On the 15th ult one of the most brazen faced ruffians who ever steed up in a Brit ish court suddenly wilted and uttered a scream en hearing the terms of the judge's sentence, and was taken away in a fainting condition. He had no defense. The evi dence was conclusive. He was sure of con viction and of severe sentence, and he knew it. But he was net prepared for one part of the punishment prescribed by Mr. Justice Stephen. He screamed and almost faint ed, net in view of the twenty years of penal servitude, but because the judge ordered, as a fitting prelude, thirty lashes from a cat-e'-nine-tails. This man had robbed and attempted te murder by drug ging, and then throwing from a railway carriage, a traveling companion in whose confidence he had artfully ingratiated himself. It was u premeditated crime of the most heinous kind. It would have ended in murder but for the inability of the assassin te eject his victim from the car bsfere the train stepped. The ruffian then escaped with his booty, but was followed by the half-stupefied, badly injured man, who staggered upon the platform andgave an alarm which led te the capture of his as sailant. This strange affair took place in a car (Londen underground line), of which the two men were the only occupants. Mr. Justice Stephen, in passing sentence, said it was "the most cowardly and brutal outrage that had ever been brought under his notice." He marked his sense of hor ror, as well as made the sentence a whole some caution te all ether like minded des peradoes, by prefixing the thirty lashes te the twenty years' imprisonment. The prisoner would net have flinched from the incarceration, but he winced terribly under the judgment of the cat, as if he had already felt her nine talcs raising wales en his bare back. It is the uniform experience of British judges that corporal punishment is the mest'ecrtain known deterrent of cow ardly and brutal offenses. When any peculiarly shocking crimes against the tho the persen begin te become common in Eng land, the judges always check it by order ing a dose of the cat well laid en in Addition te a long term of imprisonment with hard labor. This is the best knew preventive of outrages en women and children. It is the rnly thing that has put u step te garretiug. Its success is se marked in the declining frequency of cruel and malicious assaults upon the person in England that the British public almost unanimously approve it. Only a little minority of these philanthropists whose epmpathics for criminals rise in ex act proportion te the diabolism of their preteges continue te pretest against the lash as a remedial agent of society. While that agent does se manifestly geed a work in England, it will be judiciously conserved there. The theoretical opposition te it in the United States is widespread and intense, as any man finds out te his cost who proposes te introduce it into our judicial system. But new and then thinking Americans will brave the consequences and ask themselves and their neighbors if corporal chastise ment, se common among our ancestors as a penalty for miner violations of law, might net be revived, with signal advan tage te society, for the punishment of cer tain specially atrocious crimes.
