Meeting of the Lancaster County Medical
Society and the Harris Dental Att- -sociatlen.
Yesterday the Lancaster county medical
society held a meeting in the Grand Army
hall. In the absence of President Thomp
son, -who is sick, Vice President Miller, of
I5ird-in-Hand, occupied the chair.

The reports fiein the physicians showed
that the health of the people in the differ
ent sections of the county is generally geed
with the exception of few cases of scarlet
fever in some localities.
A large amount of business which was
of no interest whatever te the public, al
though net. private, was transacted, after
which the society adjourned te meet en
the first Monday of next month.

The Harris dental association met in
Grand Army hall this morning ; the fol

Dr. Win. N. Amer laid before the soci
ety a very beautifully engraved copy of the
resolutions passed at a late meeting of the
society as a tribute of respect te the
memory of the late Dr. S. Welchcns,
It was ananimeusly ordered that the en
grossed resolutions should be accepted tufii
framed, and hung in the meeting room of
the society. The resolutions were en
grossed by C. R. Frailcy, esq., and, like
all his work, are most aitNtically writ
ten. During the morning session several
members spoke in eulogy of Dr. Welchcns
and of the great less sustained by the so
ciety in his death.
During the afternoon session Dr. J. S.
Smith read an interesting essay en pathology-

Almest a Fire.
Last evening about half-past 0 o'clock,
the planing mill of F. C. Sturgis, Ne. 411
North Mulberry street, made a narrow es
cape from destruction by fire. The cstab
lismcnt had been closed for the day and all
the workmen had left the premises except
one who was waiting for a customer who
was expected te call for some lumber.
AVhile waiting the workman looked into
the engine room adjoining the planing mill
' and discovered a pile of shavings te be en
fire, the llamcs mounting te the ceiling
and charring the woodwork above. An
alarm was given, the engine room was
opened, a hose stream of water with which
the mill is supplied was speedily brought
te bear en the lire, and the names were ex
tinguished without raising any general
alarm and before any considerable damage
had been done.
1'ireinen's Chaplain
That jovial doctor of divinity, Rev. J. O.
Miller, D. D., of Yerk, well known in this
city, and styled " Bishop of Yerk " by the
Reformed brethren, has been elected chap
lain of all the Yerk fire companies. In re
sponse te the tender of the position te him
by the presidents of these organizations he
made a speech in which he said : " I could
net become the chaplain of one or tice
companies, it must be of all or none. And
as I was informed that it was the desire of
all for me te fill such office, I have waited
for this united action, and new since such
action has been had, and you the repre
sentatives of the whole department, are
here te express the wishes of the several
companies, the department as such, I ac
cept at your hands this office."
Agriculturist Engle.
At the summer meeting of the Pennsyl
vania beard of agriculture, te be held at
Gettysburg, commencing Wednesday,
June 9, 1880, Henry M. Engle, ,of Mari
etta, will read an essay en the subject :
" Are fruit-preserving houses a success,
and are they profitable."
Broke His Ijr.
Phares Hall, who drives the Shober's
paper mill team, had his leg
broken this morning by falling
under the wagon, one wheel of which
passed ever the limb. The accident was
caused by the breaking of the lock en
which Hall was standing.
Excursion.
The Plant club, consisting of 92 persons
left this city en the 11 o'clock train, this
forenoon for Chiqucs. They will return
this evening.
Feet Injured.
A man named Schaeffer who is employed
as a brakeman en the Pennsylvania rail
read had his feet badly crushed te-day by
having a tic fall upon it.
Fiiem the Sturgis, -Mich., Weekly: Mr. Jehn
Brast, living in Sherman township, informed
us a few days age that his feet had been .se ter
ribly freat-hittcn that lie eeulil hardly sUind
the pains caused thereby. He happened te

The Struggle or the New Hampshire Re
publican. Concord, N. H., May 0. The Republi
can state convention met this morning
with an unusually large attendance, but
no excitement. The Blaine and anti
Blaine men held caucuses this morning and
agreed upon tickets te be run Jn the
convention te-day for delegates-al -large.
In the convention te-day "William E.
Chandler made a long speech favoring the
nomination of Blaine. Ex-Senater Pat
terson said he was in favor of any man
who could unite the party. He excepted
Grant, as he did net favor a third term.
New Jersey Republicans.
Trenten, X. J., May C. The town is
full of New Jersy Republicans, and it new
seems probable that the convention te-day
will givene instructions te its delegates
te Chicago, although it may give seme for
mal expression of its preference for
Blaine.
Maryland's Convention.
Frederick, May C. The Republican
state convention met here at neon. Con
siderable confusion atttended the business
of organization. H. Clay Naill was
chosen temporary chairman. Without
definite action a recess was taken until 5
o'clock.
Tennessee.
Nashville. Tenn, May G. The Repub
lican convention reassembled at 9 o'clock.
Resolutions were adopted and the conven
tion proceeded te ballet for a candidate for
governor. Four names were presented.

o'clock this morning in the upper part of
Bcebe's block, en the Otis street side, the
four upper stories of which were occupied
by Whitten, Burdett & Yeung, wholesale
clothiers, who were carrying a heavy stock
of goods and whose less is estimated -at
from $200,000 te $230,000. The lower
fleer and basement were occupied by Si Si
eon, Hatch & Whitten, gents' furnishing
goods, whose less, wholly by water, will
be quite heavy.

