Statute!.
An act to regulate tho nomination
nnd election of public officers requir
ing certain expenses to bo paid by tho
sevoral counties and certain othor ox.
penses to bo paid by tho Common'
wealth and punishing certain officers
in regard to such' elections.
Sec 1. Bo it enacted by tho senato
and houso of representatives of tho
commonwealth of Pennsylvania,
general assembly mot, and it is horoby
onactod by tho authority of tho somo.
.That from and after March 1, 1892, all
ballots cast in elections for publl
officers within this commonwealth
shall be printed and distributed
publio expense as hereinafter provldod.
Tho printing of tho ballots nnd of tho
cards of instruction for tho elections
In each county aud tho dolivery of tho
same to tho olection officers, and here
inafter provided; and all other ox
penses incurrod under tho provisions
of this not shall bo u county charge.
unless horoin otherwise provldod, tho
payment of which shall bo provided for
in tho samo manner as tho payment of
othor election oxponses. It shall be
tho duty of tho secretary of tho com
monwealth to prepare forms for all tho
blanks mado ncccossary or udvisoblo
by this act, and to furnish copies
the same to the County Commissioners
of each county, who shall procure
further copioe of tho sumo at the cost
of tho county and furnish them to tho
election officers or othor persons by
whom thoy are to be used iu such
quantities as may be necessary
carry out tho provisions of this act.
Sec. 2. Any convention of delegates
or primary mooting of the electors, or
caucus held under the rules of a nollti-
col party, or any board authorized to
certify nominations representing
political party, which, at tho election
next preceoaing, polled at least 8 per
por cent, of tho largest entire vote for
any ofllco cast in the state or in tho
oloctpral district or division thoreof,
for whioli such primary meeting, caucus
convention or board desires to make or
cortlfy nominations, may nominate one
candidate for each office whioli is to be
lUledln the state or In the said district
or division at the next ensuing elec
tion by causing a certificate of nomi
nation to be drawn up and filed us
hereinafter provided; provided that
any political party which polled 3 per
cent of the entire vote in the state at
the election next preceding at which
, state officer was voted for, may make
oadoertify nominations according to
the provisions of this section for any
electoral division or district of the
state, notwithstanding that such politi
cal party may liuvo polled less than 3
per cent, of the entire vote at the last

Sec 3. Nominations of candidates for
any publio office may also bo made by
nomination papors signed by qualified
electors of tho state or of tho electoral
district or division thoreof for which
tho nomination is mado nnd filed In tho
propor office, as provided in section 5
ot this act. Whore tho nomination is
for any office to bo flllod by tho voters
of tho state at largo tho numbor of
quallflod electors of tho state signing
such nomination paper shall bo at
least ono half of 1 por cont. of tho
largost voto for nny officer olectod in
tho stnto at tho last prccoding olection
nt which a stale oillcor was voted for.
In caso of all othor nominations tho
number of quallflod electors of the
electoral district or division signing
such nomination papor shall bo at
loast 3 por cont. of the largost entire
voto for any officer elected at the last
preceding olection In the said olectoral
district or division for which said
nomination papers aro designed to bo
mado. Each elector signing a nomina
tion ua nor shall add to his signature
his placo of rosldonco and occupation,
and no person may subscrlbo to more
thnu ono nomination for each ofllco to
bo filled. Tho signatures to oach
nomination paper and thoaualillcatton
of the signers shall bo vouchod for by
tho affidavit of at least llvo of the
signers thereof, which affidavit shall
accompany tho nomination nanor: nro
vidod that nomination papors which
aro not signed and made out in strict
compliance with all tho roqulromonts
of this act shall Do invalid.
