"It's easy enough te be a weather
prophet. All you've get te de is te keep
your eye en the sky, and it will be a very
sly storm indeed that steals a march en
you."
The speaker was a gentleman living en
Columbia Heights, Brooklyn, who has
done a geed deal of sky gazing, but who
says he has no desire for public reputation
as a weather-wise man.
"Loek out of this south window. De
you notice these long, nairew misty-looking
clouds in parallel rows that seem te be
advancing upward from behind Statcn
Island with the precision and btcadiness of
a line of battle? They are the advance
guard of an approaching hterin. The ba
rometer has net given the slightest sign,
and it probably will net until that skirmish
line has reached the zenith, which may
take hours, and yet I am as certain that a
storm is coming as though I saw the rain
falling."
" De you mean that you can foretell a
storm by lua clouds bueucr than by a ba
rometer ?"
"Anybody can. These winter storms,
especially, announce their approach some
times two or three days in advance. "When
ever you ee these parallel stripes of cloud
rising in the southwest and moving in
ranks slowly across the sky, you may be
sure that wet or snowy weather is at hand.
Why should net the clouds foretell the
weather? There- cannot be a storm or
any considerable change of weather with
out clouds and there is almost as much
diirercuce pei ceptible iu clouds as in faces,
if people would but notice them closely."
" De clouds always foretell storms?"
" Ufe, some clouds give assurance of fair
weather. A very little practice will en
nble anybody te read this language of the
clouds. It is mere like studying a lan
guage than you would suppose. Yeu
knew iu Latin a change in t lie tcs initiation
of a word changes its meaning. Just se a
chaugc iu the form of clouds changes their
meaning. It is no mere chance work, but
a certain change always means the same
thing. If ' cirri turn into ' cirre-strati,
every meteorologist knows what that
means jut- as well as the boy at the head
of the Latin class knows the difference be
tween ' Hie ' and ' llujas.' "
" Then the clouds are net all of one
kind ?"
" By no meaus. About eighty years
age Luke Heward, an Engii-h Quaker,
whose business required him te take long
walks in the ejen air, completed a classifi
cation of clouds that has ever since been
in general use. One of the most wonder
ful phenomena ever witnessed iu the sky
led Heward te study the clouds. This
was the great dry fog of 17S3, that over
spread the whole of Europe and part of
Asia and America, reaching te the sum
mits of the Alps and lasting from one te
three months, according te the locality.
The greatest terror prevailed, and the end
of the world was thought te be at hand.
"Heward noticed that there were three
principal kinds of clouds, which he called
cirrus, cumulus and stratus. Anybody
can sec the difference between these clouds
at a glance. The cirrus is the highest of
all clouds. Yeu must have often seen it
in the form of white filaments, sometimes
called 'mare's tails' and 'cat's tails.'
Stretched across the blue sky like delicate
Lice work, it is very beautiful. Travel
ers say that en the summit of lefty moun
tain peaks, from which they could leek
down upon the heavier clouds, they have
seen these wispy cirri floating overhead
apparently as far away as when seen from
the earth. In calm summer evenings long
alter sundown, these clouds may be seem
reflecting the most delicate tints of color
from the lat lays of sunlight that illum
inate the higher regions of the atmos
phere. "The cini are composed of little crys
tals of ice. These clouds and their deri
vatives cause thchales that arc sometimes
seen about the sun and moon. It was
probably cirre-strati that caused the great
display of moon dogs and circles the ether
day at. Denver. Cirrus clouds indicate
both storms and clear weather, according
te their appearance. If they appear in
their most delicate forms after stormy
weather, they are a sign that a jkji.eiI of
settled weather is at hand. When they
show themselves in parallel streaks after
fair weather has lasted for some time,
they are the first indication of approach
ing change. Cirri, when greatly tangled
and knotted, show stormy weather close
at band. If their borders grew faint and
indistinct, thcie is rain coining.
" Cumulus clouds are characteristic of
summer. The fanners call them thunder
heads when they poke their smooth, white
rounded summits, glittering in the snn
like silver, above the horizon. In that
form they are the forerunners of local
thunder storms. These mountainous
looking clouds sometimes actually exceed
the gieatest peaks of the Andes or Hima
layas in size. When cumuius clouds dis
appear in a warm, pleasant day, net very
large, distinct though soft in outline, and
resembling cotton balls, they indicate con

hand, when they grew larger, darker and
mere formidable looking they foretell
storms. Just before a rain they some
times seem te threw elf little fleecy clouds
around their edges. Gectlie, the great
German poet, who was fend of studying
the clouds, said that as long as cumuli
have sharply defined borders and a white
color a continuance of geed weather may
be expected. Cumulus clouds often form
seen after sunrise and temper the heat of
a midsummer day. If they gradually dis
appear toward evening the weather will
remain serene, but if as the sun gees down
they grew darker and mere numerous,
then leek out for rain. The cumuli are
the capitals, or condensed summits of in
visible columns of vapor rising from the
earth. They de net attain nearly se great
a height as the cirri. Cumuli are general
ly from half a mile te two miles liieu.
