Te the Honorable Select and Common Councils of the City of Lancaster : Gentlemen : Your committee, te whom was referred tbe resolution te re port some plau for the reorganization of the fire department, respectfully beg leave te present their report. The present system of our fire de partment has been engaging tbe atten tion of our citizens and taxpayers for some time, and there seems te be a di versity of opinion as te the estein or plan best adapted te our wants. There fore your committee are at a less as te which would be the best plan te har monize the views of all who seem te have the question at heart. Your committee, after informing themselves of the cost and working of the fire departments of sister cities, have -concluded te submit for your considera tion several systems and plans new in use in ether cities. The first system we present is for a paid department ; the second the volunteer department, and tbe third the call department. There is scarcely a candid man in this community, who has given this ques tion a thought, who will net admit that our city, for its size, has tee many steam fire engine companies. We are of the opinion that for a paid department four steam engine companies and one hook and ladder company arc all that is ne cessary. We think this number sufli cicnt for our city in any emergency, if conducted upon the paid department system. This would embrace the four companies located in the limits of the old lour ward districts north, south, east and west and if councils should consider that the centre of our city was by such an arrangement left unprovid unprevid ed, this trouble could be overcome by placing a reserve steamer, or a small chemical engine in the centre. There fore, fully convinced upon the question of the number of companies, we have taken the number herein mentioned as a basis for our report. I'ald tire Depart moil t. This plan has been mere generally spoken of than the call or volunteer ,nnd as a proof of this assertion, any member of councils who has examined the pe titions presented te your honeraable bodies at our August meeting will ac knowledge that the Leaviest property owners and, therefore, the largest tax payers, of our city are the names which appear the most numereusand conspicu ous en these petitions ; and therefore,we think that their request should re ceive due consideration at your hands. But, gentlemen, while considering and discussing these appeals, allow us te beg of you net te forget the financial condi tion of our city and the large expendi ture of money necessary te substitute a paid department for our present system. This change should be undertaken Avith a clear knowledge of the facts connected therewith. Te provide for the maintenance ami efficiency of the department, if con ducted upon the principle of the cities of Baltimore, Pittsburgh, or Philadelphia, would requirea larger amountef money than most people, even these interested in this plan, arc aAvarcef. The salaries of the officers and men, feed for horses, etc., at a Ieav estimate, would annually cost fourteen thousand dollars. But there are ways of conducting a paid department at a much less expense, that is by employing tlie men ami horses by the city, at work en the streets, and such ether labor as the city is compeIled;4e employ otherwise. This, we fear, would destroy the efficiency of the department. Where is the money te come from te meet this outlay V is the question that strikes us most forcibly. Te borrow this amount of money under the law the question Aveuld have te be submit ted te the people for their approval. Your committee have reason te doubt Avhethcr the verdict Aveuld be in its fa vor, Avhen the facts become generally known, that the amount necessary would almost exhaust the Avhelc amount allowed under the law te be borrowed. But there is another serious question connected with borrowing te our con stitutional limit, and that is that Ave would exhaust ourselves tee much ; for should an unexpected emergency arise in the Avatcr department requiring a large amount of money (and here al low us te remark that Ave consider the day net far distant Avhen the question of increased Avater supply will have te be met by councils) should this emergen cy arise, wc say, we Aveuld be in a hope less condition te meet it financially ether than by direct taxation. Te meet the cost by direct taxation of the change of system Aveuld require an increase of the present rate of five mills or one dollar and forty cents en the hundred valuation for city purposes for the next year. Our citizens are already complaining of the high rate of taxes, and Avhat complaining Aveuld there be were this amount added V There seems te be considerable opposition manifest ed against the present councils for plac ing au additional two mills en the pres ent "year, Avhen the real cause belongs elsewhere. These facts, gentlemen of councils, we Avish te call your attention te, that you may act intelligently and knowingly. But your committee ncA'erthclcss de net deny the fact that