice.
Your correspondent has been actively
identified with the Nermal for mere than
twenty years, almost from its very in
fancy, lie had an opportunity for learn
ing its history, helped te make a great
part of it, and, thank Ged, he is ready te
exclaim ( and thereby only echoing the
public sentiment of Pennsylvania anil the
world), Millcrsvillc Nermal, first in the
battle, and its flag still flying aloft in the
vanguard of popular education and ad
vanced methods of teaching " Thy brew
is wreathed with laurel! ':
The only excuse for the editors of the
Intelligence!! writing about the Nor Ner
mal as they de, is that they arc absolutely
ignorant of what they write about. This
is a pretty geed excuse for errors and
mistakes. But should their local reporters
begin that kind of business, cither manu
facturing from the whole cloth or report
ing upon such authority as the editors
write upon-, they would be furnished with
passport. Chiefs, of course, can de as
they please. If they make themselves re.
diculouser silly it may be said it is no
body's busin.'ss. lam sure it is none of
mine. Hut, as te the matter of informa
tion, I don't think any living man that
ever was or new is a friend of the Nermal
ever entered the office of the Intelligen
cer te give them any information.
The best evidence of disloyalty te the
school, in these connected with it, is loiter
ing about that office, where congregate the
disaffected, the incendiary rebels, nihilists,
law-breakers, infracters of rules and regu
lations, these who after failing te accom
plish their wicked designs at the school,
in defiance of its authorities, when detected
by the ever watchful oye of the master,
and perhaps expelled or suspended or put
under some ether form of punishment for
their misdeeds these congregate there.
They arc received with open arms, aud the
chiefs ever ready te minister te their wants
or redress their grievances with open col
umns, by inserting windy and venomous
communications, backed by large surtaces
of editeiial. These disaffected spirits make
this office their roosting place, where, dur
ing their sickness, they spew out corrup
tion and the editors serve it iTp for their
nadcrs. Hut, all the manipulation of
these deft gentlemen cannot deprive it
of its inherent ami iuseparable foulness.

ings, while they scorn te think it would
be horrible. I think a man has no busi
ness anywhere unless lie has legitimate
objects in going there. Te go te a place

rass the welfare of religiouser educational
work, is highly reprehensible. I am new
speaking hypethelically.

New Method or raying Employees.
Heretofore the Pennsylvania railroad
company has been in the habit of paying
its army of employees at the end of each
month with bank checks, each of which
had, of course, te have a two-cent rcvenue
stamp attached. Although this may seem
a little matter, it amounted in the course
ofaycarte several thousands of dollars,
and in consequence the company has of
late beeu giving the matter considerable
attention aud a plan has been devised by
which this expense may be done away
with. Under the new order of things a
check will be drawn, which, according te
authorized interpretation of the revenue
law, docs net require a stamp. It will be
iu the form of a request te the treasurer
of the company te pay from the fuuds of
the company at a certain bank a stated
sum te the party named. The old form
was an order en the bank te pay, while
the new draft is a certificate that one of
the company's own officers will make the
disbursements. In the view of the law
the new form of payment is net a check
requiring a stamp. The matter having
been submitted te the law department of
the Pennsylvania railroad company, coun
sel for the company communicated with
the commissioner of internal revenue, who
has decided that i he revised form of check
will require no stamp.

Te provide against-injuries te the roadway, in
the streets and alleys of the cltv of Lancas
ter, from detective or careless lining of ex
cavations and diggings therein.
Section 1. Be it ordained by the Select ami
Common Councils et the City of Lancaster,
that from and alter the passage of this ordi
nance, no person or persons whatsoever shall
dig up or excavate the roadway in any of the
streets or alleys et the City of Lancaster, for
laying water, gas or sewer pipes, or making
connections with or repairs te the same, or
for any ether purpose whatsoever, without
having first obtained a permit ier se doing
from the Mayer of said City.
Sec. 2; That any person or persons digging
or excavating in any et the said -streets or
alleys, by virtue of any such permit, shall be
required, en filling in such excavation or dig
ging, te ram or puddle the earth filled In, and
snail remove any surplus or supply any defi
ciency et material as maybe necessary te leave
the roadway even and solid, and in as geed
condition as it, was beterc such digging, and
shall keep such part of the roadway In repair
for the period el six months. In case anv ex
cavation remain open ever night the person
making the same shall display a red light as a
signal of danger.
&kc. 3. That in case et detault en the part of
any person or persons making such excava
tien, or digging, te fill up the same in the man
ner required by Section '-', the Street Commis
sioner shall give notice te the person .or per
sons at whose instance or for whose benefit
such excavation erdigging was made.et the de
fault, and if such person or persons shall re
fuse or neglect for two days alter being se no
tified, te repair the roadway, in the manner
required by Section 2, then the Street Commis
sioner shall make such repairs, at the expense
et the said person or persons for whose benefit,
or at whose Instance, the excavation or dig
ging was made, and the expenses incurred,
together with a penalty ei twenty per cent,
shall be recoverable, iu an action et debt, at
the suit et the City of Lancaster, as debts et
like amount are new recoverable.
Sec 4. That in all cases of contracts entered
into by any of the departments et the govcrn gevcrn govcrn
etairi City, with any person or persons, ler
work which will render necessary any exca
vatien iu the roadway, in any of the streets or
alleys of said City, the contractor shall be
bound by recognizance te repair said road
way, as required by Section 2ef this ordinance,
anil no final estimate for any such work shall
be approved by the proper committee until
the contractor shall have produced a certifi
cate from the Street Commissioner that Sec
tion i has been lully complied with.
Sec. 5. That any person or persons digging
up the roadway, in any of the streets or alleys
et said city, without having first obtained the
permit provided ter in Section 1, shall be liable
te a penalty et fifty dollars, te be collected iu
an action of debt, in the name of the City of
Lancaster, before any Alderman et said City.
Sec. . It shall be the duty or the Mayer et
the Cltv te procure, at the expense et the City,
printed blank forms of such permits, and te
fill and issue the same, en personal applica
tion, agreeably te the first section et this Ordi
nance, and also te retain a list of every permit
issued, with the number aud date thereof, the
location of the proposed excavation or digging,
and the name et the person or persons, for
whose benefit or at whose instance the same
is te be done.

et Lancaster, en the 7th day et September, A.
