Extrataganceand Wastefulness of Republi
can Administration. Democratic

tion Contrasted.
The following is an abstract of that por
tion of Senater Wallace's speech at Read
inj relating te the extravagance and waste
fulness of Republican rule :
The expenditures of the Republican par
ty culminated in Grant's second term.
They were checked by the organization of
a Democratic Heuse of Representatives in
December, 1873, since when reduction has
been the rule.
If wc contrast the administration of one
year before the war with the last year of
Republican administration, taking out all
expenditures relating te the public debt,
principal, interest and premiums, and ex
cluding pensions, taking only the net or
dinary expenses, we llnd that Democratic
administration for the year ending June 30,
1873, cost $Cl,581,43C, whilst Republican
administration, for the year ending June
30, 1874, cost $l."i,080,570, a difference of
$103,499,114. If we compare ten years be
fore the war and ten years since the
war, the same ,rcat discrepancy Ls
found. Eliminate entirely the war
period, from I3C2 te 18Gfi, and
wc find that the whole cost of
gevcrincntnl administration for ordinary
expenses for a peiied of seventy-three
years from the foundation of the govern
ment up te June 30, 1C01, cost the people
$1,50(5, 720,151, whilst the last ten years of
Republican rule, proceeding the coming
into power of a Democratic house of re
presentatives and beginning with the fiscal
year ending June 30, 1867, the total
amount of ordinary expenditures was $1,
528.917, 137, or in ether words, the Repub
lican party in ten years, commencing with
the year after the close of the war, expend
ed mere money for the net expenses of the
irevcrnnicnt, exclusive of the public debt,
I principal, interest, premiums and pensions
by 1522,190,990, than had been expended in
the seventy-two years preceding the ad
vent of the Republican party into power,
being the whole existence of the govern
ment. Taking the same expenses for ten
years of Democratic rule before the war,
beginning with the fiscal year ending June
30, 1832, and ending June 30, 18C1, both
i inclusive, the total expenses were 5e72,-
7a,aii0. The same were m ten years 01
Republican rule, from the fiscal year end
ing June 30, 187G, $1,528,917,137. Thus
we find the cost of Republican expendi
tures were $956,044,877.33 mere than the
amount expended during ten years of
Democratic liile, an increase of mere than
170 per cent.
Comparing ten years before 1861, with
ten years after 1867, we find the average
per annum of these expenses during the
ten years of Republican rule, was $150,
672,014, whilst the same items of ordinary
expenses, during ten years of Democratic
lule, average but $37,287,226. Se that the
increase during a decade of Republican
rule, is nearly thrce times as large as for
the last decade of Democratic rule. Tak
ing the census of 1800 and 1870 as a basis,
wc find that the cost of administering the
government per capita during the ten
years of Republican rule was $39.63,
whilst under Democratic rule in a decade
it was but $18.26 per capita, or an increace
of 117 per cent, against the Republican
party.
This is the policy of liberal appropria
tions which the Republican platform of
18S0 recommends and supports. It means
a continuation and perpetuation of these
enormous ordinary expenses of the govern
ment and consequent taxation of the pco pce pco
ple te support and sustain them. These
taxes must ceme ultimately from labor.
Thev arc the result of the imposition of
taxes en the things which ceme into the
daily consumption and lives of the people
and of burdens most grievous and onerous.
Of course wc de net net feel their imme
diate weight, but nevertheless they press
us in some direction and we feci their re
sults in our daily lives. Te the peer man
whose salt anil outer necessaries 01 uiu
are taxed they mean additional hours of
labor, deprivation of time for recreation
and mental improvement, they mean fewer
comforts for the household, iuability te
send the children te school, want of re
spectable clothing, and want of healthy
and invigorating feed te support the phys
ical strength of the bread winner. Con
tinued labor, with thisweakening ami sap
ping of the vital powers, ultimately results
in that worst of diseases among the labor
ing pcople of the country the terrible ty
phus. An hour or the half of it gtven te
taxation unnecessary and improper, te
support improvident expenditure, is net
only a blunder in these who rule, but a
crime
In the war department the regular army
was largely increased, and after the war
the cost of maintaining it, per man, was
greatly augmented. Expenditures during
this decade of Republican rale in that de
partment wcre $393,500,000, as against
the sum of $169,000,000 under Democratic
rule an increase of mere than 191 per
cent.
