In Saturday's Intelligencer wc prom prem

Ames has lecently made it a mle that the
institute .secietary shall net give the min

meetings of the institutes aie held in the
mernin&'uml a that poitien .or the day
is consumed by tt-s in writing our daily
communication, we find it iuipa.sible te
attend the institute, and hac, en that ac
count, licietofeie depended upon receiving
a copy oft he minutes of ihi: seeietaiy,
from which te take an extract ferhe ben

peifemi their duties arc ceitainly capable

why sncl. minute-, should be collected by

Gen. Gartield went before the real es
tate peel investigating committee Febru
ary. 1S77, and swore that the $5,000 paid
him by DeGeyler & McClelland wasa coun
sel fee for an argument made by him be
fore the beard et public works.
When pressed for a specification of the
legal services rendered by him te the firm
of contractors, he was unable te show that
his se-called argument amounted te any
thing mere than speaking once privately
te Gov. Shepherd.
While under oath and protesting his in
nocence of corrupt action as chairman of
the appropriations committee, Gen. Gar
field. "I want te say this, further, that if
anybody in the world holds that my fee iu
connection with this pavement, even by
suggestion or implication, had auy rela
tion whatever te any appropriation from
Congress for anything connected with this
district, or with anything else, it is due te
me, it is due te this committee, aud it is
due te Congress that that person be sum
moned. If there be a mau en this eatth
who makes such a charge, that mau is the
most infamous perjurer that lives, and I
shall be glad te confront unn anywhere in
this world."
Gen. Garfield new has the opportunity
he has se long desired. Albert B. Kirt-
land was the mau who secured for DeGoI DeGeI
yer & McClelland the influence of Gen.
Garfield iu favor of their swindle of a
wooden pavement. Mr. Kirtlaud, in an
affidavit made O i Friday last, supplies the
secret history of the employment of Gen.
Gailieltl, and puts en record as sworn evi
dence facts that have hitherto been mat
ters of conjecture and inference. As te
the manner iu which Gen. Garfield earned
his $5,000 Mr. Kirtland testified :
" He Chittenden told ine that if I
could obtain the contract for DcGelyer &
McClelland, he would give mc fiftv cents
a square yard for all that might be award
ed. I told him I would sce what could be
done, and immediately called upon an iti
tiinute personal friend of mine, who v.t.
thenapaituer of Alexander K. Shepherd,
at that time president of tha beard of pub
lic works in the district of Columbia. 1 1
said he would see what could be done.
Subsequently he saw me at Sheplteul's
place of business, and told mc thaV unless
the pending appropriation bill for some
$3,000,000 for work already done and be
ing done in the district was passed by
Congress, which was then rapidly dt awing
te a close, a contract in the District would
be worthless, and that I had better get my
friends te aid Gov. Shepherd in passing
the appropriation through Congress.
" He fuither Mated te tne that if the in
fluence of Gen. Garfield could be secuivd
for the passage of theappiopiiatien, which
was then banging file, there would be no
question about Gov. Shcphctd awarding
the con tract te anybody that Gen. Gat
field night request.
'I accordingly at once sought te secure
Gen. Garfield's support of the appr jpria jpria
tien, and, having succeeded, saw iny
friend and told him that it would be all
right. The influence of Gen. Garfield was
secured through 'Uichaid C. P.iisens, of
Cleveland, ()., te whom I was te allow
$15,0:0$10,000 for Pan-ens and $5,000 for
Garfi-ld.
"After consulting with my friend, it
was then determined, in order te speedily
consummate the ariaugcmeut. that Gen.
Garfield should be invited te take a ride
en the following Sabbath te Gov. Shep
lieid's summer residence, aud then and
there make the request that DeGeIj er it
McClelland should be awarded the eon
tract. Wc understood that Gov. Shepherd,
who was very anxious te capture Gen.
Gaiiicld, did net wish te eail upon the lat
ter if it could be avoided, and wc felt f-urc
that Gen. Garfield did net dcMic te sub
ject himself te public criticism by calling
the office of the beaid of public works, or
at Gov. Shcphcid's. This ride was taken
en the 2d day of June, 187e, about ten
days before the adjournment of Congress,
and while the District appropriation was
pending.
"The arrangement was ceusequsntly
agreeable te Gen. Garfield, and a carriage
was procured for him aud Mr. Parsons. I
did net go with them injsclf, and Gen.
Gaificldnnd Mr. Paisen.s weie driven out
te Gov. Shcphcid's house alone.
"I then informed my l'i iend of this ar
rangement ; and iu order that Gov. Shep
herd might net be absent he went out te
his summer residence and !pcut the same
Sunday theie that Parselis and Garfield
called. After tiieir return te thu city he
reported te me that the matter had all
b;cn satisfactory airanged, and said that
as he stepped te the carriage, with Gen.
Garfield and Mr. Parsons alter leaving the
house, about the last words uttered by
Gov. Shcpheid were: Gentlemen, pass
that nppiopiiatien bill aud your friend
shall have the contract.
"By the agreement then entered into
between Gen. Gat field and Gov. Shepherd,
it was understood that Garfield was te be
paid for the contract in the manner indica
ted ;aud that in Older te obtain the con
tract he was te .secure the apptepriatiun
forsemc three millien5! of dollars, which
was accordingly done."
Here, then, is the rnan whom Gen. Gar
field professes te be anxious te confient.
But it seems that Gen. Gat field was net
really anxious te confront 3Ir. Kutl.uni.
At the very time when Gen. Garfield was
declaring from the witness stXnd that l.c
would be glad te meet his accuser "any
where in this world," he was privately urg
ing Kirtland te "keep out of the way'
until the close of the investigation.
