With the exception of Virginia, thcic is no state of the I'liien that can cenijuie with Maryland in the extent and value of her evster heds. Frem the innnen-e sup plies of this delicious bivalve that are annually drawn fro in their waters, and which every year is taxing- their piednc liveliest, nieic and mere heavily, the syste matic working of these heds is becoming a matter of serious consequence. The oyster laws enacted ler their protection h'avcpievcd a failure, while the levenue derived from this source lias been inade quate te the support of the oyster navy, and made it an additional source of ex pense te the state. Our outgoing and in coming governors have both called atten tion te this subject and lecemmended that the navy be leerganizcd en a diHerent and. it is te be hoped, and meiu cllicicnt basN. The depredations upon our oyster beds continue te a nieie or less extent, and a paragraph in the Hun the ether day stated that about seventy -live vessels were observed at one point violating the dredg ing law. The penalties incurred when ar iests aie made are net of the proper char acter, as they let the vessel go. while the peer employees are held, net only te their individual less, but at the ce-t of the coun ties. There is thus a proper want of method in what has been done for the pro tection of our oyster beds, and adequate and mere practical remedies must .seen be found, or the exhaustion of the beds from the extraordinary annual draft upon tliein will fellow as a natural consequence, and v hat is new an important industry, employing thousands of people en water and en land, may gradually become a thing of the past. Instead of husbanding this natural .source of wealth, we are .squandering it. Properly managed it might be made te biing in a handsome revenue te the state. 'Ihere are many parsons who consider, as the late Henry A. Wise did with respect te Virginia, that our lishciies should be regarded as much a part of our taxable basis as our farms or our mines. In any event, the taking of eysteis should be legulated bylaw. Xet as te seasons, the existing law already covers that point ; but as te the particular beds en which dredging shall be allowed each year, and as lcgards the quantity of oysters te be taken from them annually in the public waters. Our oyster supply is net inexhaustible, and it is the duty of the state te take care that the drain upon it is se regulated that it shall net be in excess of the yearly increase. Te de this uiiderstandingly it will be necessary te have the beds accurately surveyed and mapped out, and their productive capacity estimated. The mapping of the beds in a general way has, we learn, been attempted by our Maryland lish commission, but it has no such data as would indicate the capacity. With this knowledge once acquired, it would net be difficult te get at the annual oyster supply, and by closing a part of the beds from year te year for reproduction, and restricting the dredging te ethers, the permanency of the supply could be maintained.
