Harbour estimates that tho Government
Ib defrauded annually out of $1,000,000,
by the use of "washed" postage-stamps.
It is believed that to carry fin the fraud
so extensively, there must be an organ
ized system for the ' purpose. Tho
"washing" In many cases, hqwever, is
so poorly done, that It is readily de
tected, and the letter is sent to the dead
letter office.
A New Orleans special to the New
York Herald fays that the registry Just
shows that one person In threo of tho
total population of tho city has been
registered. Tho Republicans' 'chaj-ge
the Democrats with having manufac
tured 3000 illegal naturalzatton papers,
while thfl Democrats say they have de
tected 2000 Republican repeater?. The
total registry In the state ' is estimated
by Governor Ktllogg at 105,000, with
the blacks about C0OO ahead of the
whites.
A District Attorney is to be elected
on Tuesday next. Our young friend E.
R. Sieweus, Esq., of Mauch Chunk,
has been nominated for that position.

Governor Dlx, of New York, ad'
dressed a large Republican meeting at
the Cooper Institute Monday night. At
Ute conclusion of his speech he was
greeted with loud cries of "IIow about
the third term?" He replied that he
did uot come to thrust any opinion of
his Into the canvass, but said he would
answer that question fiankly lest his
silence should be misconstrued, and
added, "I say, then, distinctly, that
am uot In favor of a third term." The
Governor's statement was received with
euUiiixluatle cheers. Ho concluded by
cxpxfwlng tho belief that nn purpose of
a third term existed anywhere, and that
Gen. Grant, who, llko Washington and
Jackson, tiad twlcp received from' his
countrymen the highest mark of confi
dence and gratitude, would, when the
proper time arrived, "express a desire
to bo relieved from the cares of office,
and give by his action additional force
to the example of his lllustrlqus prede?
cessors."
FOR CONGRESS,
Tho Republicans of this district havp
nominated their candidate for Congress,
It will no doubt be generally conceded
by men of all parties that It would be
difficult to pamo an abler, more popu
lar, bpttcr qualified and respected man
for that position in tho district or State.
A close and experienced observer, well
acquainted with men and things, with
an Intlmato knowledge of the business
and resources of the country, ho would
make just such a representative jn Con
gress as the people of Pennsylvania
might well feel proud of.

luded to. The numerical odds on the
Democratic side are too great against

of his election, but his fitness for tho
