Eight to Sixteen.
Lord tihattshury rk!ently stated,
in a public meeting io London, that

servation that of adult maletriminals
in that city, nearly all had faller, in ft
course of crime betwten the ages of
eight and sixtetn years; and that if
a boy liced an 'wiliest life up to twen
ty years of agt,there were forty nine
chances in his favor and only one a
gainst him, as to an honorable life
thereafter.
This is a fact of startling impor
tance to fathers and mothers, and
shows st fearful responsibility. Cer
tainly a parent should secure and ex
- cycle's stbsolute control over his child
until sixteen—it cannot be a very
diffleelt, matter to do this, except in
Very stare cases; and if that control
ie not wisely and efficiently exercised,
it must. be tb e parent's fault—it is oW
ing to parental neglect . or remissness.
Hence the real source of ninety-eight
per cent. of the crime in such a coun
try as England DT-the:United States

It is a fearful.reflection ; we.throw
it before the minds of the fathers and
mothers of our land, and there leave
it to be thotightof in wisdom, remark
ing only as the early seeds 'of disease
that in: nearly every case they, are

Ordifutelly at law no person is bound to give a receipt
for money paid. The receipt is an instrument of evi
dence useful only tl the person to whom it is given.—
if be needs a receipt It is neassaryfor him to furnish
the Stamp or to stamp the realpt. if required, b-lbre It
is signed. The person who receives the tummy is not
obliged in 'give a receipt unleks the other . party fur
bishes-the primer stamp. •
If a person gives a receipt without requiring that
the party to wheat it is given shall furnish the stamp,
the maker of the receipt must himself stamp the paper
before berdelivers it. Jibe fails to stereo it before he
delivers it, lie is liable to the penalty provided by law
for the omission, but the other party may stamp it
mediately open its being received.