Cirri vary iu height from two or three
miles te six or eight.
"The stratus is most common at night
and iu winter. These long ranks of clouds
that I pointed eat te you in the southwest
and which show a coming northeast
storm, are a variety of stratus. They
always appear in the form of stripes or
bread, low curtains, covering mere or less
of the sky. The night stratus is formed
of mists from swamps, rivers, and moist
ground. It generally rises and changes
into small cumuli en summer merniugs.
The ether kind of stratus, appearing at
considerable heights in the fall, winter,
and early spring, is, as I have said, an in
variable forerunner of stormy weather.
"These three kinds of clouds de net al
ways appear iu their simple forms. They
are frequently mingled together, and four
varieties of these derivative clouds have
been distinguished. The cirre-cumulus
consists of little reundish white clouds,
floating at a high elevation, and often re
sembling a fleck of sheep resting upon
the blue background of the sky. In win
ter these clouds frequently appear before
a thaw. Between summer showers they
accompany increased heat Theyare com
mon in dry weather.
"The cirre-stratus commonly appeal's in
shoals resembling fish in shape. Its
popular name is the ' mackerel sky.' It is
Almest a sure indication of approaching
stormy weather. When it settles down
into a thin veil, covering" the -sky, and
making the sun and moon .leek dim, it is.
certain te be followed by snow or rain.
Yeu will see it in that form following
these streaks that are new rising in the
southwest and covering the sky before the
storm comes.
"Did you ever see a battle in the
clouds ? The cirre-cumuli and cirre-strati
are natural enemies. The first named is
a fair-weather and the last a foul-weather
cloud. When they meet, as they some
times de after a summer storm has partial
ly cleared, there is war in the sky. The
cloudy squadrons encounter in mid-heaven
te settle the question whether sunshine or
storm shall prevail. If the cirre-cumuli
succeed, the weather will clear ; if the
cirre-strati are victorious, there will be
mere foul weather. It is a war of de
struction, and the battle usually ends by the
total disappearance of one or the ether of
the two kinds of cloud, all assuming the
form of the successful party.
"Cumule-stratus is the grandest of all
clouds, and se it is the appropriate fore
runner of great storms. If you ever hap
pened te go up the Hudsen when a thun
der storm was gathering in the Catskills
you must have seen this cloud dreppiug
en the mountain tops and hiding the great
peaks like a vast curtain. Whenever you
see these clouds looming up, you may be
sure that a violent change in the atmos
phere is close at hand. The cumulo cumule
stratus consists of a layer or foundation of
dark-colored stratus cloud nearest the
earth, surmounted by bulky piles of very
dense cumulus, net white and smooth like
the fair weather cumulus, but rough, dark
and threatening,
"One of the grandest sights iu the
world is the majestic march of the cumule
stratus clouds across a hilly country dis
trict in advance of a violent stoem. Ani
mals, as well as meu, are intimidated by
the fearful appearance of the heavens, and
show their fear by trembling and hurrying
te places of shelter. These clouds com
monly make their appearance first in the
northwest, rising black and threatening
above the horizon. Soen the rumbling of
heavy thunder is heard, and as the clouds
approach the zenith, blotting out the sun,
fitful gusts of wind arise, followed by pe
riods of oppressive calm. Sometimes a
whirling motion is seen iu the clouds.
Then leek out ! If a black funnel seems
te drop from the cloud te the earth, it is a
tornado, and nobody can tell what damage
it may de. The cumule-strati forfeit a
term several hours in advance. The
longer they linger near the horizon the
mere violent the storm is apt te be.
"The last class,' or rather subclass, of
clouds is the nimbus or black rain cloud,
which spreads ever the heavens just as the
storm begins. It is made up of a mixture
of all the ether kinds, and appears in every
storm, but is seen in its most characteris
tic form in a thunder storm. Sometimes
it approaches within a few hundred feet of
the earth, and at ether times it is 2,000 or
e.OOO feet high. While it always appears
black or gray from beneath, it is, in fact,
surmounted by a snewv white sap of cirrus
or cumulus. I have sometimes, in the
hills of central New Yerk, seen from an
elevated station the passage of a storm
through a distant valley. The glittering
upper surface of the clouds then presents
a beautiful appearance, while underneath
they arc dark and forbidding, and the
pouring rain hides the landscape.
" On account of the mixing together of
the various classes of clouds; it is some
times difficult te accurately distinguish
them apart. A little, practice, however,
will enable auy observant person te detect
the prevailing characteristics. Indications
vary slightly for different localities, and
some knowledge of local peculiarities is
theicferc necessary. Anyone who watches
the clouds can form many weather rules
for himself that he will find at least as
trustworthy as the predictions of Old
Probabilities."

ness of the city of Lancaster at four per centum
interest.
Sxcriex 1. Be it ordained bv the Select and
Common Councils of the Cityet Lancaster in
councils assembled, that ler the purpose et
funding at four per cent, interest two hun
dred thousand dollars et the bended indebt
edness et the city of Lancaster, the Mayer of
the city is hereby authorized te issue certifi
cates et indebtedness of said city te the amount
