It its mainly devoted to matters con nected with the late tchellion, MI which Pennsylvania took such an active shurc in suppressing, the facts of which how ever are larnil ar to our readers. It has been the habit of late years to appropriate, freely, annual sums for : lie si pporl of loealiii.-*; and such ap propriations ate almost every year in creasing in number and amount.— Houses ot lieluge, Institutions for ibe Deaf and Dumb and for the Blind and Lunatic. Asylums. - these appear to me to be. proper objects of •State bounty, because a few of them are suttii ient for the whole State, and to leave them to be provided for by the local authorities would, in tact, be to deprive of protection the unfortunate classes for whose benefit they are de signed. But. mere local charities, how ever meritorious and effective, r-hould, I think, he lei I to the support of the benevolent parties w ho establish them. Within a few years acts have been repeatedly passed directing the exj eh diture of as much money as may be necessary to effect named purposes, sometimes without clearly designating by whom the money is to be expended or how the accounts are to be exam ined rii< custom is very recent, and bus already led to abuses I recon.mend that the practice he corrected, and that no appropriation tie made without having the exact sum appropriated, the specific purpose to which it is to bo applied, and designa tirig the officer by whom it is to he ex pended, and fir. viding that the ac counts shall he settled in the Auditor General's office in the usual manner. Notwithstanding the large expendi ture* by the State tor military purposes since the breaking out of the rebellion, the condition ot the treasury is now §2,555,579 12 better than it was then, and 1 urn proud to be able to stale fur ther that on the first day of December, 1865, the State debt was $492.938 66 less than it was on the first of January, 1861 These are truly gratifying facts Under these circumstances, it may j be possible, with entire safety to our finances, to reduce or even repeal the j ordinary State tax of two and a halt ! mills on real estate. The tax of one j half mill laid by the act of May 16, ; 1861, was by that act expressly pledged for t he repay ment of t he loan ot $3 000,- ; 000, thereby authorized, and of course cannot lie repealed or reduced until | that repayment shall have been made, I recommend this subject to the care ful ami delihciate consideration and judgment ot the Legislature, and if it should he found that the tax can be repealed.
