The steamer Franklin arrived at New- York on Tuesday morning, with advices from Havre and Liverpool to the 15th inst. She brings 97 passengers, 885,000 in specie, and a valuable cargo of French goods. Much anxiety is felt owing to the non arrival of the steamship Washington, which left New York 011 the 27th of March. "When the Franklin sailed she was then in her nineteenth day. There were brisk sales of cotton ; wheat is firm and a moderate supply ; Hour is unchanged. Accounts of the condition of trade in the provinces are satisfactory. The Manchester market is firm, though in active. The Portuguese war-steainer Porto was lost on the 31st of March, on her passage from Oporto to Lisbon, and all the passen gers, thirty-six in number, and all the crew except seven, were drowned. An extraordinary statement, made by J the Captain of a Quebec vessel, to the el- ; feet that in the spring of 1851, he saw two vessels imbedded in the ice, drifting toward Davis's Straits, which are believed to have been Sir John Franklin's ships, has re ceived great attention from the Admiralty. The London Times of the 1 Ith inst. con tains three columns of documents on the 1 subject. The same paper of the 15th, however, puts a damper on the story by showing its impossibility, and suggesting the probability that what the Captain saw, was only the reflection of his own vessel from two different surfaces of icebergs. On the 9th of January, the ship Kate sailed for London from Australia with •10,274 ounces of gold dust, valued at up wards of LIOO,OOO. AUSTRIA. —Count Buo Schanenstcin has j been appointed Prime Minister of Austria. FRANCE. —The intelligence from France possesses but little of interest. The returns of the Hank were consid ered favorable. The grand review of the Army in Paris, is to take place 011 the 10th of May. M. Eniile Girardin, the editor of La Presse, has received official warning that ! a second obnoxious article will lead to the j suppression of his journal. M. Martin de Thasburg, Councillor at the Court ol Legation, refused to take the oath of allegiance, and resigned his office. M. M. Michelet Quittit and Mickiewiez have been removed by a Decree from the Professorships in the University. The steain frigate Isby, sailed from the Gironde on the Bth iust, with 350 political exiles for Algeria. The agents of the Treasury have taken possession, in behalf of the Niate, of Mon reaux and Neuilly, part of the Orleans j property. PORTUGAL. —Advices from Lisbon to the 31st of March, state that Saldanha and his colleagues had tendered their resignations, in consequence ol an adverse vote in the Cortez. The Queen refused to accept their re signations, and authiwized Saldanha to adopt any measures he thought proper. The Minister, accordingly, adjourned the Chambers until the 20th ol May. The country remained tranquil. On the 9th of April, Messrs. Fox and <'handler arrived at Lisbon, with a memo rial from the Society of Friends respecting slavcrv. The Queen had promised them an audience, and the Government intimat ed that the slave trade in the Portuguese possessions in Africa, will be gradually abolished. INDIA AND CHINA, —The overland mail had arrived, with dales Ivom China to Feb. 27th, from Hombay to March loth, and Calcutta to March oth. The expedition against Burmah was to leave Calcutta and Madras on the 19th of March. The force consists of 9009 troops, two ships of war and thirteen steamships, 'l'wentv thousand Burmese troops were assembled at Rangoon, and others were ravaging the frontier villages. EGYPT. —The difficulties in this coun try between the Porte and Abbas Pacha have been amicably arranged. From California. Nf.W YORK, April 27, 11 P. M. The steamship Northern Light, of the Yanderbilt California Line, arrived about 9 o'clock this evening. She left San Juan at noon. 011 the 10th instant, and Havana at 6 P. M., on the 23d. Her passenger list includes 300 persons, and she has a small amount ot specie. The California mails were to leave San Francisco' on the sth instant, by the <1 olden Gate, for Panama. A committee had been appointed at San Francisco to procure means lor the relief of the wiecked passengers of the North America, and a large amount of provisions was despatched, and the North ern Light conveyed about SIO,OOO worth of provisons and stores for their sub sistence. / The merchants of San Francisco are taking the preparatory steps towards the erection of an exchange. Bart, the Captain of the schooner ( oinet, of Baltimore, had ab sconded with the vessel and about $lO,- 000 in goods, which had been put on hoard lor shipment to Panama. "Nothing had been heard of his whereabouts at the last accounts, A tremendous land-slide had occurred te at Calaveras rivpr, involving the loss ol ; a large amount of property belonging to G. H. Campbell. The news from the mines was very j cheering, and ihe gold dust was coming into San Francisco in large quantities, j An experiment was about to be made in San Joaquin county, in the cultivation of sugar. The delegates to the Baltimore Con vention, were to leave San Francisco 011 the Ist of April. Immense numbers of Chinese were pouring into San Francisco. Commercial affairs at Sacramento were ! exceedingly brisk, and the demand for I goods was quite spirited. A joint resolution had passed the Cali fornia Legislature, instructing the dele i gation in Washington to procure the pas -1 sage of a bill through Congress for ihe establishment of another semi-monthly line of mail steamers via Panama. The bill prohibiting gambling has been defeated. Advices had been received from Hono lulu to the 10th of March. A terrible eruption had occurred in the Mannaloa mountains, Hawaii, and the lava poured in torrents down the volcano. The London Times of the 7th contains the \ subjoined particulars of a terrible disaster which recently befell the British steamer Bir- J kenhead, whilst conveying troops to Southern j Africa : " Another terrible disaster has hap pened at sea. At 2 o'clock in the morning of | the 26th February her Majesty's steamer the j Birkenhead was wrecked between two and three | miles from the shore of Southern Africa. The exact spot at which the calamity happened was j Point Danger. Off this point she struck upon a 1 reef of sunken rocks. The ship was steaming ; eight and a half knots at the time. The water was smooth and the.sky serene, but the speed at which the vessel was passing through the water proved her destruction. The rock pene- j trated through her bottom just aft the foremast, and in twenty minutes' lime there were a lew floating spars and a few miserable creatures clinging to them, and this was ail that remained of the Birkenhead. Of six hundred and thirty eight persons who had left Simon's Bay in the ; gallant ship but a few hours before, only one j hundred and eighty-four remain to tell the tale.
