Tobacco.
The New Yerk Seed Leaf Market.
U. S. Tobacco Journal.
The sanguine portion of the leaf trade,
which consists mainly of heavy packers of
the '79 Pennsylvania crop, evinced uncom
mon glee during the week. The first in
centive was the action of a prominent Chi
cago leaf merchant, whe'had purchased
ever one hundred cases of running 1877
Pennsylvania, at 27 cents, from a cigar
manufacturer. This the initiated ones
claim te he the correct figure. The san
guine portion of the leaf trade at once
jumped te the following conclusion : " If
a Chicago leaf dealer (cash buyer at that)
comes te New Yerk and buys '77 Penn
sylvania of a manufacturer at such an
enormous figure, the market must be en
tirely bare of geed stock, and therefore
the incoming '79 Pennsylvania will be
feverishly grasped at, irrespective of price
and terms, by the tobacco famished job
bers and manufacturers. ' The jubilee
occasioned by this supposed most auspici
ous and conclusive event had hardly sub
sided, when the sanguine portion of
the trade was thrown into another fit
of hilarity and joyful feeling. Uy
some means or another it leaked out (and
it remains a sembre mystery up te this
hour who started the leak ) that one ?,Iike
, a noted personage and leaf packer,
had, by design or accident, shown the
samples of 700 cases of his '79 Pennsylva
nia te one Simons, a cress-town cigar man
ufacturer, and that at the sight of the sam
ples Simons had gene into several convul
sions of surprise and delight ; and that
when Mike mentioned the selling
price of these 700 cases of tobacco wrap
pers, binders and fillers te be 22
cents, Simons had, without losing
as much as a twinkle of time,
efi'ercd 20 cents, net cash, and posi
tively refused te move from the spot unless
his offer was accepted. But with a rese
luteness most admirable, Mike reject
ed the eiler ; and, if the statements of an
eye witness and broker arc te be believed,
Simons is still transfixed te that aforesaid
spot, and all persuasion te induce hiin te
leave it and attend te his legitimate duties
have utterly and abselutey failed. This
second incident seems te have imbued the
sanguine portion of the trade with
an impenetrable feeling of security
for the future, and the predictions of the
U. S. Tobacco Journal are sneered at with
lordly contempt. Mike , though, is
new the recipent of considerable blame,
because he showed the regretful weakness
of asking but 22 cents for his tobacco ; for
had he asked 32 cents, Simons would have
nficred 5)0 cents, bought the tobacco, estab
lished the market figures for '79 Pennsyl
vania and might net new be standing in a
cellar with thermometer at 0 degrees, or
lower.
And these and similar rcpeits fly
through the market new thick and fast,
and will continue te for sumo time te come.
The U. S. Tobacco Journal will endeavor te
lay only actual facts and actual, indisput
able figures before its readers when tran
sactions in new tobacco arc made.
The market remained quiet. Old Penn
sylvania still moves in limited quantities
ai unchanged figures. Old Ohie is in bet
ter demand, and quotations run from 7 te
11 cents for running and le te 13 cents for
wrappers. The purchases of new Ohie at
geed figures in the country continue, and
much speculation in being" indulged in as
te the cause of these purchases. Initiated
ones held that Germany will, before
long, establish a Government tobacco
monopoly and will purchase all stock in
the hands of dealers and manufacturers.
Very little is being done in Connecticut
tobacco, the stock in holders' hands being
small and without assortment. Seconds
sell at 115 te 14 cents ; wrappers 23 te 32
cents. Wisconsin moves slowly in small
quantities. The quotations are: 9 te 11
cents for running; 15 te 20 cents for
wrappers. The sales for the week were as
follews: '77 Pennsylvania. 135 cases; '78
Pennsylvania, 380 cases (last week's fig
ures) ; '78 Connecticut, 133 cases seconds ;
'78 Ohie, 310 cases ; '78 AViscensin, 101
cases. Havana is moderately active, the
firmness in prices previously reported be
ing well maintained. Sales reached about
340 bales.

The following rules will hereafter be ob
served in the payment of costs Irem the Coun
ty Lreasury.
The ceuntv is net liable for. and will net
f hereafter pay, costs In criminal cases disposed
ei as ioiiews :
1. Where the Grand Jury return a Bill lyno lyne
ramus in a case ether than Felony, anil order
the Prosecutor te pay the ce-ts.
2. When in a Mi-tlemeaner the Petit Jury
return a verdict of Net Guilty, and order the
Prosecutor te pay the costs.
3. Ner when in such case the Petit Jury ren
der a verdict of Net Guilty, and order thoe thee
fendant te pay the cests.i
4. Where a Nelle Presequi is entered in a
Misdemeanor by consent of the parties, the
County is net liable for costs.
5. The County is net liable for the costs of
prosecution in a case of .Misdemeanor where a
verdictel Net Guilty in taken by consent of the
parties, without evidence.
The Magistrates are therefore respecttully
requestetl te guard against receiving ami re
turning te Court any unreunded or useless
complaints, as the costs in such cases, when
disposed of as above will net be paid by the
County.
Iu case of great hardship, however, or where
the public welfare demand it, a reasonable
compensation may be allowed ler services ac
tually rendered or money paid.
In all cases of conviction et Misdemeanors,
ami in all prosecutions for Felony, the costs
are paid.
DISMISSED CASES.
When Surety of the Peace or Desertion cases
are dismissed or settled before the Magistrates,
the costs must be collected from the paities-,
as the county is net liable for, and will net
hereafter pay, costs of proceedings in such
cases.
When two or mere persons are charged with
the commission of an indictable elTense at the
same time anil place, all the Defendants must
be included in one prosecution, as costs are
only allowed en one complaint or indictment.

PUBLISHING NOTICES.
