first sights however, it is simple enough
When once Understood.
BY the law every man IS required to
make a true return to the assessor of his
income. Bear in mindihat it is the duty
of the people to call with the assessor and
make their return; and it must be done
on or before the Ist of May. Persons
neglecting' to do so will-be called upon by
the assessor, and fifty'per cent. added to
the tax. A penalty of $5OO is imposed
for a false or fraudulent. return.
By applying to the aisesor .he will fur
nish persons with.blani papers, by which
any onecanvreadily make out his return
withoutditficu Ity.
The income tax applies t tho my
whose net yearly incuine exceedsllsloo.
In ascertaining the, income the gross
reqipts are taken, and the grt ss expen
ditures. In the expenditifies which are
to be deducted are embraced the entire
cost of carrying on business, including
rent, clerk hire, insurance, freight, fuel,
&e ; the rentot the property occupied as
a residence, and all other taxes assessed
and patti for the year 1862 ; amount act
ually paid for repairs ; interest on bonds
stock on which three per cent. has already'
been deducted, &c. Farmers will de
duct their hired labor, with the cost Of
subsisting the same ; the necessary re
pairs on, the farm, and the insurance and
the interest on incumbrances, on thefarm.
After deducting all, these expenses
from the gross revenues a' tax of three
per:cent. is imposed upon the excess over. •
$6OO of each man's income. Persons
'whose nett income does not .exceed= that
sum pay no tax, unless they have silver
ware or carriages, upon which a specific
tax is imposed.
The State Senate , has passed a
bill making the term of Constables five
years instead of one, as heretofore.

courtesy and patronage of citizens, and
trust he will meet with success commen

ed the rate of wages to be paid for work
in the Department ofllighways and Pav

$2 50 ; man, horie and cart, $2 75 ; Pa
vers, $2 00 per day. Any citizen wish
ing to pay their taxes by work, can do
80.
