On Friday of last week tho first monthly meotlhg of tho Association of Coal Carriers and Coal Operators was held at tho office of tho Reading Railroad Company, in Phila delphia, and unanimously adopted tho following articles and agreed on quotas for the next three months: Articles of Association of the Anthracite Board of Control for the war 1878, as adopted at the sacral meetings of the representatives of au interests, held at various umcsprior to January lo, 1B7K, inclusive! First. That n Board of Control bo cstab. lished, composed of ono representative of tho coal shipping interest upon each of tho fol lowing lines : 1. Philadelphia and Reading Railroad; 2. Lehigh Vnllcy Railroad. 3. Central Railroad of New Jersey, in cluding the Lehigh Wilkesbairo C. Co., and L. Sc S. R. R. Co, and tho Lehigh Coal and Navigation Co. 4. Del. and Hudson Canal Co. 5. Del., Lackawanna and Western R. R. C. Pennsylvania Coal Co. 7. Pennsylvania Railroad Co. Which Board shall meet as" often as may bo neccessary, and shall elect ono person a3 President, and ono person as Secretary and Treasurer. Each representative in said Board shall cast a number of vote equal to tho per centago which his interest represents in tho annual production of coal, so that tho full voto of all tho members shall bo ono hundred; and the said Board shall appoint an expert accountant td receive tho rejterts of tho different interests, and keep proper records of tohnago, payments and penalties. Second. That tho entire annual produc tion of coal (except as hereinafter excepted) shall bo apportioned and allotted, by ami cablo agreement, among tho abovo seven interests. It being understood that all sizes of coal, including Buckwheat find Pea coal, shall bo included, as well as all coal used by any of the companies or operators, except that used lor steam or heating purposes at tho mines, nnd that consumed by the miners, and laborers working at tho mines, which shall not bo included ; and it being further understood that all coal shipped to tho racille Coast of tho United States, or to any foreign country, other than tho West India Islands or tho Dominion of Canada, shall not bo included ill tho allotment, or charge able as such to tho interest shipping it. Third. That at tho becinninst of each season tho yearly quota of each interest (as certained by taking its proper proportion of an assumed total production) shall bo divid ed into such monthly quantities as said interest may desire, subject to the general approval of tho Board of Control, which quantities shall represent tho monthly quotas of each interest, subject, of course, to such modifications as tho condition of tho market may require, prdvided that any additions to or deductions from tho monthly quotas, re quired by tho demands of tho market, shall bo made in tho proportions of tho yearly quotas of each interest. Fourth. That each interest shall havo tho right to sell its quotas in any manner, or at any price. But it is especially recommend ed that, with a view of bringing tho sales departments of tho sovcral interests as near ly as possiblo into harmonious accord, tho sales agents of tho different coal comiianicS shall occupy ono room, thereby constituting a Coal Exchange. Fifth. That eicH iHfcrcst shall pay week ly to tho credit of tho Board of Control, into some designated depository, IS certs for each ton of coal produced and chargiablo to it ns a fund, out of which, by proper order of the Board, a penalty of $1.23 shall bo payable for every ton shipped in excess of tho ifropcr monthly quotas for the benefit of thoso whoso quotas are deficient. Provided, however, that all accumulations of such fund, after payments of penalties incurred, shall bo (subject to projier directions of tho Board) i-cturncd to tho party paying it at the end of each quarter of tho year. And provided, that if tlio fund of any interest shall nt any time bo Irtsuflicifiit td meet any jienalty in curred, such interest shall forthwith mako uji tho deficiency in cash. And provided further, that iu lieu of tho payment of tho 13 cents per ton as a penalty fund, any in terest may, at its option, furnish such secur ity or securities for payment of penalties, when incurred, as may be satisfactory to tho Board of Control. Sixth. In cases of strikes, lock-outs, Ac., where, In consequenco of tho inability or re fusal of any interest to produce! its projier quota, tho tonnage of the remaining interest or interests may bo greatly out of its proper proiw'rtiou, such interest or interests so ex ceeding shall only bo called upon for penal ties ujion such proportion of their excess as is over and abovo the amount of the allot ted quantities which, nt tho commencement of tho season, had been assigned to it or them for the period over which such striko or lock out extends.
