Gentlemen : In accordance with the
ordinance which provides that an annual
report shall be made by the heads of the
several city departments, I herewith sub
mit te yenr honorable bodies the following
report of lite water department for the
year ending February 8, 1881 :
I assumed the duties of the efiice of
superintendent :' the water works en
April 0, 1880, Hi day following my clee
tien by your joint, convention. In this re
port I present b; you a .statement of the
operations ei'lhe water department for the
year past, the present condition of the
different pumping "engines, work:-, teser teser
veirs, feieing anil distributing mains,
valves, step.? and fire plugs, together with I
tables showing the amount of water forced
into the reservoirs each month of the year
and many ether items of genera! interest
te the taxpayer. I also present for your
consideration the wants of the depart
ment and recommend what I consider te
be for the best interests of the citv.
The water department with all its out
lay fails te keep pace with the rapid
growth of the city, the consumption being
enormous and greater than it should be, as
I shall show further en in this report.
The water question deserves the special
attention of members of council. All of
our citizens are interested in it ; all want
an abundant supply of pure water, for en
it rests in a great measure the health,
safety and prosperity of every one in the
city
Ceni;:iiiit et Lack of "Water.
The day of appeal was April 16, 1830,
and while the water commitlce was in ses
sien en that occasion there were many
complaints from citizens livingen the high
grounds of the Filth, Sixth, Seventh,
Eighth and Ninth wards that they did net
receive an adequate supply of water. On
that day the height of water in the west
ern reservoir was 1 1 feel '2 inches, and in
the eastern reservoir 12 feet 10 inches. I
was directed by the water committee te
raise the water te the highest point in the
reservoir consistent with safety, which I
did.
Tlie K:i3tcru Reservoir.
The eastern reservoir was in a leaky
condition when I assumed charge of the
water department. The report of iny pre-
decesser, of February. 1870, shows that he ',
called the attention of councils te the dan
gereus condition of the rc.-erveir ua early
as 1878, but no attention was paid by
councils te his recommendation te have
the same repaired, and it is net te be sup
posed that the reservoir would get any
better with constant use. In May, 1S80, 1
informed the committee of the dangerous
condition of the reservoir and told them if
it was net immediately repaired the whole
north bank would be washed out. The
committee visited the reservoir en May 21
and found it te be in a very unsafe condi
tion. In their opinion if the water was
kept up in the reservoir te the height
required te supply the hih porlieus of
the city, the bank would give way. 15y
the direction of the committee the water
in the reservoir was lowered. At the
meeting of the water committee, en May
24th, 1S80, six members out of seven be
ing present, they unanimously resolved te
proceed wij;h the repairing of the reser
voir under my supervision. Contracts
were entered into by the committee for
brick, sand, cement, laying of brisks and
hauling. That part of the work net con
tracted for was labor ami this was placed
under my immediate charge for the reason
that it was impossible te tell the extent or
nature or the work te be done until the bot
tom and sides were tern tip and thoroughly
examined and tested. Werk was com
menced May 3lst, and completed August
lGth. Water was turned into the leserveir
en August ISth. The total cost of the re
pairs was $013:3.20. The reservoir has
new been full nearly seven months and
has been exposed te a severe test, owing
te the hard winter, and has shown no
signs of leaking up te the present time.
On the completion of the work in August,
I made a full report of the same, which
was printed for the use of members of
council.
Lew Water.
The months of June, July, August and
September, the water being low in the
creek, the Woithingten pump, although
taxed te its utmost capacity te keep up the
supply, lest during the business poitien of
the day from one te two inches per heur.and
there was nothing left for me te de but te
run the duplex pumping engine 23 or 21)
hours and sometimes the day and night
continuously, before the water in the rescr
veir was forced te the point where the sig
nal sounded, signifying that the reservoir
was filled te a height consistent with the
safety of the banks.
Water l'miiplng Power.
The Geyclin pump was operated during
my term 374S hours, making in that time
2,923,410 revolutions and pumping 54,011,
712 gallons of water.
The Birkinbtnc pump, !Ne. 1, was eper
ated 2,757 hours, making 3,804,5S0 rcvel-
utiens ana pumping bt,-iJb,.jjj gallons el
water.
The Birkinbinc pump, Ne. 2, was oper
ated 4,057 hours, making 4,SOS,400 revol
utions and pumping 125,975,500 gallons of
water. Total pumping by water power
269,084,507 gallons, costing $3.57 per mil
lion gallons delivered into the reservoir.
Steam. Pumping Power.
The "Worthington High Service engine
was operated during my term 95 hours,
making 250,500 revolutions and pumping
into the reservoir 2,070,300 gallons of
water.
The Worthiugteu Duplex engine was
operated during the term 5319 hours,
making lb',031,300 revolutions and pump
ing into the reservoir 098,077,150 gallons
of water The amount of coal used was
2,458,002 lbs. and the cost $3, 732. 85, making
cost 70 cents per hour. Including pay of
engineers and fireman, oil, packing, etc.
the cost was $7.74 per million gallons.