In the navy department the most cul
pable extravagance existed. Expendi
tures for maintaining the navy for the
last decide of Republican rule, prier te
1876, were $234,000,000, as against $123,
000,000 Ter the last Democratic decade
an increase of mere than 89 per cent.
In the interior department the Indian
ring has expended $62,500,000 under radi
cal rule, as against $32,000,000 expended
during the ten years of Democratic rnle ;
with fewer Indians te support, and natur
ally less expense therefer, an increase of

Civil and miscellaneous expenditures
during these ten years of radical rule
amounted te $038,000,000, as against lint
247.000.000 expended during the ten
vears of Democratic lule an increase of
$391,000,000 in ten years, or 158 per cent.
Thoavcrage per annum for ten years of
Democratic rule, from June, 1852, te June
1862, was $37,287,226. The average per
annum for ten years of Radical rule, from
June 30, 1867, te June 30, 1877, was $152,
807,713. The cost per capita for ten years
of Democratic rule was $18.26, for ten
years of Republican rule, $39.65.
Expenditures seemed te grew greater as
we receded from the war period, and con
tinue te increase until the advent of a
Democratic -Heuse of Representatives in
1875. Fer instance, the expenditures for
the fiscal year cndimi June 30, 1871, were
$123,139,932 for ordinary purposes, whilst
for the year ending June 30, 1876, they
were $136,600,417, an iucrease of $13,460,
000. The same items of cqpenditurer, for
the fiscal year ending June 30, 1874, were
$163,080,570, an increase ever 1871 of $41,
840,638. The actual net ordinary expenses, ex
clusive of the public debt, principal inter
est, premiums, and pension, appropriated
by the forty-third congress, which was
Republican, were as fellows : in 1875, $142,
073,632, in 1876. $136,600,417; making a
total of $278,674,049, whilst the forty-fourth
congress, the first Democratic congress,
appropriated in 1877 for the same expen
ditures $116,246,211 and in 1878, $107,055,
370, or atetal of $223,301,581, a difference
of $33,000,000.
If we compare the forty-second with
the forty-fifth congress, the former Re
publican and the latter Democratic, we
find that the net ordinary expenses of the
government, exclusive of the public debt,
principal, premiums and pensions, wcre as
fellows : in 1873, $153,129,210 ; in 1874,
$163,080,370; making a total of $318,209,
780, whilst the forty-fifth congress expend
ed in 1879, $120,498,452, and for the fiscal
year ending June, 1880, $131,994,037 mak
ing a total of $258,492,489, or a decrease of
$39,717,291.
Te itemize some of these reductions let
us take the expenditures of the cost of
employees and folding in the house of rep
resentatives for the Forty-second and
Forty-third Congresses, which were Re
publican, and the Forty-fourth and Forty Ferty
fith Congresses, which were Democratic.
The total amount expended for folding
documents in the Forty-second Congress
was $237,000. In the Feity-third Congress
it was $97,150. In the Forty fourth Con
gress the total expenses for that purpose
were $44,250. In the Forty-filth Congress
it was $62,800. A total of $107,050, or a
reduction from this item aloneof $227,100.
Campaign work of the Republican party
was done by the Heuse in the Forty-second
Congress. This of course swells the
amount te the enormous sum of $237,000,
whilst in the Fei ty-feurth Congress, pend
ing which was the presidential election of
187(5, this item cost but $41,250, or a sav
ing of $192,750 a reduction exceeding
435 per cent.
