Special Correspondence et tbe Istkllieekceu. Leck Haven, Pa.. June 13. Leaving Mount Jey at 11 o'clock his forenoon, en our wily te this place, we ar rived late in tbe afternoon. The passage lies through a stretch of country remark, able for its fine seenery, but nowhere along this five hours' ride is there a sec tion mere richly cultivated, mere luxuriant in its premise of a bountiful harvest than wc saw in the few minutes' ride in the west end of Lancaster county. Fer a level tract of land Conewago has no claims, cither te fertility or enhancing appearance. leu see big and little rocks of innumerable shapes, interspersed with cedar and wal nut, studded with here and there a rickety house and a tumble-down barn ; new and then a bovine, venturing tee close te the railroad, ia seen te take giant strides for the wilderness ; the grass is very short and scanty, and even the few wild flowers that the eye could see seemed te hesitate whether it is was worth while te be born te blush unseen. A few miles farther en, just one mile cast of the branch te our left, stands a barn with laticed work of the green est, doers and gable ends of the pur est white, 'fences te match and large cupa cupa les peeping abeve the ridge of the reef, painted white and green. Seme time age a Lancaster man who packed a thousand cases here told roe that the tobacco under favorable cir cumstances grows large, is of a geed color and fine texture. After a short step at Ilarrisburg wc em barked en the Niagara express which lim ned us along through a wild, romantic country stepping for a few minutes at Dauphin. This vicinity is picturesque and seen often as one of the naturally prettiest places along the line of the Pennsylvania railroad. Fer twenty eight miles north of the terminus of the Schuylkill & Susquehanna rail rail leai there is net a village or school house. It is known as the " Wilderness of Pennsylvania." Think of a township in this state net having twenty-eight voters in it ; and such a sparsly settled district cau be found along this read. "Talk about your beautiful scenery in Europe, " says a passenger formerly of that country, new of buubury, " anyone who gees along thcre sees scenery sur passing anything in that country." The railroad runs parallel te the Susque hanna for many a mile. It is a fine bread river, much deeper new than usual ; in sorae parts it is wider than etiiers ; it is full of islands, covered with grccu trees ; the banks for the most part arc covered with trees. J or great distances these places en the opposite shore are only broken with small villages. At lengthened intervals a leg cabin, with its little space of cleared laud about it, breaks the monot ony. As we go further west the destruc tien the high water wrought is mere and mere noticeable.' Around the islands and wherever anything was te intercept it broken rafts line the shores. At Milten the fearful effects of the late conflagration are visible in the bare and crumbled walls, the new dwellings en every hand aud the patched dwellings that were lucky enough te escape. 1 lie mechanic is still at work erecting new houses, but it will be a long long time before the marks of devastation will be obliterated. At the special meeting of city councils held en Friday evening of last week te consider -the matter of lighting the city, the lamp committee were " instructed te enter into a contract with the Pennsylva nia Glebe gaslight cemjxiny for lighting all the city lamps for the term of one year at the best possible terms." Agreeably te this prevision the commit tee met last evening for the purpose of closing the contract. The members were all present, and the chairman, Mr. Barr, presented a communication from Mr. C. K. Robinson, secretary and treasurer of the company, from which the following is extracted: "I notice that you still have the im pression that I offered te deduct $1.50 per lamp from our bid in consideration of get ting all the lamps. This is a mistake, as we bid for 185 or as many mere as the coun cil may direct, which was intended te cover all the lamps if necessary ; and our figures were based en the possibility and almost probability of our getting the whole city. This was the piincipal reason why I put the price se low, which was really lower than it should have been as I explained in my letter te the committee. What I did say te you was, in advocating a change in the ordinance se as te permit the awarding the contract for mere than one year, I said that it would ba au advan tage te the city and offered, in considera tion of a three years contract, te deduct $1.50 per lamp per year from our bid, cither for the whole city or the 180 lamps which we are new lighting. I also said this in the presence of the mayor and te Mr. Gee..Zechcr. This is the only offer te reduce our bid. that I have made, and I hope the expHfjatiea will be satisfactory." The matter. das fully ami freely dis cussed by all tfaMpinbers of the commit tee, who were all of one mind that the Glebe company should be willing te make the concession asked, owing te the impics rmx that had gene abroad te the effect that the lamps were te be lighted at $23, and statements te tOafcffect had been made en the fleer of VBcils and copied into the newspapers. MHftobinsen, rep resenting the company, wK was present by request during a portion of the discus sion, argued that it was hardly fair te held him or his company te a misapprehension for which they were net responsible. He pointed out that the terms of their bid expressly con templated the fighting of all the lamps. He said the figures of his eriahial bid were relatively1 :lower than theso" of last, en account of lie higher pries of the ma terials used in the manufactine of their product and tl rise in labor. He was anxious, however,-te have the contract closed as the contemplated changes would occupy considerable time, and after great hesitation and pretest he finally of fered te deduct 50 cent per lamp from the terms of the original bid, which he after wards increased te 75 cents. This, he said was meeting the views of the commit tee half-way, when His purpose oncoming te Lancaster had been net te yield one penny. Mr. Robinson then retired and the committee again tackled the question. They were immovable in their determina tion te secure the $1.50 reduction, or, if unable te ' de that, te held the matter under advisement for a day or two before awarding the contract. Mr. Robinson was again sum moned before the committee and informed that its ultimatum was $23 a pest, or no contract tonight. That gentleman again rigorously protested ; he thought he was net beinir treated fairlv aud while he ap preciated the delicate position of the com mittee, he reviewed the points of his let ter te show that he was net responsi ble for the false impression which the com mute and the councils had obtained. As a last effort, however, he offered te threw off another 23 cents per lamp, making tbe price $23.50, the same as at present. This makes a difference of $500 in the net price per year, and he thought the committee should meet his concessions and net insist en tbe intervening 50 cents per lamp.