In the map of the water pipe new in our
city. I found many inaccuracies, principally
in net having en it. the proper size el the
pipe and connections. On several eccas-
ions I made arrangements te lay pipe ac-
cording te the map and was compelled te 1
leave trenches open while special castings
were being made, being misled by the in
formation en the map. I have corrected
errors in the map when I found them.
New Kcntcrs.
During the year 152J inch ferrules and 2
one-inch ferrules have been inserted and one
four-inch connection made, being a greater
number of new renters in one year than
we ever had.

The reserveirs vere frozen ever Novem
ber 2U, 1SS0, and remained se until Feb
ruary 10, 1881.
Pumps, Kugincs, ic
The Worthington engints arc in first
class condition. The Geyclin pump is just
as I received it ; no repairs were made en
it, and 110110 needed. Ne 1 Oirkinbine has
been repaired and is new in geed condi
tion. Uirkinbine Ne, 2, needs slight re
pairing. The boilers fiem being 'kept loe
constantly in use are in bad condition.
The walls supporting the beileis have
been repaired three times this winter, the
last time en this (Monday) February 23th.
The small Worthington feed pump needs
slight repairing.
Damaged by the Ice.
The ice a few weeks age damage d the
water works slightly. The wing wall en
the east and the abutment en the west
have been damaged, but can be repaired
at slight expense. The ice en the reser
voirs lias damaged the brick work making
it necessary te take up four feet of brick
the whole way around and have it re-
rammed and relaid. I attribute the dam
age te the brick work te the great thick
ness of the ice. I would recommend coun ceun
ei's te have the lease with Mr. Ilartman se
amended that he would be compelled te
cut the ic:i -when it gets te a thickness of
8 Inches.
Connections at Certain Points.
At nearly all ear crossings, our water
pipes cress each ether without being con
nected. I would recemmed connections
te be made at Orange and North Queen,
Duke and East King, Lime and Orange,
Vine and Seuth Queen streets, and several
ether points. P.y having these connections
tlie pressure would be equalized and when
a heavy draw is made in summer time it
will be distributed all around. The high
pomtsei tnceity will then alt be en an
equality and when one has water, all will
have it.
Fer tlie Kcliet or Hie Sixth Ward.
Te give the Sixth ward a better supply
of water I would recommend llangc pipes
of net less than 10 inches in diameter te

the hook and ladder house en te Duke
I street, and the back pressure from the
. North Queen street main, which does net
! furnish an adequate supply. By adept-
ing the above recommendation the Sixth
j ward would get till the water they re
quired, and the numerous complaints of
l lack of water from that section of the
j city will cease.

Slops or valves slieud be inserted in the
mains supplying the most populous por
tion of the city, se that when a break ec
citrs, the business portion of the city will
net be cut off from a supply of water, tb

without water, when repairs arc being

A Telephone Needed.
Theic should be a telephone connection
established between the mayors office,
station house, reservoirs and water works.
In case of a sudden break at the works or
reservoir, many times the cost of having
the telephone connection made could be
saved if word could be sent te the mayors
eflicc or station house, where there is al
ways some one en duty and the necessary
help could hpecdily be sent te repair the
damage.

