derstand tbe law relating to tbe managemtut of
County Institutes, and for tht bineUt ol' all such

law makes It binding upon (be Superintendent te

bin with the entire management : therefore, be is
personally responsible tut Ita success or lailure,
financially and otherwise. In order that these

The County Superintendent, however, can re

meet the expenses of Ihe Institute. His ac
count are passed upon "by tbt Auditors of tbt
Couoty tn like manner as other county expendi
tures. " In 1878 1 held my first County Inatitute,
at which I secured aa attendance of two huadred
teachers. At ita close I found Its financial man
agement bad been se litlsfactory aa to enable ua
to publish the proceeding in pamphlet form.

of the pamphlet proceed in gs at a ws of $130,
and left ia the County Treasury $Hd of Ibe ap
propriation to which the Inatitute waa entitled.
Ihe Inatitute held last month, for the year
16HD, ooat $500. Owing to Ihe tact that tbt pro-:
luga are io auch a Irarmentary shine that It
will be Impossible to publish them in pamphlet
form that amount is saved to tbe county, aad but
$4U of tbe $200 due the Institute has been drawn, i
The County Institute! have been, aa every per- i
