A new school year is about dawning
upon us, and I de-ire to greet its first
beams with fitting word-
Tlie business oi the oid y \ir ought
to be settled up immediately, and the
%vu3 r cleared, and preparations made
for the new. It i.- a bad practice to
neglect or delay making- out reports
till the latest peri-■ J. as weil as to put
olf looking out for teachers untii the
time schools should open.
The ordinary foresight and business
tact of' the people, it exercised in the
selection of teachers and in tlie run
ning of schools as in other transac
tions, would very much enhance the ,
interests of seho 0
Inquiry should be irado n Time for
the teachers, accompanied with
propositions to pay liberally, and very
soon there would be no s .'arcsty ol
good teachers. Tlie practice of pay
ing teachers without refer en- e to qual
ifications and ?u< eess in teaching is 1
one winch neither law, common sense
nor justice sanctions, and it is one ,
which, while it prevails, will be a con
stant barrier to the permanent prog
ress of schools. It cannot be other- ;
wise. For, what inducement can there
be for a young man or lady to aim at
and secure a State or even a county ,
certificate, if. when he has it, he com
mands no higher salary than the youth
whose certificate averages The
funndamental principle then rccogni
zed in every other department of in- i
dustry, of paying a man according to
what he i-. worth, must also be reeog- i
nizod in this. It is the tin- ;,on
without which the whc< - or progress
are locked The < u: y reason it has
not been recogniz; d is because there ,
seem to be ditfieuitii - in the way. Can
there be progress in anything without
encountering an i overcoming difficul- i
ties? But difficulties which seem'
mountain like oftentimes become very
small when we bravely inert them.
I write thus early, that directors
and people may givo the subject the
attention its importance demands, and j
may be prepared to act when the time :
comes. I say popk } f o r in many pla
ces if their attention were called to it
the people, in eg-!er to secure a good \
teacher, would he willing to contrib
ute liberally to increase the salary in
case the school board failed to make
■ t sufficient.
I am gratified to know that a depo
sition exist.", in some piaces and that
an effort will be made to pay v II qual
ified teachers libera• Iv; and as this dis
position will, no doubt, become more
general teachers should prtoaiv lor it.

time. If the time is not improved, in

and if any fail to come up to the min
imum standard they will please re
member it is no fault of the Superin
tendent's. The cause of bad schools
in sonic cases ha-> heen traced to the
Superintendent, ho granted
certificates to persons not entitled to
them. The cause really lay back of
that, tiie lack of better material. That
time, however, with the war has pass
ed away, and the Superintendent is no
longer justifiable in granting certifi- :
cnles below par. Wake up, then,

seventeen years of efficient service in
the good cause of common schools.;