in their opinion the merits of a paid fire department are far superior In every respect te any ether system, and while net desiring te influ ence you for or against either of the sys tems and plans reported by your com mittee, we ask a fair, thorough and in telligent opinion from your honorable bodies. The Volunteer system. This system we find, upon inquiry and correspondence with sister cities, exists with great satisfaction and effi ciency in the cities of Reading, Harris burg, Allen town, and ether cities in this state, and in Wilmington, Del., but Ave find that the departments are managed differently from the one existing here. In the cities cited the councils have full .control of the companies, electing the chief and assistant engineers, have iuris- diction and control ever the officers efJ the department exclusively, prescribe rules for the management and govern -ment of the companies, limit the age of members, seeking admittance, have a supervision and inspection of the habits, conduct and general deportment of its members, impose heavy fines upon the companies for violation of the rules, and at the same time appropriate a sufficient amount te each company te make them efficient and creditable. AITBOrBIATIOJiS. It is very evident te your committee that the annual appropriation of four hundred dollars te each of the 7 steam fire companies is entirely tee small, and inadequate te meet their expenses,when Ave consider that this was the amount annually allowed te the companies of the department when the old hand en gines were still in use. Fer things haA'e changed since then; steam engines have been substituted, and the cost of main taining these engines is three times as much as Avhen the present appropria tion Avas made. And Avhen A'e consider the greatly increased cost of maintain ing steam engines OArer the old hand engines, the wear and tear of machinery from steam power, the great expense of repairing and keeping in order, it seems surprising te us hew our fire department maintained itself with this amount, notwithstanding the liberality of our citizens. Should the present sys tem be maintained, Ave Aveuld recom mend that the department consist of live .steam companies and one hook and ladder company; increase the appropriation for steam engine compa nies from four hundred dollars te one thousand dollars, and the hook and lad der company from tAve hundred and fifty dollars te six hundred dollars. Cempel each company te purchase horses and hose, and assume all the ex penses pertaining te the needs and re quirements of a Avcll-cenducted lire company ; councils te elect chief and assistant engineers: the chief engineer te receive a salary of three hundred dollars ; the assistants each tAve huu dred dollars ; councils te prescribe rules and regulations for governing the de partment. We must also take into consideration that the city purchases all the hose in addition Avith the amount appropri ated. With the amount increased the companies Avill be compelled te purchase the hose out of the annual appropria tion, should this system and plan be adopted. We Aveuld also recommend the adoption of an ordinance prohibit ing companies from holding balls, fairs or ether entertainments for the support of the companies of the department; but these suggestions Avill come before you Avhen the time arrives for adopting rules for the government of the depart ment. TIie Call System. This system is in use in quite a nutn nutn ber'ef cities of our state. In the city of Williamsport and the borough of Eas Eas ten it appears te give general satis faction. In Easten the department consists of two steam engines and tAve hose carriages in active service, and one engine and one hose carriage in reserve, Each active company consists of one foreman, one engineer, one fireman, one driver of engine, one driver of carriage ami fiA'c hesemen. - The reserve com pany consists of one foreman, one engi neer, one fireman and nine hesemen. This will entail an annual appropriation ef$G,S18.00; that is, tak ing the salaries paid the officers and employees of the Easten department as a basis" for our city. By this plan isAvill be seen that here is a cheap, complete and efficient paid fire department ; pro pre Aiding the fire companies could be in duced te rent their houses and apparatus at a fair price. It is questionable whether the companies could be induc ed te de this ; but Ave think that if coun cils Aveuld adept this system public opinion and the press of our city Aveuld induce the companies te accede te the Avishes of councils. By this plan we could start upon the paid department system at the smallest annual outlay possible, and place us in a financial con dition te gradually purchase from the companies the houses and apparatus. VI re Alarm Telegraph. There is another feature connected Avith the fire department Ave Avish te call your attention te, and that is the fire ALARM TELEGRAPH, AV'hich te your committee appears indispensable te a Avcll-cenducted fire department. Small er cities and