I will to the best of my ability, appoint to
office those only who will carry Out this
design.
In regard to our foreign policy, I would
deal with nations as equitable law re
quires indiqsduals to deal equal with
one another, and I will protect the
law-abiding citizen whether of native or
foreign birth, wherever his rights are
jeopardised or the flag of our country
floats. I would respect the rights of all
nations, demanding equal respect for our
own. If others depart from this rule in their
dealings with us, we may be compelled to
follow their precedent.
The proper treatment of the original
occupants of the land, the Indians, is one
deserving of careful study. I will favor
any course towards them which tends to
their civilization, Christianization, and
ultimate citizenship.
The question of suffrage is one which
is likely to agitate the public so long as a
portion of the citizens of the nation are
excluded from its privileges in any State.
It seems to me very desirable that this
question should be settled now, and I en
tertain the hope and express the desire
that it may be the ratification of the
fifteenth article of the amendment to the
constitution.
In conclusion, I ask the patient forbear
ance of one towards another throughout
the land, a determined effort on the part
of every citizen to do his share towards
cementing a happy union, and I ask the
prayers of the nation to Almighty God in
behalf of this consummation.

On the first of September, the duplicate of
uitoollected water rents, amounting to $l6OO
had been placed in the hands of Mr. Franey,
(who is also an Alderman) for collection. At
** lest meeting of Councils, the following
resolution, relating to, this natter, was adopt

Eqsqlood, That' a comm4too of three from
each NAY be 'appointed tto examine and re

It is alleged that the proposed investigation
under this resolution has an intimate comma.
tion with the disappearance of the party en

none of these books could be found, although
they ought to have been in the mayor's office,
and had been seen there some time ago. - It is
impossible to state at present, how tench of
these water rents have been collected and
not paid over, the object of the above reeolu
t ion having been to ascertain that fact. The
simple fact, however, that the tooks cannot
be found is prima facie evidence that the cus

show a clear balance-sheet.

But the trouble in the Demountfle atatnp did

BEST'S FRUIT TREE INVIGORATOR
AND INSECT DESTROYER
It is the most useful combination of ingre

we can produce from men of the highest stand
ing in society of the benefltsto be derived from
its use iu Fruit Trees, Vines, Wheat, Corn, Flow
ers, and all kinds of Vegetation, cannot be
doubted by any honest man. When applied to
trees, it penetrates every pore, destroying the
worm in the heal t of the tree, and by connect
ing with the mineral substance of the earth,
destroys the cause and prevents the creation of
any destructive insects. It will prevent Curou
lie from stinging the plum, and every person
using it will have sound plums. It will kill the
peach grub, and make peach trees bear health_y
fruit. It will prevent dry-rot in grapes. It
swells the tree. causing the old bark to peel oft
from the body, while a beautiful new green
bark takes its place. It will kill potato bugs
and prevents potato lot. It will prevent weavel,
mill-dew, or rust in wheat, and prevent the fly
from touching it. It destroys the out-worm in
corn—in tact, it will kill any kind of insects that
attack Fruit Trees, and cause all Fruit Trees to
bear sound fruit. It is now extensively used in
the Western states, and those who have used it
would not be without it., for a thousand times
its cost. It has been used in the southern parts
of forks County, this htate, on grain trees, to.,
and there has not been a single failure. Any
person wishing to see its effect upon growing
grain and fruit, can be gratified by calling on us,
or by writing, and we will refer them to per

warrant it to do Just what we claim for it. To
