' Mineral Land Pirates .
' The nractico pursued by certain un
principled speculators of "tying up"
minoral lands should be ox posed on all
occasions, and we rejoice to find that
the subject is now being vcntiluloj.
The modus operandi is as follow:
One of these irresponsible scamps,
finding some valuable minoral upon
the lund of an unsophisticated fitrraor,
prouoeds to cajole his victim into an
arrangement which embraces a long
loose with tho condition that the lessee
shall bear all tho expenses of develop
ing the mineral lands and pay a stated
royalty per ton on the product. If
the speculator can procure tho lease
without a binding clause that he shall
commence work within a given time,
so much the worse for the owner; but
should the owner bo smart enough to
aee through that part of the scheme,
the trickster is ready with an obliga
tion that Booms to set matters right,
which is, to commence operations in-
eido of bix months or a year, and to
take out a slated amount of minoral
annually after the mine shall have
been fairly opened and a givon amount
raised. This completed, the lessee
goes off and quietly bides his time for a
rise in tha value oi his property,caused
ilher by surrounding improvements
or the development of adjoining min

Should the leaso extend over a period

Yeddo consulate, with the. scathing
remarks he will doubtless incorporate
with that document on the delusive
churacter of recont Japanese reforms.
