brought to tho notice of the public, and yet
there are f.iots in it with which tho peoplo
should bo acquainted und which will bo
very interesting, though, perhaps, not eo
easy or pleasant to digest.
Of dead eattlo thcro wcro received 25, of
dead sheep G04, and of dead hogs "IP. Of
crippled rattlo thcro were 20, of crippled

Thcro are but two ways by which tho
meat of tho sick and crippled stock can bo
put into tho market for table use. One way
is by corrupting tho eattlo inspector, bribing
him lo nass tho stock as all licht, nnd tho
other by the selling of tho meat to tho retail
dealers by tlioso who mako n business of
buying (lead, sick, mm crippicu siock uuer
it has been condemned.
Tho reporter mails a patient inquiry
among tuo knowing ones about uie stocis
yard?, but could not find anything from
which to ccneiuuo, or even surmise, uiuunc
inspectors have intentionally and directly
allowed affected or improper meat to get
into tho local market.
One man said : ' Tho caltlo inspector has
a chance to make a snap out of thu buslniss
if ho wants to."
" How ?" asked the reporter.
" Ily pronouncing stock that should bo
condemned as nil right."
" Do you think this is practised lo any
extent 1"
" Well, now yon must not ask mc Such a
question. I would not llko to answer it
either way. Tho present eattlo inspector

Tho reporter found Iho inspector at his
residence on Stanton street.
The reporter said : I would liko to get a
little insight into tho way tho eattlo inspec
tor does his work."

spect all tho stock that comes in, and con

healthy condition, or fit to bo turned into

Thursday of last week a bill relating to
building associations passed tho Senate at
llarnsburg by a voio 01 ju yons ogninsi 11
naxs. Below we give text of bill :
Section 1 localizes cxistina methods uf do
ins business, somo of which aro not dis
tinctly authorized by the old law. Thus
the premium bid for tho use of money may
bo deducted froth tho loan (old plan) or
raid ill monthly installments (new iil.ni)
or in lied Of premium interest iu ndvanco
may lw deducted from tho loan. Societies
aro reijuirod lo adopt ono or the. other
method, and to filo with tho secretury of
state a, certificate statiug which method has
been adopted.
Section 2 provides that stockholders with-
drawinK voluntarily shall bo entitled to i
such proportion of tho profits or such rate of
interest its may bo prescribed by tho by
laws. Section 3 has not heretofore been pub
lished, and is as follows! "Tho ht'-laws
may iirovido for tho voluntary wlthuravial
and cancellation nt or before maturity of'
shares of stock not borrowed, or provided,;
that such withdrawal and cancellation

members, including tho right to borrow
money from said associations and bid pre
miums therefor, nnd Ehall also havo tho
right aud power to sccuro such loans by
transferring their said stock or other securi
ties to said association from which tho 6atno
was borrowed, or by executing bond and
mortgage upon their separato real islalo to
sccuro said loans: Provided, however, That
tho husband of such married woman join
in iho execution of ciieh mortgage. And
such married woman shall also liavo thd
right to sell, assign, hud transfer their said

tho husband in such transferor withdrawal!
And it shall bo lawful for any such savings
fund, building and loan association to cal

husband of such married woman."
Section 8 provides that tho bonus or tax

loan associations.
