by the governor's troop of mounted men, the
governor's guard of bonor,preceded by the

governor and governor elect, with Justice
Silas M.. Clark, of tbe supreme court, and
Senator Henry D. Green, chairman of tbe
Inaugural committee. The other officials
and gussts followed in carriages.
The Oath Administered.
Arrived at tbe capliol. tbe inaugural cer
monies were held on tbe west portico of
Uamaln building, where a platform ez
tending forward from tbe steps had been
erected. After music by th Ringgold band
Iter. S, 0. Swallow, D, D of tbe Metho.
1st chutcb, delivered a prayer. Tbe cer-
tllcate of election was read by Chief CerV
Bmlley, of tbe senate, when the governor
alsct, with bared head, received tbe oath of
office, administered by Justice Clark, and
passed from the status of governor elect to
that of governor In fact. This was followed
py a governor's saluto at tbe arsenal and

Stepped to tbe front of tbe platform and
began bis Inaugural address.
The subject of municipal government
was alluded to, the danger of concentrating
yower and patronage was pointed out. Tbe
treat defect of our municipal organization
la Pennsylvania, as elsewhere, said tbe
governor, Is the want of permittance of
iyll service. The address suggested that
the. state treasurer be relieved from tbe
dangerous discretion of selecting tbe places
of deposit of public funds, and that tbe
saonayi be disposed of by law.
Reapportionment.
Reapportionment of the etate was called
for and the following minor suggestions
concluded the addrest ; An effective civil
