Pension Office.
Frem the National Citizen and Soldier.
I, Nathan W. Fitzgerald, am a United
States pension attorney of Washington,
D. C. The records of my office show that
in the month of March, 1880, there came
te me a letter purpeitinjr te he from Keb-
ert Ilatma, of Graluims X Reads, Seuth
Carolina. The letter stated in a few words
that the writer had received wounds dur
ing the la'te war, fractnring his arm, and
desiring te knew whether lie could obtain
a pension or no, The letter did net state
auything in reference te what regiment the
applicant belonged, or upon which side he
fought.
Supposing that it was a Union soldier,
of course, a printed blank containing a list
of questions for the applicant te answer, te
bring out a history of his case, was sent te
him, containing in writing upon the back
thereof, the follewing:

noted. Please answer the questions herein
carefully, and return te me at once. Frem
your statement you appear te have a geed
case. Yours truly,

By due course of mail, the blank was re
turned, having been lillcd up, but in a
diHercut hand from the lirst communica
tion. It was places in the hands of a
special clerk, whose duty it was te examine
carefully the answers te que&tiens, and sec
if it was a meritorious case. In the blank
iu answer te the question, "Te what
regiment and company did net belong ?"
it was stated " Te Company G; leth Seuth
Carolina." This was brought te my notice
and I at once directed the clerk te return
the blank te the claimant, and asccrtien
whether it was a loyal or rebel regiment.
I did net knew but what it was a loyal
colored regiment. I will state right
here, that in seme of the seceded states
loyal regiments were organized. The reg
iments iu most of the states bore numbers
next higher in rotation than the highest
number employed in the Mexican war.
Thus the first regiment organized in Indi
ana in the last war, was the Gth. because
that state had live regiments iu the Mexi
can war, and if Seuth Carolina had only
one loyal regiment in the last war, it
might have numbered the 13th. Hence
the blank was returned te the clatincnt
containing the following indersement :
"Mr. Hanna, will please state hereon
whether the leth Seuth Carolina, was a
loyal or a rebel organization, and return
this blank. Respectfully,
N. W. Fitzgerald, Attorney."'
Iu the usual time, the blank was return
ed bearing the follew1 ing endorsement :
"The 15th Seuth Carolina was a loyal
organization. Yours truly.
' Remnrr Hanna."
Thereupon, thinking it was a loyal regi
ment, but that some error might have
been made by the claimant in tlcscribins
the regiment, I directed a clerk who was
deingthat class of work in my office, te
procure Ilanna's declaration for pension,
in due form, and te leave the name of the
regiment in blank, te be filled up by the
applicant. The declaration was duly pre
pared according!'. It gees en te state that
he was wounded in tire right arm, in
October "04. and severely disabled. It
also says, following the above : " I have
never been in the military service of the
U. S. otherwise thau set forth above, and
I am new disabled from obtaining my sub
sistence, by reason of my disabilities above
stated which were leccived in the service
of the U. S., and I make this declaration
te obtain a pension, &c, &c
Said declaration, thus prepared was sent
te Hanna, and he went before one J. II.
Keels, clerk of court' te be sworn te the
same. It appears that the said clerk of
court, in filling up the description of the
regiment, where it had been left blank,
wrote therein "Seuth Carolina C. S. A."
He evidently did se, te save the peer ig
norant Hanna from perjury, or else for a
trick or joke upon him. After the return
of the declaration te my office, the added
words, " Seuth Carolina, C. S. A." were
overlooked by my examining clerk, and
the case was filed in the pension office
without it coming te my notice that it was
a rebel regiment.
Hanna signed the declaration by mark,
and it appears from the investigation that
I .have made in the case that he is an ig
norant unlettered man, and was aided iu
the preparation of the case, by some one
who desired te play a joke upon him.
Nene of the letters in the case appear te
be Ilanna's writing. In fact, he cannot
write. The persons who aided and abetted
him te prepare his case may have been in
tending te get up some great scare about
rebel claims te use as a campaign docu
ment. It would have been forever impos
sible for him te obtain a pension for ser
vice iu the C. S. A.
Every intelligent voter will knew this.
The Republican campaign committee have
caused the application of this man Hanna
no be printed by tens of thousands, and are
scattering them broadcast ever the country
as a campaign document te ftightcn the
soldier.
Te attempt te give such a trivial affair
any importance, as a political document,
only shows the weakness of the party that
must resort te such tricks te attempt te
gain the soldier's vote. Every intelligent
man who can read, knows
that such an application could
have been made only by an ignoramus
or a feel, and he also knows that the con
stitution of the U. S. forever prohibits the
payment of the rebel debt. In a large
pension office, such an accident is liable te
occur at any time. It is net possible te
absolutely make no mistakes, in an office
where from 30 te 40 clerks are constantly
employed upon pension claims. I regard
the attempt te get up capital or te make
votes out of this little error or oversight,
as an insult te the intelligent voters every
where. Great political parties, ought te go
before' the people, upon national issues,
and net upon mistakes made in an attor
ney's office, nor upon the actions of an ig
norant, unlettered individual, who was
being made a dupe of, by designing men
as 'a trick or a "joke. In the National
Citizen? Soldier, a paper of which I am
managing editor, and which is read by
100,000 soldiers, I will expose this silly
effort te get up a panic en rebel claims.

