An Interesting Caw.
Mauy of our readers will remember Mr
James W. Rliey, who came te Lancaster
last spring, stepped at the City hotel, was;
taken seriously ill, and died at St. Jeseph's
hospital in October last. He was a man of
considerable fortune, ami at the time of
his death had ever $10,000 en deposit with
Reed, McGrann & Ce. During his sick
ness at tlitfG'ity hotel in the latter part of
June, he transferred the certificate of de
posit te his sister, Margaret Rhey. Dur
ing his sickness, and up te the time of his
death, Mr. Rhey's wife resided in Greens
burg, Westmoreland county, where Mr.
Rhey also lived lxjferc he came te Lancas
ter. Mrs. Rhey was chosen administratrix te
her husband's estate,and claims as apart of
the estate the money deposited with Reed,
McGrann & Ce., alleging that at the time
her husband transferred te his sister the
certificate of deposit, he was insane. By
reason of the conflicting claims of Mrs.
and 3Iiss Rhey, Reed, McGrann & Ce , re
fuse te pay te either of them the sum en
deposit until it shall be legally determined
which of them is entitled te it. In tins
state of affairs the parties interested, all of
whom arc of the highest respectability,
mutually agreed upon a common law sub
mission of all questions of law and fact te the
following named referees : "Wm. Leaman,
Geerge Xauman, and E. 11. Yundt, esqs.,
whose decision shall be final and binding
upon both claimants, and en whose erde'
t ic bank is te pay ever the sum en de
psit. The trial commenced before the
raferees list Wednesday and has been
continued from day te day ever since.
Many interesting points relative te insan
ity have been considered, and much testi
mony has been taken some of the wit
nesses being experts in matters of insanity.
Miss Rhey, the sister, is represented by
Hen. Thes. P. Fcnlen, of Leavenworth,
Kansas ; and Mrs. Rhey, the administra
trix, by J. L. Stcinmetz, esq.
Tramps About.
This meining word was sent te this city
that a let of tramps were congregated at
the baik mill en the Pennsylvania railroad
near the Penn iron works. Officers
Adams and Stermfeltz went te the place,
but the tramps had received word of their
earning from a boy who saw them, and
they made their escape. About neon
Oflicers ITehnan, Cramer, Kautz, Weitzel
and Pyle again visited the phicc.
Seme of the tramps bearded a
western bound freight tiain and attempt
ed te get away. The officers followed en
another train and Pyle and Kautz captured
three of the men at Dillerville and
brought them te town. Twe ethers ran
and were followed by the ether eflicers.
It is said that the tramps attempted te
get into the bark mill, where tobacco is
stored, this morning.

The little child of Jehn Green that was
se badly burned two or three weeks age,
by its clothes taking lire, died this morn
ing at its father's lesidcnce, "Ne. 72:5 East
Orange street, owing partly te its severe
injuries and partly te a severe cold it
caught and which developed into catarrhal
pneumonia.
ICxcurximi te Philadelphia.
The Philadelphia and Reading railroad
company ran the first excursion of the sea
son te Philadelphia this morning. The
train left the King strcctdepet at C o'clock
with 115 passengers en beard, but that
number was no doubt largely increased be
fore it reached its destination. The tickets
are geed for three days.

At a meeting held by the plasterers of
this city last evening the following prices
were adopted for the future : Brick
houses, !) cts. per square yard; frame
houses, 10 cts. per yard ; all work shall be
taken by the yard or day only.

rare beauty and remarkable histrionic abilities-,
will in all probability be greeted with
another overflowing house. The chart ler re
served seats was opened this morning i it the
opera house eflic, and in an incredibly short
short period of time ever 300 seals were taken.
In Town.
Samuel Heilbroner, of the lirmet lleilbrener,
Josephs & Ce., manufacturers el cigars and
packers et leaf tobacco, New Yerk, arrived here
t -day. During the month el December last
t.iis firm purchased a quantity of tobacco in
this county, but en account of having opened
a large cigar factory, which occupied their en
tile attention up te the present time, were pre
vented from receiving their purchases sooner.
They have this day begun te receive and have
notified all from whom they have purchased
te this etlect, notwithstanding they have been
grossly misrepresented by people no doubt for
the purpose of injuring the reputation of their
house, and no doubt with a view of purchasing
these same lets of tobacco which was bought
early in the season by this linn. ltd

CONGRESS.
Eulogizing the Dead in the Sennte.
Washington, Feb. 24. In the. Senate
no public business of general importance
has been transacted se far te-day.
The Senate took up the Heuse resolu
tions regarding the death of the late A. M.
Lay, and Mr. Cockrell eulogized deceased.
He was followed by Messrs. Kirkwood and
Vest, when out of respect te the memory
of the deceased the Senate adjourned until
te-morrow.
The Curtin locum Case Reported.
In the Heuse after a personal explana
tion from Mr. Reagan regarding certain
new, paper statements public businces was
taken up. Mr. Springer (Ills.), chairman
of the committee en elections, submitted
the majority report of that committee en
the Pennsylvania contested election of
Curtin vs. Yocum, declaring the election
te have been null and void and remitting
the question te the people of the dis
trict. The minority report submitted
by Mr. Calkins ( Ind. ) declares Yocum te
be entitled te the scat. Beth reports were
ordered te be printed and laid en the table.
After considering some ether business
without definite result the Heuse went
into committee en revision of the rules.

Canada's Ruinous Increase of Crime.
Ottawa, Ont., Feb. 24. In the Heuse
of Commens Hen. Mr. Blake introduced a
bill for the mere effectual 'prevention e
crime. He said the increase of crime was
out of all proportion in 1879. There were
1,318 prisoners in the penitentiaries, an in
crease of 25 per cent, in two years. He
proposed te subject old convicts te a sys
tem ef police surveillance and general and
stringent supervision. The government
will most likely adept the bill.

house of A. J. Mead, Kansas City, Me.,
has left for parts unknown, and is discov
ered te have stolen $3,000 from his em
ployer in order te indulge in speculation.
It has also transpired that he once embez
zled $12,000 while clerk in a large house
in Heng Keng.

preme court te-day Justice Truukey ren
dered an opinion in the case of Mrs. Cath
arine Zell, of Carlisle, under sentence of
death for murder. The decision reverses
the decision of the lower court, and grants

Philadelphia Evening Telegraph, Rep.
Mr. Meuat, a select councilman of the
great moral city of Philadelphia, can be
guilty of the most criminal acts, and yet
escape the penalty of his crimes because he
is one of that strong political brotherhood
that, if it cannot pack juries or shape ver
dicts, can mitigate the rigor of jus
tice by commanding clemency. This
persons did what he did because he knew
that he would net be punished for it,
and therefore he is net as much te blame
for what he did as is the society in
which he lives, which confesses te him
and all like him its inability te
reach and punish him or them for of
fenses against it. There is the great un
written law of the quarter sesiens, which
is ever se much stronger than the written
law, which decrees that guilt sustained 4y
political influence is as geed as innocence
that can be proved, and very much better
than innocence that cannot be. The prac
tice of the quarter sessions has net been of
a sort te inspire persons of Mr. Meuat's
daring disposition with awe, and if it were
new te turn about aud convict and punish
him for the common crime of attempting
a fraud upon the ballet-box, he would have
just cause te complain of its discrimina
tion, for it lias net been the practice in that
court te deal harshly with political offend