If wc undertake u learn by actual in
vestigation where these items of extraor
dinary expense occurred, it is no" difficult
thing. Extravaganee in expenditure is
a rule in every dcpai tment of the govern
ment, and this will continue until a change
comes. These who arc in power eannet
curb' and restrain expenditures, when ence
they have fairly begun. The pressure of
theso who arc in office beneath is tee severe
upon these who represent them te restrain
it ; and there is continued iucrease when
ever money can be obtained te aid in the
display and pomp and show. We are
tending toward all of the display of an
aristocratic court, and the simplicity of
republican rule is lest.
Let us take the expenditures iu the
White Heuse alone. During the last four
years of Democratic rule the total expen
ditures of tire executive mansion were $86,
700, whilst during the last twelve years of
Republican rule they have been $611,064.
The salaries of employees in the executive
mansion during the last four years of Dem
ocratic rule were $23,1(53, whilst in the
last twelve years of Republican rule they
aggregated $83,S48. Here we find
"ushers," a single item ef$122,CtK), which
knew no existence under Democratic rule.
Added te theso wc find an item of $18,440
for policemen or liveried servants, aping
the habits and airs of monarchial courts.
The salaries of the officers in the executive
mansion, the List four years of Democratic
rule, were $118,723, whilst for the last
twelve years of Republican rule they have
aggregated $709,200, The contingent ex
penses included in this item under four
years of Democracy were $2,623, whilst
under twelve years of Republican rule they
reached $25,500, or nearly a thousand per
cent, of increase. The subject recapitu
lated shows that four years of Democratic
rule cost, in the White Heuse, $228,690;
whilst twelve years of Republican rule
swelled the expense te $1,401,112.25.
The Republican party has wasted the
public domain, donating it te corporations
by statutes enacted through bribery and
corruption in very many instances; and
we have a very fair sample of it in the
history of the Credit Mebilier, affecting
the Republican party's candidate for pres
ident. Hew was the territory of the United
States acquired, and under whose ad
ministration did the government and
people take possession of this magnifi
cent domain ? The original area of the
United States was 827,811 square miles,
or 529,820,100 acres. There were acquired
from France, by the purchase of Louisi
ana through Themas Jeffersen under a
Democratic administration, 1,173,087
square miles, or 750.773,680 acres ; from
Spain bv the cession of Flerida in 1819,
under the ucmecratic administration 01
James Menree, 68,912 square miles, or 44,
133,680 acres ; by the annexation of Texas
in 1845 under the Democratic administra
tion of Mr. Felk, 261,356 square miles, or
173,587,840 acres; from Mexico by the
treaty of 1848, under the Democratic ad
ministration of Mr. Felk, 636,760 square
miles, or 407,526,400 acres ; from Mexico
the Gadsdcu purchase in 1833 under the
Democratic administration of Mr. Pierce,
43,333 square miles, or 29,142,400 acres ;
whilst the Alaska purchase under the ad
ministration of Andrew Jehnsen contain
ing 577,390 square miles, or 309,529,600
acres, comprises all the territory added te
our original possessions under the Rcpub
lican rule. There were thus acquired by
Dcmocratie administrations 2,198,650
square miles, or 14,U70,13(i,()UU acres,
whilst the administration of Andrew John John
seon acquired Alaska, with its icy moun
tains and its cold, bleak hills containing
379,529,000 acres.
Of these lands there have been patented
aud granted te states and corporations for
railroads and military wagon reads under
Republican administrations from 1862 te
1875 a total in actual value of $169,274,
066.62 worth, by the estimate placed upon
them by the government itself.
Republican expenditure is demonstrated,
tee, by the acts of the last Republican
Congress. In the much mooted subject of
private claims the Fei ty-secend and Forty
third Congresses, both of which wcre Re
publican in both branches, with a Republi
can president, the sum total of private
claims passed was $2,287,051.10, whilst in
the succeeding Congresses, none of which
wcre Democratic except in the lower
branch, the total amount of private claims
passed were but $330,710.97.
