During llie presidential campaign cf
1872 Herace Greeley, in one of his cele
bmtcd speeches, condensed the entire
Credit Mebilier case in a nutshell, expos
ing the fraud and shame of theso congress
men who shared in its profits. Since then
the details of the job have almost forgot
ten ; and it is well te reproduce the facts.
It will be remembered that enormous sub
sidies of public money and public lands
had been granted te the Union Pacific rail
read te secure its constiuetien. The idea
was conceived of forming a sepaiate con
struction company composed of the stock
holders of the Union Pacilie, and this com
pany, se organized, was te leceivc im
mense sums for building the read west of
Omaha. The Union Pacific company con
tracted with the sub-company, called the
Credit Mebilier, or in ether weids, con
tracted with themselves, te build the read
for about twice or three times its legiti
mate cost. Of course the piefits from the
job was enormous. The stock in the
Credit Jlebilier company was worth a
premium of two, tlnec and four hundred
per cent. This fact, however, was kept
seciet by the stockholders who feared a
congtcssienal investigation and exposure.
Though the stock was .se valuable it was
distributed among congressmen at par,
with interest only added. Hut some
members did net have, or pretended net te
have, the money te pay for it even at par.
General Garfield was one f them. In his
case, and in ether cases like his, Oakcs
Ames held the stock for them until their
dividends paid for the principal and inter

Oakes Ames was aided in these transac
tions by Durant and McComb ; and it was
the letters of McComb published by the
New Yerk Sun, that led te the exposure
of the job.. McComb wrote that he in
tended ''placing the stock where it would
de the most geed," and in another famous
letter, he urged a strict adherence te the
policy of " addition, division and silence."
Anether member wrote : "we want mere
friends in this Congress ;"' and yet another
said : "he found no difficulty in getting
men te leek after their own prepcity "
meaning that theso congressmen who held
the stock were te protect it by suppressing
any movement looking te investigation
and exposure. There were two or three
attempts made te have' the matter iirvcsti
gatcd, but they wcte promptly choked in
the dark, Oakes Ames having judiciously
distributed the stock " Where it would de
the most geed." Hut the scandal contin
ued te grew in proportions as the scandal
leaked out, and with the feeling of alarm
which followed, there was a general dispo
sition en the part of the congressional
stockholders te drop it. This they did in
cacer haste, Garfield particularly pretend
ing that he never held it. But the testi
mony of Ames is conclusive if trustworthy;
and the production by Ames of his memo
randum boekjShowing the amount of stock
held by Garfield and the amount of divi
dends paid him makes the cac against
him tee strong te be resisted.

the Union Pacific railroad nor any dividends
nor profits arising from either of them.

The facts in regard te Mr. Garfield, as
found by the committee, are that he
agreed with Mr. Ames te take ten shares
of Credit Mebilier stock, but did net pay
for the same. Mr. Ames received the
eighty per cent, dividend in bends and
sold them for ninety-seven per cent, and
also received the cash dividend, tc7tich to
gether with the price of theeteck and inter
est, left a balance of $329. Tiiis sum icas
paid ever te JFr. Garfield by a check en the
scrgeant-at-arms, and Sir. Garfield then
understood this sum icas the balance of divi
dends after paying for the stock.

Kelly and Garfield present a most dis
tressing figure. The participation in the
Credit Mebilier affair is complicated by the
most unfortunate contradictions of testi
mony which the committee de net under
take te unravel. The only possible com
ment en their case is that had they taken
a perfectly upright course in the matter,
and refused te have anything te de with
the stock, no occasion for contradiction
could have arien.

The character of the Credit Mebilier was
no secret. The source of its profits was
very well known at the time congressmen
bought it. Though Oakcs Ames may have
succeeded in concealing his own motive,
which was te bribe congressmen, their ac
ceptance of the stock was net en that ac
count innocent. The dishonor of the act,
as a participation in an obvious fraud, still
remains.
Seme of them have indulged in testi
mony with refcrence te the matter which
has been contradicted. Tite committee
distinctly rejects the testimony of several of
the members, lius can only be done en the
ground that is untrue. But untrue testi
mony given under oath is met ally, if net
legally, perjury.
It is the clear duty of Congress te visit
with punishment all who took Credit Mo Me
.bilicr stock from Oakcs Ames.