teAvns than Lancaster haATe adopted it and could net be induced te dispense with it under any considera tion. The establishment of this system here would entail a cost of from 2,500 te 3,000. This your committee ur gently recommend, should either of the plans be adopted. In presenting this report your com mittee consider they have fully done their duty under the resolution by AVhich they Avere appointed, namely, " Te report some plan for a reorgoniza reergoniza reorgeniza tion of the fire department." And Avhile Ave recommend the reduction of the number of companies, aac have net distinctly named which companies te dispense Avith. We have concluded te leave this matter with councils, or un til some plan is adopted ,Avhen Ave Aveuld respectfully ask that the committee be retained, or a new committee appointed, te report rules te govern the department and determine what companies should be retained. Ofiiical statistics state that in 1SS0 Chicago lest by fires $1,133,819, from 804 fires, giving an average of mere than two fires, involving a less of $3,111, everyday of the year. During the same time about one-fourth of the immense city of Tokie was reduced te ashes. The fire statistics of New Yerk, Bosten, Cincinnati, St. Leuis, and ether chief cities of America would probably show a somewhat better though a very similar record of less from this one source". Is there no practicable means within the reacli of our modern civilization by which this enormous diain upon our national wealth, as well as frequent occasion of ter rible less of fife, can be materially re duced? We believe there is. It is "well known that the majority of our destruc tive fires would have been prevented if a geed fire engine could have arrived en the spot ten or fifteen minutes earlier than it did. It is this ten or fifteen minutes which we must save, if possible. Fer this pur pose, we propose that the municipal or state governments, as a measure of public safety, put a telegraph fine into every house in the city and connect it with the nearest fire engine station. This is niciely extending te all, for the general geed, one of the advantages which the rich new en joy. Hew is it possible that we have had such a messenger Avithin our reach for years, without having made mere and bet ter us3 of it'. Fer the most perfect pro tection, there should be a call-knob en every lloer of each house. If this tele graph system can be made telephonic, se much the better. (Jan any euc doubt that, after the people have learned te use it wisely, it will reduce by at least half the present destruction of fire, net only for me year but for every year ? There are several ether incidental ad vantages which would result- from having a telegraph in every house, that should net be overlooked. 1st. Connection could be established with the central telegraph offices, se that a business man Aveuld be able te telegraph te all parts of the country and of the world without leaving his home. One immedi ate effect of this would be that telegraph ing would become mere general, and con sequcntly much cheaper than it new is or can be. It might eventually supersede the mails. 2d. Connection could be established be tween CA'cry home or store and the nearest police station, by which, without stirring from bed even, a policeman could, ou emergency, be quickly and secretly called at any time. (Id. Connection can be made with the residence of the family physician, by which he can be called at the shortest notice. 4th. Connection can be made with au in telligence ellicc, by which an errand-boy, a girl, or servant of any kind can be called te de any needed service. 5th. Connection c:m be made between the home and the place of business, se that the two can be in constant communi cation, however separated. I ncel net mention the educating power of the presence of such an instrument in the family, which will be felt by both the younger and elder members of the house hold. These avIie have had a telegraph in their homes for years esteem this one of its greatest advantages. The chief objection raised against this plan will probably be, net its expense, net impracticability, but that feels and knaves will make troublesome or dangerous use of it. Is this danger se great as te weigh Avith any force against its adoption ? Ne one will think se avIie has observed the working of ether similar arrangements, open te the use of all in our free country. The cord which runs from the engine through the cars in au American railroad train is within the reach of all the knaves and feels en the train ; but we all kuew hew seldom it is touched by these who have no right te de se. Transgression in such matter brings such quick and severe punishment that it corrects itself. If, in addition te the telegraph, every three houses be required te keep a geed fire-extinguisher prepared for instant use and in a place known and accessible te all the inmates of the three houses, could we net reasonably expect te reduce te one fourth the present average less by fire in our country ?
