of all factions felt that tho administra
tion of iiutionul affairs must bo kept
in the hands ol tho Union Republican
party, and that to this end Grant must
bo elected at whatever cost or sacrl
flee ot local requirements. Ono half
of tho Democrats, disgusted with the
surrender ot their party to (i recley,
took no intercut in tho canvass, and
cither stayed away from tho polls in
Octobor, or voted tho licpublican tick
et out of apilo. ' Money was poured
into the Stuto lroni Washington by the
million, nnd was used efl'ectively in
buying votes for tho Stato ticket.
Thus was General Ilurtrnnft elected
in spito of the worst disaffection the
Republican party of Pennsylvania ov
or experienced. At least ono hundred
thousand Republican voters were then
convinced that Hartrauft had boon un
faithful in tho performance of his du
ties as Auditor-General and Commis
sioner of the Sinking Fund, and noth
ing has sinco occurred to vindicate or
acquit him. They must still consider
him unfit fur any high public olllce, un
less their memories are singularly
ihort.
Let us rehenrso briefly some of tho
charges which were made and proved
against him in 18T2,not by Democratic
papen, but by such staunch Republi
can journals as Forney's Press and the
Lancaster Express.
Gonorul Ilurtrnnft had boon Auditor
ienoral for two terms and ex officio a
commissioner of the sinking lund. lie
was responsible for tho just settlement
of all the accounts of tho Common
wealth with , corporations, nnd espe
cially for tho right uso of the moneys
and securities in the sinking fund, in
short it was his duty to audit all tho
claims hgniust the State, to guard tho
treasury, and to bo a constant chuck
njxin the State Treasurer. '
General llartranll was charged with
falling short in all of theso particulars;
with having failed to require the pay
ment of largo amounts of money due
tho State as taxes from various weal
thy corporations; with having not
only failed lo protect the sinking fund,
and to prevent nn unscrupulous Stuto
Treasurer from making a dishonest
use of the State moneys, but also con
nived with that ofllcial, and even insti
gated him lo employ such moneys in
stock speculations and in other ways
for the private advantage of himself
and friends ; with having joined with
various other State officers in a con
spiracy to uso their official positions
for tbo purpose of manipulating tho
price of railroad securities, in which
Auditor General II art ran ft was specu
lating, and to dopreciato and buy up
at a discount State bonds which were
about lo be called in and redeemed ;
and finally with having participated
with Various persons, including high
Stato officials, in what was known as
tho Evans swindle, by which tho Stato
was defranded of nt least a hundred
thousand dollars, and probably very
much more I
All those chnrgos wore conclusively
proved, nnd tho evidence to establish
them is still in existence, and accessi
ble to us. We shall hero cito a part
of the ovideneo bearing upon n few of
these charges. Tho following letter,
tho original manuscript of which has
boon read by many persons in this
city, indicates that General Hartrauft
employed Mr. Yorkos (Charlos T. Yor
kos, Jr., a broker with whom a largo
amount of Stato moneys was deposit.

with the Oil Creek and Allegheny

Yorkos, when the ring finally had
him pardoned out ol tho penitentiary,
nmdo soino denial respecting those uf
fidvits, such duuiul scorning to be a
part of the consideration for his liber
ation from prison. Jlut there can bo
no doubt of the fact that ho sworo to
thorn, and many of tlio facts sot forth
in them are fully corroborated by
Ilurtranft's own letters to various pur
ties. Hero, for instance, is another
letter to "Dour Yorkos," which has
novor boon questioned and which suffi
ciently establishes the fuet that Ilurt
rnnft corruptly arranged with tho
Stuto Treasurer to havo money depos
ited with Yerkes for his (Ilurtranft's)
privnto purposes. It also shows that
llurtraft bud mysterious pocuniary re
lations with Muj. Calhoun, United
Slutos Pension Agent in this city,
whoso affairs about that time woro in
a bad shnpo. Tho most obvious expla
nation was that Calhoun had advanced
some of the government money in his
possession to tho Auditor General, who

