mortality records in this city show the
number of deaths during 1874 to have
boon 10,315, to 15,224 during 1873, an

It is a problematic field of investiga

ests to be affected aro commensurate
with tho growth and wealth of the
whole country und the well being of
evory citizuus of the country. Yet a
bill of this importance is pressed to a
voto, in a professedly deliberative body,
without debate, and without any pos
sible consideration of any kind until
it was suddenly sprung upon the atten
tion of the Senate and as rapidly flung
unconsidered into tho House. Repre
sentative government has reached a
sail state of doclino whon uationul
measures of this kind aro arbitrarily
disposed of in party cauens, and the
rights of sovereign states inado tho
sport of presidential caprice

Tho lending features of the bill aro

tiring of nn amount of greenbacks
equal to eighty per cent, of tho nuw
national notes issued until the green
back circulation shall be reduced to
$300,000,000, alter which no further
reduction of tho greenbacks is to take

destruction of tho fractional currency
and the substitution of silver coin, the
arrangement to go into effect as soon
as practicable, under tho direction of
tho Secretary of the Treasury, who is
authorised to use the surplus money
for supplying tho silver coin, and if
this is not sufficient, to sell tho requisite
amount of buuds of tho new scries to
obtain tho funds for that puroso.
Fourth. Removing the charge tor tho
coinage of gold at tho several mints.
