The faot that a borough or township has a sur
plus of cash on band , after the ourrimt year does,
sometimes, depend upon contingencies that no
officer can control. Generally, where Ibe fact In
dicated (an overplus of mnvy ) occurs, tbe officers
imposed tuo much tax tb previous year, either
through Ign trance, or tbey designed to speculate
with the taxpayers' cash.
If a School Board, Supervisor, or Overseer ol
th Poor, calls upon ui for any or all taxes for
1M, and we learn that tbelr treasuries ara full,
brought onr from l&8t, we would refuse to pay
it and, meet them befor a Court and Jury and
have tbe case legally tattled.
'THE NEW TAX BILL.

tlnns to some of the provisions of that bill. With
all due respect for Mr. Hall's ability as a Senator,
I do not tbink that alaw of that tied would work
well in our county at least. Section four ia very
objectionable: In the first place, from the fact
that It places tbe duplicates in th Collectors'
bands too 1st in the season, just after tha time
for collecting taxes Is over in our oounty. Wbv
not substitute June lo place of August; tbat would
let in lb School taxes, as th School law requires
tb tax to be levied at tbat time. In tha
second place, should it become the law, It would
virtually unhinge the Road matters in our county
at least' for it is a fact, that a great portion of
tha Road taxes are worked out In tba month of
August aod September, which time appears to
suit tha farmers best. I know that If tha dupli
cates be placed in the Co I looters' hands at that
time, one-balf at least of tbe Road tax would not
be worked out, and I do nut sea where any pro
vision is mad lor th making of tbe roads after

of taxes, but 1 have very serious doubts whether
a luw of ibis kind would be any Improvement nn
th old law. For my part I would prefer th old
one ; but as I am not a lawyer, perbeps I do not
