Our Flininclal Policy.
Tho Silver Hill, whatever mny bo snM nf
the principle upon which it may bo bused,
is at least one step toward a correct financial
policy. It gives tho Secretary of tho Trea
sury great powers It will enable him to
bring about a resumption of specie pay
ments at the time set by Congress. That it
is necessary ami proper for us to resume
(iecie payments is fully proven by tho
financial policies of England, France, Ger
many, and other great governments. One
of tho aims of the Silver Dill was to talte
the premium olT gold. That end has
been nearly, if not quite, accomplished.
The silver dollar and tho gold dollar travel
sido by side. They are of almost tho same
value. This is what was wanted. But
porno persons are already growling about tho
Silver Bill, and want it rejiealed. It is not
likely, however, that they will have their
puerile wishes gratified.
Another point in the financial policy
that is attacked is tho law which provides
for the resumption of specie payments. A
resolution adopted by tho Xational-Grcen-back-Inbor
party at their State Convention
demands tho "immediato repeal of tho Re
sumption Act of 1875." This would boaslep
backward. England, France, and other
wise and firmly-established European gov
ernments havo resumed spceio payments.
All wise governments do so when they can.
Then thero is a class that wants the gov
ernment to issue paper money in unlimited
quantities. If wo had unlimited quantities
of gold with which to redeem such an issue
of greenback dollars, there would not bo
any objection. Tho persons who want pa
per money issued in unlimited quantities,
however, do not want it to bo redeemable,
and therefore tho visionary idea is a sophism
so utterly foolish that it will never take
hold of tho honest, thoughtful Americans.
Wo think it best to let well enough alone.
Our money is now what it should be. Pa
per and coin are on an equal footing. We
need enough coin lo Veep our paper money
from depreciating, and enough papcrmoney
to facilitate trade. Too much of one or too
littlo of tho other would bo dangerous to the
interests of tho American ieople. Confi
dence, which Burke said wa3 "a plant of
slow growth", is returning. This is evi
denced by tho appreciation in value of tho
greenback dollar. Tho impoverished blood
of commerce has had its ingredients brought
nearer to the right proportion. All tho pa
tient now wants is care and quiet, to make
recuperation possible. When an individual
is sick, and the turning-point in his illness
is approaching, tho attending physician
-very sensibly and naturally administers tho
remedy which ho thinks is needed, and also
makes all other preparations that may possi
bly briiiR about a recovery. The rcstora-
tivo performs its work; tlio crisis is safely
passed. But tho piticnt is left in a weak'
-vned condition. Now, docs tho doctor try
to force n recovery? lie does all in hi?
power to help tho sufferer to regain his
health, but does not urgo the patient to rise
from his sickbed. In the same way should
we act. To-day tho United States are suffer
ing from sickness. Tho blood that is, nw
ilium of exchange of trade has been im
poverished. At last, after hard work, wo
are getting the requisite proportion of hard
And soft money. For a human being to
liavo good, pure blood it is necessary lo
havo a right proportion of red and whito
corpuscles. If lie havo too many of one
kind, he is moro liable to certain diseases
than he would bo otherwise ; if too many of
tho other, his constitution is weakened
If moro paper money is issued at present,
wo will only bo returning to tho unhealthy
condition out of which wo havo almost
passed.
Tho remedy in our financial sickness has
been administered. Let it do its work.

A Berlin dispatch says i Tho Emperor
William was fired ati Saturday aftertioori, In
the Avenuo Ifiitor Jell Linden, but escaped
unhurt. Ho was returnttld In hlscarriaee
from a drive with his daughter, tho Grand
Duchess of Baden, at 3:30 p. ni., when a tin
smith named Ilocdcl, ol Leipzig, fired two
shots in the carriage from tho sidewalk.
Both shots mhscdi lloedel then ran into
tho Middle ave., followed by a crowd, and
as secured. A few minutes afterward an
other individual was seized in tho Middle
ave., in consequenco of an alleged attempt to
rescue the assassin. On the person of Hoo-
ilel were found several Socialistic and Demo
cratic writing, tickets of membership of
several Berlin Socialistic Unions, and tho
kenesses of two Socialistic leaders. He de
clared that ho belonged to no party, but was
n Anarchist, the enemy of all iwlitical par-
, tho present condition of society and
ublic institutions.
Miss Catherine E. Beccherdicd cm Sun-
dav, May 12, at Elmira, N. Y., nt tho houso
fher brother, ltev. Thomas K. Beecher.
Sho was the eldest of thirteen children of the
lata ltev. Dr. Lyman Beecher, and was
largely endowed with tho talent nnd eccentric
genius of that remarkable family. Shocked
nndaillicled by tho sudden, tragical death of
gentleman to whom 6he was betrothed, sho
lost he-faith in the religion of her fathers.
But in after lifo her views again underwent
change and sho becamo a member of tho
Episcopal Church. Sho devoted her lifo to
'durational and philanthropic labors, fitting
teachers, founding schools and preparing
school-books, and sho delighted in contro-
crsial writings. A great sufferer from
physical inhrmities, sue was yet able to do
ir moro than most women in health can
accomplish, and sho endured to a good old
a"o; having been born in 1S00, bIio was
nearly 78 when she died.
riiiladclphia Ledger: The Houso at
Harrisburg lias a bill before it, No. 149, tho
ibjcct of which is to prohibit tho banking
institutions of this State from paying inter
est on deposits. As only thoso banks hav-
ng tho least credit, nnd which nro neces
sarily least ablo to pay such interest, would
bo affected, tho Legislature would seem to
bo doing pretty near tho right thing by in
hibiting them from tempting depositors by
tho offer of a small rate of interest to deposit
with them, nt the risk of loss of both tho
principal and interest. Banks nronot crest
ed for tho purpose of becoming borrowers of
money! they are presumed to bo lenders of
money; but when they enter the market ns
borrowers, ns they do by paying interested!
deposits, they become competitors with men
in legitimate business, atid help to run up
the prico of money on thoso for whom banks
nro established to accommodate. Tho truo
policy of safo and sound banking is against
tho payment of interest on deposits.
Decisions in relation to tho Eight Hour
Law havo been mado by tho U. S. Court of
Claims and tho U. S. Supremo Court. Tho
Court of Claims holds that the Eight Hour
Law docs not regulato tho compensation to
bo paid to employees, but leaves that to bo
determined by tho contract of tho parties or
the rules of law, and that it does not placo
laborers and mechanics under any disability
in making contracts, nor prohibit them from
working more than eight hours each calen
dar day, nor in anyway prevent them from
waiving its intended beneficial provisions.
This opinion was sustained by tho Supremo
Court on appeal. Tho Supremo Court held
substantially as tho Court of Claims did, that
tho Act was a direction by Congress to the
officers and agents of tho United States, es
tablishing the principlo to bo observed in tho
labor of thoso engaged in its services,' and
that it prescribes tho length of time which
shall amount to n day's work when no special
agreement is mado un tho subject. No
other decision on this question could bo
mado in accordance with common sense or
tho plainest principles of justice. Tho idea
that tho government is bound to jiay ns
much for eight hours' work as for ten, is too
absurd for any but a demagogue to advocate.

brightening up. Fivo trains per day leave
Packcrton for that port, the coal being
dumped as fast as brought thero by the
trains.
