Tbe sword sometimes determines that
which neither statesmanship nor diplo
macy can accemplibh. It cannot, 'it i
true, determine any principle of riyht in n
government or between nations any mere
than it can settle a question of policy in :i
government or between nations, without
reference te the justice or expediency el
that policy. France appealed te the arbi
trament of arms, and the great war pewei
of Europe was compelled te accept the
dismembermemt of Alsace and Lerraine.

despoiled the galleries of ait and destroyed

generation, France must accept of the leg

none who did net feel th.it old prejudices,
growing out of political antagonisms, were
fast disappearing under the intlucncc of
his modest manners and republican sim
plicity in the presence of Uuiepeau luxury
and cistern magnificence. He was Ameri
ca's here, 1 etui net! unspoiled from contact
with the splendor and powers of ths old
nations. lJut where is the Anieican who
has read with patience the speeches and
flattei ies of which he has been the subject
and object since his return home? Fiem
every one who has net grown entirely un
Anieiican there arises a pretest against a
continuance of such things. Amongst the
throngs that attended Grant's receptions
were te lie found men who have paid a
higher price for the saved republic than he.
Call the roil of the living, and lrem eveiy
city and town, and fiem every hill and
valley, you will get responses justly claim
ing a share of the honors of the war.

They fell in the valley of the Missis
sippi, en the dark and bloody ground of
Kentucky, among the mountains of Ten
nessee, in the swamps of the Carolina",
in the tangled undeibiush of the Wilder
ness and Richmond. They sleep mound
the little church at Shiloh ; they fell en
that dreadful day at Chick.imauga ; they
perished en the long match te the sea ;
they gave up tlieir lives iu the bleed-stained
thickets en the way te Richmond ; tin y
rode into death with Sheridan in the valley
of the Sheuaude.ih,and they wasted awaj by
lingering disease in camp and hospital.
Aud the sobbing winds, laden with far-off
voices, will rebuke the insensibility that
awards te one man the credit of a triumph
the graves of these dead heroes wet c digged
te secure.
At the last stages of the war it was
Gen. Grant's geed fortune te command
armies of veterans led by veteran officers.
With his success or failure was bound up
the success or failure of the Union cause.
In the presence of the liual struggle criti
cism was hushed, and every possible aid
was extended te him by the administration
of Lincoln and the country. Victory
crowned the efforts of the army, and the
rebellion was crushed. The people in
tlieir gratitude put aside all of their
trained statesmen, and crowned its leader
with the highest honors, and placed him
side by side with Washington. With this
let him be content. There let the business
of ciewning cease. The limit of two
terms was established by him who was
"fust in war, liist in peace, aud first in
the hearts of his countrymen."
Its wisdom is illustrated in
all of our history, and it forms new the
only bulwark we have against executive
aggression. There is before the people of
the United States a career of unparalleled
grandeur or unparalleled shame. Shall
they hesitate because of cewaidice, or re
treat because of unjust condemnation?
There are hands beckoning onward ; there
arc voices calling for us te cast aside the
idea of building a monarchy en the foun
dation of a republic, and fellow in the
footsteps of the " Father of his Country,"
who, with thousands of ether departed
heroes, is looking down upon us. Fer if