Let us gather up the ends from all this
snarl of testimony and sec, if possible,
just where we staud. Ecad the evidence.
With varying degress of guilt or guilty
knowledge, every man of them, with ene
exception (Mr. Blaine) has been obliged
te confess that at some time he has held
this stock, and at some time under stress
of conscience, let us hope, that is net fully
proven get rid of it. New let us go

the whole business te the people.

handled Credit Mebilier stock is unworthy
of future confidence.

Condemned at Heme.
The Nineteenth Ohie district, which Mr.
Garfield has represented in Congress, has
always returned him without opposition in
his party for either the nomination or the
election from 1863 te 1872 inclusive. The
Credit Mebilier operations became known
in 1873 and the next year Mr. Garfield was
a candidate for renominatien as usual, in
the face of the Poland report. His vote
in 1872 was 19,189, and his majority 10,
933. In 1874 one WikelT a man without
any particular strength was at the head
of the Ohie Republican state ticket as a
candidate for secretary of state. The vote
received of Wikeff and Garfield in the
Nineteenth district may be seen of the fol
lowing table :

Here, it will be seen, Garfield ran behind
his ticket in every county in his district
even in his own county an aggregate of
2,892. His majority at that election was
only G,31G against 10,935 at the previous
congressional election. It will be seen
also that while he lcceived 19,189 votes in
18T2 he polled only 12,591 in 1874.
In lbiO he was again the candidate of
his party and even in that presidential
year ran 1,748 votes behind Hayes in his
own district. On the 17th of Septembcr,
1870, the Republicans of his district who
were opposed te his re-election, held a con
vention at Warren, Ohie, and adopted
resolutions concerning Mr. Garfield's
course. The following resolutions con
demnatory of his general course were
adopted :
"1. That there is no man te-day offi
cially connected with the administration
of our national government against whom
are preferred mere and graver charges of
corruption than are publicly made and
abundantly sustained against James A.
Garfield, the present representative of this
congressional district and the nominee of
the Republican convention for re-election.
"5. That since he first entered Congress
te tlii 3 day there is scarcely an instance in
which rings and monopolies have been ar
rayed against the interests of the peeple,
that he has been found active in speech or
vote upon the side of the latter, but in
almost every case he has been the ready
champion of the rings and monopolies."
The Gth resolution of that convention
related te his connection with the Credit
Mebilier iniquity and was as fellows :
"C. That we further arraign and de
nounce him for his corrupt connection
with the Credit Mebilier, for his false de
nials thereof te his constituents, for his
perjured denial thereof before a committee
of his peers in Congress, for fraud upon
his constituents in circulating among them
a pamphlet purporting te set forth the
finding of said committee and the evidence
against him when in fact material por
tions thereof were emitted and garbled."
On the 10th of September, 187C, the
committee appointed by thi3 convention
issued an address te the Republicans of
the district, of which the following ex
tracts arc presented :
" The Republican party has dene much
te purify itself within itself. Its whisky
ring revenue officers are convicted and im
prisoned ; Belknap is deposed and im
peached, and only escapes conviction by a
technicality. Its salary stealing, Credit
Mebilier, pavement jobbing congressmen
ate mostly retired. James A. Garfield re
mains. Richard C. Parsons, his compeer
as a great patent pavement lawyer, nomi
nated without opposition in a district Re
publican last year by C,500 majority, was
buried at the polls by Henry B. Payne, a
Democrat, by 2,500 majority. The office
holders heminatcd him, but the brave,
honest people rebubed them.
James A. Garfield fell from 10,935
majority in 1872 te 2,526 majority in 1874.
' Oh ! what a fall was there, my country
men." " Rebuked, shorn of character for
truth and integrity, all trivt is no
ble in manhood, almost defeated, be
stands a sad and blackened monument
of avarice and greed.
" By the arts of the orator and dema
gogue, of which he is a censummate mas
ter, he is striving and struggling and may
postpone the day of his final deem ; but
he bears upon his front the writing en the
wall "Menc, mono, teke, uphars bin 1"
The history of his connection with this
infamous measure is thus complete. It can
be seen hew the coils tightened around
him ; hew he was condemned by an inves
tigating committee, the majority of which
was composed of members of his own
party; hew leading Republican news
papers m the country and in Indiana con
demned him at the time, and conceded'
that the charges were proven : and finally
hew he was condemned by his own con
stituents, both in convention and at the
polls. There is no escape for him from
these damaging facts facts which never
have yet beeu met. Together they make
up a record for Mr. Garfield which must
condemn him with the fair, honest-minded
thinking people of this country.
