The beard of directors of the Pennsylva via railroad has passed resolutions declar ing that it has been the avowed policy of the company te keep aloof from all politi cal contests, and te discountenance the participation therein of its officers and em ployees ; that, while it disclaims any desire te interfere with their individual rights of of suffrage, the company will regard any attempt of its officers, etc., te control the votes of its employees or te pervert their influence te the support of any political party as a " direct violation of the stand ing rules and regulations, and inconsistent with the interest of the company." The Pennsylvania railroad company are about te erect at Philadelphia, Pittsburgh, Alteena, Ilarrrisburg, Columbia, Jersey City and ether points along the line of their read, a number of buildings for the accommodation of their train hands. Each building will contain a waiting-room, dormitories, wash and bath rooms and a large reading room, supplied with daily and weekly newspapers and periodicals. Ceney Island Excursionist. Many of the excursionists from this city and ether points en the Reading railroad te Ceney Island were dissatisfied when they found the tickets they had bought were geed for only one day at Ceney Island and three from Philadelphia instead f three at Ceney Island as had been be lieved. Consequently Mr. Hayes Dickin Dickin eon, the excursion manager, succeeded in effecting an arrangement with Mr. Han cock, the general ticket agent of the Phil adelphia and Heading company, whereby all who chose te remain until te morrow at Ceney Island could de se, and upon their return the ' difference " in fare should be paid from New Yerk te Phila delphia. APPALLING DISASTER IN JERSEY CITY. Twenty-one Men Entombed by the Caving of Well Seven of Them Rescned Alive bnt the Remainder Beyond Hepe of Recovery. Jersey Citt, July 21. At five o'clock this morning the caisson surrounding the deep well leading te the entrance of the Hudsen river tunnel in course of construc tion at the feet of Sixteenth street iu this city caved in, carrying with it an immense quantity of earth. Twenty-one men were buried, seven of whom were extricated alive and fourteen remained underneath. The water from the river newed in rapidly and the steam fire engines were set te work te save if possible the ether men from drowning. The workmen residing in the vicinity of the tunnel and a very large and excited crowd of persons seen congregated. Gangs of men are at work digging a new passage, but will uet be able te reach the places where the men are supposed te be, before three days. The names of the men in the tunnel are : Peter Woodland, assist ant superintendent; Frank Alsten, fere man; Themas Burns, James Crcvy, A? Ericksen, Peter Fisher, Patrick Kerwin. Charles Nelsen, William F. Bagley, An drew Jacksen, Bryan Sheridan, Charles Stevenson, P. Andersen, F. Burk, Mat McCarthy, Patrick Broderick, OttoBes OtteBes tine, Jehn Jensen, Patrick Cellins, Michael Broderick. . The official report says seventy-eight men were in the shaft when it collapsed, of whom twenty were killed. The work will be prosecuted night and day until all the bodies are recovered. Details et the Affair. The following statement was made by one of the men who escaped : " After the men had escaped one man in trying te pass through the deer leading from the air lock into the temporary chamber of the tunnel, was jammed in the doorway, and despite the efforts of these ahead could net be brought out, as the deer closed upon him and held him fast. Peter Woodland, the assistant superintendent, told the men te try and get out, and when the ninth man was fastened in the doorway he called out te these who had escaped, telling them te hurry and try te get assistance te help the rest and him self who were left behind. He refused te leave himself, saying that he would stay ana make every effort te get the men out, and if it were net possible that these who were escaping must try te get the rest and himself out alive if possible. The men who were rescued did net reach the surface a moment tee seen, for the water rushed after them with amazing ra pidity till it reached a level within five feet of the shaft. The supervisors were se be wildered that they seemed te lese nil pre sence of mind, even if assistance could be rendered te the peer fellows in the pit. Nearly all the men in the tunnel lived in proximity te the works iu Thirteenth, Fourteenth and Fifteenth streets, and relatives rushed te the place in a most ex cited frame of mind. The news of the disaster spread like wildfire through the surrounding cities. Frem all points immense crowds thronged te the scene. About the fatal exca vation curious and awe-stricken specta tors steed. A cordon of police officers were stationed about the shed and engine room te prevent any interference with the laborers at work te recover the bodies. Through the broken windows of the shaft house the faces of distressed wive?, moth ers and children were seen with anguish, and they sought in vain for forms that would probably never be seen again alive. Fanshawe, secretary of the Lehigh Valley railroad company, was pos sessed of strange forebodings en 3Ienday morning, and was continually expressing apprehensiveness lest something terrible should happen. He had come up from Atlantic City, as usual, en the morning train, te attend te the duties of his posi tion, but he was se depressed by the feel ing that something awful was te ecinr that he could scarcely attend te any busi ness. He expressed regrets especially that he had left Atlantic City without telling his little daughter net te go in te bathe.