Statesmen and intelligent men of all par
ties, and the enlightened press of the
country, treat this whole case as deserv
ing net a moment's attention. It is
only the narrow-minded, bigoted and
prejudiced, who use such arguments as
the rebel claim of peer ignorant Hanna's
for the purpose of frightening the ignor
ant. Ne intelligent voter or soldier will
be frightened or misled by this campaign
dodge.
A prominent Republican paper of Pitts
burgh, Pa., laughs at the absurdity of the
attempt te make of this trival affair a
matter of any importance whatever. I be
lieve that the use of this rebel pension doc
ument will react, upon theso who are try
ing te use it. I, as a Republican, condemn
the act, as unworthy of any party, or of
any honest, fair-minded, intelligent man.

Hew Te Pet Plauts.
Tiie first consideration in petting plants
is te have the soil iu a suitable condition,
neither tee wet nor tee dry just in a
friable condition. If tee wet, it will bake
hard together and prevent the roots of the
plant penetrating it readily ; if very dry,
the ball will net be of the proper firmness
throughout, and some difficulty will be
found in getting the water for the first
two or three waterings te go through it.
The pet should be perfectly clean, inside
and out; and if it has been used before,
it should be well washed and diied before
using it again.
In shifting a plant from a smaller into a
larger pet, take the neck of the plant be
tween the fore and middle fingers of the
left hand, placing the bottom of the pet in
the right hand, turn it upside down, and
give the rim of the pet two or three nips
en the cdue of a table or your petting
bench ; this will loosen the ball, and you
can then readily lift the pet from it. As
a general rule, in shifting a plant from a
smaller te a larger net, select a pet in
which the pet you are shiftingnwi can
stand readily. Rooted cuttings should at
fist have a two or tlnee inch pet,
and be shifted from these as the
pets become full of roots. Petters gen
erally advance the sizes of their pets
by an inch ; thus there are two, three,
four, five, six, seven and eight inch pets ;
above the last size they advance by two iu
ches, the measurements bcinj the internal
diameter of the rim. Fer ordinary room
plants an eight-inch pet is as large as can
be conveniently managed. When geran
iums, fuchsias and similar plants outgrew
an eight-inch pet, they should be taken
out of it and have the roots and tops
pruned back, and again petted in the same
sized pet.
It used te be the custum te place an oys
ter shell or a potsherd ever the hole in the
bottom of the pet, in the idea that it pre
vented the drainage from being stepped up.
It is new discarded by the best cultivators,
as it really produces the difficulty it was
intended te obviate, by largely reducing
the size of the hole. If the hole gets stop step
ped up it can readily be cleaned out with
a knile or a sharp stick. When pelting a
cutting put a little soil in the bottom of the
pet, then take the plant in your
left baud, and letting the roots hang
loosely in the pet, and keeping the
neck of the plant in the centre, with your
right hand or a small trowel fill the soil iu
the pet, bump the pet down en the table
or bench a few times te settle the earth
evenly, and then firmly press it down with
the thumbs, net filling the pet full, but
leaving a sufficient space at the top for
watering. If the plant te be repotted is
an established one, take it out of the pet
iu the way already directed, and pet it into
one a size larger. With the lingers or
a blunt-pointed stick remove about half an
inch or mere of the outside of the
ball ; if the loots are much matted, they
may be cut .away en the outride with a
sharp knife, then placing sonic soil in the
bottom of the pet, put the plant iu it, and
then fill in the soil between the ball and
the pet, ramming it down moderately with
a blunt stick, making sure that no vacan
cies are left. The surface of the ball
should be a little below the level of the
top of the pet. Always be careful te leave
sufficient room at the surface for watering
but never bury the neck or cellar of the
plant in the soil ; te de se is very injurious te
many plants, especially azaleas, camellias,
oranges, lemons and ether hard-weeded
plants.
After repotting your plants, place them
in a shady place, whcic they will net be
exposed te high, drying winds, and water
them from a watering pet with a line hose
butde net give tee much at once. Only
give enough te settle the soil ; if you give
tee much, it makes the soil a puddle, and
makes it hard when it dries out somewhat.
The Lime Kiln Club.