The following are the leceipts from
water rent for the last several years, to
gether with these of the coming year :
1874. 824,000 ; 1875, $24,500 : 187G, $20,
493.50 ; 1877, $29,250.89 ; 1878, $30,120.
85 ; 1879, $31,378.97 ; 1880, $35,930.19 ;
1881, $39,000, (estimated.)
The mayor, as chairman of the water
committee, in a special message te coun
cils in December, set forth at large the
needs of the water department. I cannot
add anything te what he has already se
well said, but can repeat that there is a
necessity for a newsix million gallon pump,
four forty-horse power boilers, boiler house
te accommodate them, a 20-incli main en
Orange street lrem Lime te Charlette, a
10-inch main en Duke street, from
Orange street, northward te James, and a
10-inch main en Charlette street from West
King te James. About the necessity of
another set of boilers there can be no
question. The matter was strongly dis
cussed at the February meeting of com
mon council. But one member was op
posed te them, and te satisfy himself of
the condition of the boilers new in use, he
visited the works en the day following the
meeting of councils, and alter an investi
gation lie frankly admitted that he was in
error in opposing the purchase of new
boilers.
The. revenue from the water depart
ment, as will be seen from the table
above, has rapidly increased, the receipts
new being 00 per cent, greater than in
1874. There is net te-day In the United
States a city running ee great a 1 isk of a
water famine as we arc. With but one set
of pumps and boilers te depend en, all
that is te happen is the giving out of cith
er and the famine is upon US, ler the res
ervoirs held but a 48 hours supply. Then
it will be tee late te remedy the matter.
New is the proper time te prepare for an
emergency. With duplicate pumps and
boilers our citizens can rest easy. They
cannot if they depend upon water power
alone furnishing an adequate supply of
water,
.1. Stand Pipe.
If councils think that the city is net new
financially able te purchase a new pump,
a stand-pipe, as a temporary relief, might
be considered by councils. If they desire
it. I will furnish estimate of cost of erec
tion of same.
Water Meters.
I would recommend the adoption of the
water meter as the only proper method by
which te assess water rents. If meters
are introduced and the consumption of
water is the same as it is te-day, and the
city were te charge one cent per hundred
gallons, the revenue from water rents
would be $90,000 a year, or ever $50,000
mere than at present. If the meter
system is adopted there would be
mere care and a saving possibly of
33 per cent, iu the water consumed, still
leaving a revenue te the city of $00,000.
By this system the small family econemi
cal m tne use et water would nave out a
nominal water rent te pay, while the heavy
manufacturers and corporations, who use
millions of gallons of water annually will
pay for just what they use or waste and no
mere. The greatest advantage of their
introduction would be, that for years te
come you save a vast outlay for improve
ments at the water works, which cannot
be avoided if the increase in renters in tlse
next seven years is as great as it was iu the
last seven years. The only thing that can
be urged against the system is that it is !
expensive. A trial should be given by the '
introduction of a few and if it is found !
that the system is advantageous te the i
city, then meters should be furnished te ;
all renters. The following table shows ',
the meters required and cost el the same. !

Distributing itliilii.".
There are new between 14 and 15 miles j
of small mains, ranging in size from 2 te )
4 inches in diarst-tcr laid throughout j
our city. I would recommend that j
ail these be taken up and larger
mains substituted. Ten te twelve-inch
mains should be laid at once in the higher
portions of the city. In no case would I
advise the laying of less than six or eight
inch maiu.i. There is comparatively little
difference it: the cost of an eight-inch main
ever that of ;. six-inch main.
Separate- I'lpes.
An evil that has cxistetl in the water de
partment is the furnishing of two or mere
houses from the :-anie service pipe. If a
break occurs several families are iiicimvcn
iunccd where tmiy one should be Dur
ing the last few years separate pipes have
been insisted en, but there are still many
cases where a'? high, as a half dozen houses
are receiving water from one pipe. This
evil should be remedied at once.
Heavier l'lpc Itequiretl.
Persons attaching te main should be
compelled te nut in, from the main te tiie
curb, a lead pipe weighing net less than

pounds te the loot. It that weight el 1
pipe is adopted there will be no danger of
breakage, as it will stand all pressure, and
in addition, last a lifetime. This weight '
has been adopted iu fcevcral cities j
and has been found te work well, save
time and trouble anil prevent unnecessary
labor and annoyance te these in charge of
the water department. The lead and iron
pipe that is new put in, as a rule, is tee
light, and being laid across trenches, is
apt te break from frost and sinkageef
trenches.
A Step Needed.
It would be economy te put in a step north
of 24 inch Y en flat below the almshouse,
se that the water need net be left out of
pijic while repairs are being made at the
works, for the icasen that the great pres
sure en the joints when they start te fill
the pipe arc apt te burst them. Such has
been my experience.
Te Itelieve tlie Seventh Ward.
If a six-inch main were te be laid from
the Children's Heme across Lew street,
(net yet opened but seen te be), a distance
of about 400 feet te Frcyburg street, the
southern poitien of the Seventh ward
would be buppiicd with; water, when therj
is any in the rcsorveir. That portion of
the city sutlers from a lack 01 water at
times and this plan would relieve it.
Ittonevnl of Tire i'lugs.
I would recommend that the plugs at
Eshleman & liathven's cerncrand in front
of A. K. Heil'mcier's store, en East King
street, be removed. The arches under
neath them render them liable te freeze.
They could be moved a distance of 10 feet
at a slight expense. I was compelled te
thaw these plugs out half a dozen times
this winter.
In Geed Condition.
The lire plugs, forcing and distributing
mains, valves and step3 are in geed condi
tion with a few exceptions.
A. Hack Necesnary.
I we .hi recommend the putting in of a
rack constructed of iron in the head race
te protect the 21-inch feed pipe that sup
plies the Worthington engine.
