cally strive to break down Senator
Wallace and build up a faction fight
with Speaker Randall, would devote

and towelling them in the fittest trim to
fight tho common enemy, they would
be doing a good to tho party where
they are doing it great harm. Tbe
party wants the services of all its men
working in harmony, and especially
such as these. As to Mr, Wallace, he

party, faithful to it and fighting for it

attracted tbo attontion ol Congress,
and a Committee was appointed to in
vestigate the matter.
The Freedmen's Bank, says the New
York Sfir, was s special and unique
creation, officered and directed exclu
sively by the truly loyal, and of course
tho patrons deemed It as secure as the
United Statcs Troasury. ' Bnt tho in
stitution ingloriously burstcd and tho
unlucky depositors are yet whistling
tor seventy per cent, of tneir hard
earned savings.-
A year ago a Committee of tho Sen
ate was appointed to oxamino Into the
condition of the wreck. Tho commit
tee, Republican .in texture, with tbo
colored Senator Bruce as Cbairmun,
has just completed its report, which,
judging from an ndvnnce abstract
printed in the Trilunr, will fully con
firm the worst that has been said of
the mismanagement of this bank. Not
only did tho officers violate the char
ter, but they prevailed npon a Repub
lican, Congress to amend that instru
ment so as to afford grealei scope lor
squandering tho money of their gulled
depositors. In reference to soveral
historic transactions, beadod by the
Seneca sund-stone contract, tbe report
freely avers that large sums woro
loaned, not only on inadequate securi
ty, but "in accordance with corrupt
agreements between the officers of the
bank and tho borrowers."
Moreover, the expenses of winding
up the collapsed concern during tho
past four year bnvo boon 1335,091,
and it appears as fur from being wound
up now as it ever was. The Commit
tee thinks that the faithless trustees
and officers cannot bo reached by legal
proceedings, for they took particular
caro to givo no bonds for their faithful
discharge of duty, anil by a singular
coincidence tho charter embraced no
penal provisions to punish their infi
delity. As Radicalism used tho money of
tho colored man In this organized
swindle, so it i using bis to and his
alleged grievance in politics, and
many colored men, both north and
sooth, aro shrewd enough to sco it.
To the Point. Tho editor" of tho
Washington Pott say : , "It strikes a
plain man somewhat forcibly that
somebody was elected last Fall in the
third Congressional district ol Minne
sota. If not Washburn and the House
Committee on Elections decide that it
was not it certainly rra Donnelly,

ardly when they should be bravo. The
Republicans will fight just as hard to
keep Washburn in as to kcop Donncl-

or to avoid censure by half-way meas
ures, will be found to bo a policy a
poor and as fruitless, Mr. Washburn,
it bas been shown, bought his way into
Congress and justice demands that be
should not only be doprived of hi scat,
but that it should be given to the man
whom he cheated ont of it."

of existing laws, and all men admit
that, as a rule, approprialions should
bo voted without conditions, and yet
tbe House of Representatives kasagain

tions for objects to which it is opposed.
The Republican caused an extra ses
sion rather than vote money to the army
without conditions during tho Kansas
troubles, just as the Demoorats did
litter rather than vnto an army bill
without restricting the use of tbe troops
for political purposes in tho South, and
tho Republicans refused in Andrew
Johnson' time to appropriate money
to pay tbo salary of a Minister to Spain
wbo was obnoxious to them. The fact
simply is that, though the rule as wo
have Muted it is admitted, the majori
ty ol tho House every now and then
makes an exception to it, nnd it is
ridiculous to insist Hint tbe attempt to
do so is something revolutionary and
unprecedented. Mr. llswley was frank
enough to say that, if he hud boon in
Congress whon the Supreme Court de
clared the fugitive bIuvo law constitu
tional, ho would not have voted money
for its enforcement, and yet his refusal
to do so would have been precisely
similar to the rolusul at somo of the
Democrats now to vote money for tho
enforcement of the Federal election
law which has been declared constitu
tional. Yet Mr.'llawley was ouo of
those who denounced the reasonable
coinpromiso Mr. Garfield offered and
tbe Democrats of the House, wisely
accepted, despite the tact tbut they no
more bclievd in this decision of the Su
preme Court than Mr. Hawley be
lieved in its decision In tbo fugitive