The chairman of the committee en agri
culture begged leave te officially notify the
club that the last" watermelon had disap
peared from the market, and respectfully
suggested that Waydewn Bcbcc be in
structed te invent and deliver a poem en
the sad event. This might or might net
be a put-up job, but Brether Bcbcc put en
a sweet smile and was happy te inform the
club that he had already invented a poem
en the subject, and would read it if there
were no objections. Whalebone Hewkcr,
Derkus Smith, Itiseup Davis and several-
ethers at ence ebicctcd, and Jicbec lest Ins
sweet smile and sat down.
Twe weeks since a preposition te illumi
nate Paradise hall was discussed and held
ever te await facts and figures premised
by Brether Gardner. He new announced
that he was ready te say a few werts.
"It seems te me," he began, "dat de
me' light we git in dis hall, dc wuss our
furncher will leek te us. In dis subdued
light we kin sort e' hide our feet, our old
cleze, an' dc bald spot of our heads. Dar's
smithing' 'bout the smell ob kerosene ile
dat exhilarates us, an' we knew dat dc
cost e' lightin' up am only twenty-one cents
per mcetin'. We has bought de lamps,
have four gallons of ile in stock, an' any
change no ' would put us te a smart less.
Dc time fur puttin' in de Mcctrick light
hasn't arevc yit, an' I must place my wete
en any furder purccedins."
During the past week the Lime Kiln
club has received substantial tokens of
the friendship of the general public. A
gentleman in Bosten forwarded by express
the tea-kettle used by General Putnam
when he made the celebrated horseback
ride down the stone steps. The article is
in geed order, and will prove a valuable
addition te the club museum. Brether
Lipskum, of Warren county, N. C, sent
en a ten dollar bill, geed five years after
the independence of the Confederate states,
te be added te the collection already en
exhibition. A resident of Cincinnati for
warded an onion weighing two pounds
and a quarter, but Givcadam Jenes mis
took it for a new kind of muskmclen and
ate it mere than half up before lie was
brought te his senses. Chicago presented
the club with an old revolver left in that
city in 1874 by Lucy Stene, and Columbus
forwarded several relics of the glacial pe
riod and au invitation te a candy pull. A
vote of' thanks was passed te each and
every donor.
