The tenth section gives them ewer " te make such laws, ordinances, by-laws and regulations, net inconsistent with the laws of the commonwealth, as they shall deem necessary for the geed order and government of the borough ; te establish a nightly watch ; te erect a lock up house for the temporary dctcntiett of persons cethmitted by the proper corporate officers; te appoint and remove such officers, pre set ibc their duties and te enforce the or dinances and regulations of the borough." Ne ordinance or regulations for the ap pointment of policemen, or a nightly wtch, nor any prescribing the duties of such officers, have ever licen enacted by council, yet several have been sworn in as such. Ill the intercelicgatc beat race at New Londen, Conn., yesterday between the crews -of Harvard university and Celum bia college the signal for starting was given almost exactly at neon. Hat vat d was the first te grip the water, and they ODeucd with forty strokes te the minute, Columbia doing a geed fet ty-twe when fairly at her best pace. Fer a rainute or two the beats moved along nearly nose and nose, the Harvard's half a stteke advantage at the start, keeping heaahead only while her ears were in the water, and Columbia getting level with her en tlie even stroke. A most determined struggle ensued for half a mile, and Harvard, by the hardest kind of work, had secured half a length advantage at tha finish of half a mile, her coxswain apparently labet ing as bard as any man in the beat. At half a mile Harvard wss confident of success, and when at the close of a full mile, which was covered iu just five min utes, she was clear of the Columbia beat, and still ceing well, there seemed te be no question as te hew tiie race would result. Harvard new cased up somewhat, but the Columbia eight continued the same steady time and swing shown at the beginging, and it was evident that for two miles at least Harvard could net afford te lese many seconds. The Harvard coxswain, after passing the mile flag, carried his beat ever te the east shore and tberebT lest some distance. Columbia was thus enabled te close up a gap of nearly two beat lengths, se that at one and three-quarter miles the New Yerk crew were level with the narvards, and just be yond this point the prow of the Columbia shell went te the front. Brandegee called en his crew for a rally, and theyrespended i wuu vigor, se mat at me second nag Har vard was again leading, having made half the journey in IU minutes and 40 seconds. As the crew passed the navy yard a mag nificent spurt took place, and the men were rowing for everything they were worth. The spurt at this oeint of the race could net last, however, and at two-and-a-half miles Harvard had slackened te thirty-six strokes and Columbia was row ing thirty-nine. Frem this point Harvard had the race in hand. At three-and-a-half miles Harvard was between three and four lengths in advance, and the few Harvard men en shere and in launches following were cheering vociferously. Beth crews were still rowing in fair form. As they approached Regatta Point where the crowd had increased te between .100 and COO persons, Columbia made a final rally and put up the stroke te 44. Harvard responded with 42. Every ounce et cttert was put into the linishtng work, aud both crews went past the line at a rattling pace amid the cheers of the specta tors, Hatvanl's time for four miles being 21:43.; Columbia's, 21:58 Harvard win ning by five lengths. Directly the Columbia ctew crossed the line, Eldredge, who pulled Ne 2 ear, was seen te weaken. He had rowed se plucky a race for his college that when the excitement of the contest bad ceased he was completely exhausted and fainted. Restoratives were given him, but he did net seem te revive, aud at last was re moved front the beat and taken ashore in the Columbia launch. He was reported considerably better last night. It is said lie sprained his back en the last stroke. His condition is net alarming. MAKKETH. riilladelphi Market. lniLA2LruiA, .lime 2S.
