No vote of consequence was taken. The House ordered to a third reading tin; bill to grant to Missouri the right of way and a donation of lands to aid in constructing the St. Josephs and Hannibal and St. Louis railroad. The Indian appropriation bill was then taken up in committee of the whole ; the slavery question and the presidency were discussed : the committee rose and the House adjourned. FRIDAY, May 28. The Senate took up the deficiency bill. The amendment giving the Collins line of, steamers 533,1HJ0 a trip instead of the present allowance, was agreed to —yeas 27, nays 19. The amendments wore acted on. and the bill was ordered to be engrossed for a third read ing. The bill to enable the government to 1 deepen the passes of the Mississippi river was passed. Adjourned. Provincial trade reports arc satisfactory, and at Manchester transactions have been entered into with increased freedom. At Birmingham, large orders and remit tances were coming in from the United States. The improved demand in the iron trade was maintained. In Belfast, the extensive firm of Sinclair A Boyd litis stopped payment, with liabilities amounting to -£117,000. A new Austrian loan of £2,250,000, was about to be issued at London, bearing 5 p< r cent, interest. The most important feature of the political news, is an address by Lord John KusseW, to the Electors of the city of London, in which lie announces himself as a candidate for their suffrages at the ensuing election. This re futes the rumor of his being about to receive .an appointment to the Peerage. The address reviews his career in the late Ministry, and bids high for popularity and the office. The liberal candidate has been returned from Windsor, by a large majority. The new Crystal Palace project excites great interest. FRANCE. —The mission of M. He Heekeron, from Napoleon to the Emperors of kmssia and Austria, has proved a complete failure, having been refused an audience from both. The sale of the paintings belonging to the late Marshal Soult, realized about 1, >OO,OOO francs. The Paris papers are chiefly occupied with speculations, m relation t< > the coalition formed against Napoleon by the Northern powers, during the recent visit of the Czar. The London Times publishes the substance of the notes drawn by the Northern powers, who don't object to Napoleon's becoming an Elective Emperor, but announce the determi nation to resist any attempt to found or per iietuate an Imperial dynasty.
