Easter Monday, or"ebg-'r6lling day," as it
is known to the. children of Washington, is
looked forward to with oVcn greater antic
ipation by the juvenile portion of tho pop
ulation than nm any of the holidays. Just
how the custom of polling eggs originated,
I have been unable to ascertain. It is a
purely local institution, and had its origin
many years tigo. - Formerly the Caoitol
grounds were given. up to the children .upon
Easter Monday, but for some reason' it was
decided two or three vcars slnco to throw
open the White House grounds instead,
This year tho children were fortunate
enough to haye a clear and pleasant
Easier Monday, and early in the day tho
crowds commenced to appear from every sec
tion of the city. They came in carriages, in
dain;y little frocks and accompanied by
nurse maids in white caps, they came in
street cars and 011 foot until the grounds
surroundlnir the Executive Mansion were
fairly sWarming with children of every color
and alt possible descriptions. All social bar
riers were severed and all met upon n truly
democratic equality. The dainty 'little tot
from the west end could he seen rolling Iiei
eggs down the terraces to the little Arab
whose elay-ttained clothes were suggestive
of the alley, All were happy together.
When the President came down stairs to
hold his public reception at mid-day, he
found tliatt the children had invaded the
East Room in such numbers as to fill every
available nook and corner, and as eaclihad
brought with him a supply of hard boiled
eggs which in tome unaccountable way he
managed to accidentlY drop upon the floor
or break upon, tho .furniture, the appear
ance of the room at the close of this novel
reception can be better imagined than de
scribed. Thu President however, took it
all good naturedly, and had a pleasantVord
for all.
Although the Senate has done much
during the week in the way of legislation,
practically nothing has been accomplished
by the llonso of Representatives since

refunding of the tax of 18Glwas taken up on
Wednesday and it was toon apparent that
the friends of the bill were decidedly in the
majority. The opponents of the bjll at once
resorted to filllbuslring In order (o prevent
final action being taken. Every 'attempt to
secure a vote upon the bill was met by
motion after motion, each involving a call
of the roll. Fourteen of the states failed to
pay the quota of tax: allotted to them, and
these stales appear to' be indebted to the
fiovermcntin the sum of about $3,000,000,
while tho other slates hope by the passage
of the bill to have the.$17,000,000 collected
from them refunded." The amount to be
refunded to the Ux payers to New York
state will be nearly $3,000,000.
It Is generally believed that the President
will nominate a successor to th lato Chief
Justice Waite, nt an early date, and it Is
probablo that none of the gentlemen whose
names have go-prominently figured as candi
dates for the office will be selected. It is
thought that thenominco will come from one
of the Eastern States. II.