of the state for the foreign department, de
clared that the New British cabinet frank
ly adepts the maintenance of the treaty of
Berlin, that it will enter into no continen
tal alliance, that it will continue the pre
sent cordial relations with France, that it
will support the Greek claims even beyond
the demands urged by the French cabi
net, and that it will endeavor te maintain
the existing harmony in the Angle-French
control in Egypt.
THE LEBANON MURDERERS.
ISrandt and Hummel Attempt te Escape.
Reading, Pa., May 0. The Eagle's
special from Lebanon says that
Brandt and Hummel have been de
tected in a plot te escape. The wall be
tween their cell and the jail yard was
nearly cut through, but the holes covered
with paper. Four knives and a bottle of
ether were found en Brandt.

Tucker's Bill Partially Adopted by the
Ways and Means Committee.

means committee of the Heuse resumed
this morning the consideration of Repre
sentative Tucker's tariff bill, and with sev
eral modifications adopted the greater part
of it. The sugar question was stricken
from the bill, the cemmittee voting te con
sider it in a separate bill.

day the conference report en the Indian ap
propriation bill was submitted and agreed
te, and the Heuse went into committee of
the whole en the postefiice appropriation
bill, Mr. Carlisle (Ky.) in the chair.
DISTURBED QUEBEC.

vertised for two hundred additional police
men, in view of the threatened labor
troubles.
SUFFRAGE IN RHODE ISLAND.

Repert of the Wallace Committee
Mr. Wallace submitted a report yester
day in behalf of the majority of the
Senate select committee en frauds in the
Jate elections, concerning the abridgment
of suffrage of United States citizens by
the state of Rhede Island. The report
quotes from the federal and the Rhede
Island constitutions, and shows that in
Rhede Island naturalized citizens are re
quired te possess a qualification that is
net required of native-born citizens, and
that this additional qualification amounts
te disfranchisement. This additional
qualification is the possession of real estate
"of the value of $134 ever and above all
encumbrances or which yields a net rental
of at least $7 per annum.
The committee reports that the estimates
of various witnesses as te the disfranchise
ment in Rhede Island range from 3,000 te
23,000 votes. The committee arrives at the
conclusion, that, applying the rule provid
ed in the Fourteenth amendment te the
statement of facts would reduce the Repub
lican vete of Rhede Island, under the cen
sus of 1S73, in round numbers ever 41,000.
The committee says : " The importance
of this question may be further evident
when we recollect that the vete of the
electoral college is based upon the represen
tation of the states. It is possible that "
under the Fourteenth amendment and the
act of 1873 Rhede Island might rightfully
have been deprived of one representative
in the Heuse of Representatives of the
XLIVth Congress, and that her additional
vote in the electoral college thus secured
decided the question of the president in
lb 4 1, the vote as returned by the electoral
commission being 185 te 184, and it might
again decide it."
The report declares that there is pecu
liar hardship in a real estate qualification
in Rhede Isiand, en account of the small
ness of the area of the state and the den
sity of the population. The total number
of dwelling houses in the state was only
38,875 in 1875 ; a large part of the foreign
population is employed in manufacturing
establishments ; and a small house suit
able for an operative and his family would
cost $2,000 and upward. The report con
tinues :
"All native voters who own no real es
tate must register personally in December
and pay their poll tax of $1 in January, or
they are disqualified from voting during
that year. This operates te disqualify
very many persons and tends largely te
corruption a-neng this class of voters
Restricted suffrage, registry taxes upon
peer men alone, statutory closing of the
polls at sunset iutseadefat 8 o'clock, as
formerly, by which the operatives in the
mills are prevented from voting, and the
compulsory payment of the registry tax
ten months prier te the general election
in a presidential year, cause great com
plaint upon the part of the peer men and
foreign born citizens in Rhede Island."
"rIhc foreign-born citizen may own per per
eonalty, but cannot vete unless he owns
real estate, and of course he cannot get
upon the registry. If registry taxes for
one year are net paid the constitution for
bids the vote until the arrears for two years
arc paid up. Is this the explanation of
the fact that of 42,741 voters, shown by the
census of 1875, te be in the state and
qualified te vote, 2G,G27 actually did vote
in the hotly contested presidential election
of 187G. Ne such percentage f
non-voters is found anywhere, North or
Seuth, in that election."
The committee believes that the govern
ment of Rhede Island is nearer
an oligarchy than a democracy. The
committee further reports that
Rhede Island has a right te have a con
stitution te suit itself se long as that con
stitution does net conflict with the consti
tution of the United States ; still Rhede
Island has no right te a second representa
tive in the national Heuse of Representa
tives, and a fourth member in the elector
al college, based upon a population of dis
franchised citizens, if such be found te be
the fact.
The report says it would be competent
for Congress, at this time, te deprive Khede
Island of one of her representatives in Con
gress if satisfied that the application of the
rule laid down in the constitution would
reduce the representative basis in that
state below the ratio looked te in the ap
portionment. The committee recommends the passage
of an act te provide for such an enumera
tion of persons in the tenth census as will
clearly designate the basis of representa
tion required te be made under the Four
teenth amendment, and it reports a bill for
that purpose.