populution of about 115,000, ol which
one-third is black, the statistics of
crime at Washington, when compared
with cities of doublo tho site, aro as
tounding, and well justify tbo alarm
now full in that unprotected commu
nity. When judges, district attorneys,
marshals, bailiffs, and detectives, who
were glud to get office for the pay,aud
wbo hud received no inheritance, bo-
come suddenly rich, as a rulo, there Is
good ground for suspicion that such
wealth has not been honestly acquired,
and thnt they bnvo utilized opportu
nities corruptly. This condition ot
things is notorious at Washington,
which during thejust five yours of
Urnntism bus beooino tho paradise ot
felons.
.Murderers, counterfeiters, rohliers,
ruffians, gamblers, cut-throats, and
other criminals, hnvo no drond of the
law, because they know how to disarm
its terrors, and to propitiate those wbo
administer it. Justice has become n
mockery and a cheat. Worso than
that.it is used to sholter crime and pur
sue innocence. Life is not sale, and
property is at the mercy of n combi
nation of thieves and their confeder
ates in authority.
Tho public is familiar with tho latest
outrage, in which the son of tho Dis
trict Attorney released n burglar from
juil upon truudulcnt bail, after tho
Grand Jury had presented him for
grand larcenyj Tho Polleo Court, be
fore which this criminal was arraign
ed, has the power of nn ordinary com
mitting magistrate. Therefore, when
Schneider was rompiittod to jsil on a
cbargo of burglary and larceny, its au
thority over him was exhausted, nnd
the case passed up to a highor tribu
nal.
But if there wus any doubt on this
point, tho presentment by tho Grand
Jury took him entirely beyond tho
reach of this Police Court, with a ju
risdiction of 1100 and of minor of
fenses. 'That presentment was held by
the District Attorney, and his son and
assistant, as ho stylos himself, issued
tbo order upon which ho was bailed
by tho clerk of this court. To make
it complete, a well known cititon wus
fnlsely personatod as the bail, so that
fraud ami collusion wore manifest
through tho whole proceeding.
But this is not tho worst phase of
the transaction. It is now positively
ascertained that the Very purties who
figured in the sufo burglary nnd the
rolcaso of the burglar Benton from
jail, were those who conspired and pro
cured the dischnrgo of Schneider. Af
ter his commitment, a telegram was
sent to Richard Harrington In Dela
ware, whoro he is now residing after
being driven in disgrace from Wash
ington. Uo is known to have visited
Schneider several times in juil, and
though ho did not appear on the record
as his counsel, ho managed tbo whole
business, whilo a shyster named Evans
was put forward to go through tho
nocossary forms. This hvnnswas for
merly a clerk of tho Pulico Court, aud
was employed In tho IHsfict Attor
ney's office at tho time ofjhe bur
glary, in which ho played nn Inferior
part under Harrington's direction, and
then turned up as a witness before the
investigation. Here then are tho
District Attorney's office, Harrington,
Evans, and tho Polico Court all dircct-
iy connected with this villainy, and all
of them in ono form or another woro
associated with the snfo burglary.
That there was a deliberate conspira
cy to defeat the ends of justice nnd to
accomplish It by tho most desperate
means, is clearly revealed In every
phase of tho business, and confirmed
by tho disreputable character of the
persons involved,
As grand and petit juries are packed
at Washington in tho interest of tho
ring, it may norhnps no doubtful
whether the upright sentiment of the
community will be represented when
complaint is made against those scoun
drcls in and out of office. But there
is a tribunal to which appeal can be
inudo with confidence, as will bo dis
covered when tho House of Represen
tatives comes together In December.
In addition to tho escape 0f Schnei
der, it Is now discovered that Moore
aud Williams, who robbed tho Inter
nal Itevenuu oftlco at tho treasury
more than a year ago, nnd who forged
endorsement lo a largo amount, have
boon let loose on straw ball by the
same sort of collusive rascality. And
but for the present excitement, there
is hardly a doubt hut Ottrnun and Hal
leek, who are now hold for tho recent
robbery id tho Treasurer's office, would
have found moans to conquer the prej
udices of their keepers. It will not
