The House of Representatives, at liar- rlsburg, on Tuesday, decided by an almost unanimous vote to remand to the custody of tho jailer of Delaware county Representative Billiard, who had claimed that a breach of the privileges of the House had been com mitted in his arrest while lie was a member of tho Legislature. Dullard was delivered into tho custody of tho Sergeaiit-at-Arms of tho Houso about two weeks ago, and has bien under constructive arrest since. Dullard is under in dictment for swindling several building and loan associations out of about $10,000.
