necticut ordered the removal of the por
traits of Governors Toucey and Seymour
from their chamber, on the ground that
those two gentlemen "are silent" in these
times—silence being accepted as presump
tive evidence of treason. The other day
when Mr. Buchanan wrote a letter in fa
vor of the vigorous prosecution of the war,
he was brutally assailed by the Press and
other Republican papers, because he was
not silent. So it is treason to speak and
treason not to speak about the war.

been purchased by the government in
Cincinnati since the breaking out of the
rebellion.
