drunk like they do over at Indiana or Brookvillc.

which can be urgod In favor of the sohoiue of i

noctfsary to bring water from any given poiut,
wilhin two or cveu three miles of the borough, be
grimier than the public utility and beno.it dircotly '
flnwiug from such an oxpeuio? Our borough has 1
but a very small debt, aod our Inst tri ennial as-1
seatmont howi a tuxable valuation of between
and JvOO.OuO. Thirty thousand dollars,
it will be eonoedtMl, U a large tit i mate fur bring-'
Ing water from Mouse ereok, two miles up the
stream, and carrying ft through all the streets of
the tuwn. Now, if this debt of thirty thouiand
dollars be plaurd in the shape of bonds drawing
interest nt snveu per cent., and extended over a
period of ten yearn, an J three thounand dollars
thmcof, with tho accrued interest upon the whole
debt, rodecuiablo each year, beginning with the
lft of January, Wb, it will rt-quiro for the re

valuation. And tliii amount, without taking into
eonsideration the eon Man My increasing valuation
of property, would each yoor dt-cruaM as thv

But it In objected to on the part of those op
posed to the erection f WHter works that yuu
oimipel them to pay for that from which they ro
ouivo uo be ue tit, uud that tho scheme la simply for
putting water into th houses of rich people. Thin
is not true. Not only do thty have to pay their
proportion of tax upon tho ose-scd valuo of their
property, just as othors do, but if tbey wnnt water
put Into their bouses or yards, they must put it
there, nut only at their -own oxpousc, but they
must pay extra for the privtk'go of uitig tho hy
drnntrt they put there, and thus a (Turd a nource of
rorcune to the borough that will enable the au
thorities to reduce very uiuub the rate of taxation.
Hut is the expense too heavy to be overbalanced
by the direct tam-iits to every inhabitant of our
borough that would come from incurring It f Kv

Mr. Emitor : In a few days our oithens will
bo permitud to decido by their votes the qiroetion
of obtaining a supply of pure and wholesome
water. 1 he Aot of Asuembly framed left the erec
tion of water works entirely under the control of
the oouneil, to eroet thero at any time it deemed
lb em esncntial to the interests of the community,
but upon a petition ef citizens a supplement was
paste J, allowing the cttiieua to decide fur tliem
Ketvfis. at an election held for the purpope, and in
accurdance therewith they will have the opportu
nity of cxproitting (heir sentiments on the Uh of,
August. .
It is to be hoped each voter will eoniluVr tho
question fairly and from a higher stand point than
Self interest, and beonuso bis own well of wator
may be goud enough for him, that he will inter
poso no ubitacle to prevent his neighbor, whose
watr Is unlit to use. from obtaining a pure and
wholesome water.
It ii well known that in the most populous por
tions of our borough the water once good is now
impure, and many are now nnng water drawn
from welis reeking wilh impurities, which must
in time aVoct tho system and produce disease;
and wht-n we remetnler that but ft few yean
back the water that is now Impure and unfit for
ue was good as the bet now in town, we have
the best evidence that it is enlyaquestionof time
when all will bo impure. Aud is it a fair propo
sition that bocauso some of the wells in town are
still goo J that all those using impure water shesstd
be compelled to watt and continue its use until
all tho wells are iu like condition? It is answered
on the other band tlmt there is no objection to
private enterprise bringing in water from the
springs on tho adjoining hills, for private use by
those whoso, water is impure. Hut will the citi
sens of the borough agree that, after these men
hare Invested their money in laying pipe, cte.f
that If at any future time water va brought In,
as all admit it must be at some time, they shall
be exempted from taxation for tho erection of
pul-lio water works f
From a sanitary point of view, at )raston&-half
of our town aro now in actual need of water from
some other siurco than from wells reeking with
disease and tilth, and ascertain as that some wells
are now impnre, just so curtain will time render
the purest and best in town impure
Next to health eomes tho questioner security of
properly, and 1 etatert ahove that one half the
people of this town aro to-day taking into their
systems diseases by drinking Impure and un
wholesome water, but In regard to security from
the seonrgo of tire, every pmperty bolder is in
eonstant danger from the devouring clement.
Thus far Clearlleld bns escaped from fire In the
most remarkable manner, but beeauso wo have
never yet been burned up is no evidence that we
never will bo, and somvlimo we will be subjected
to an extensive fire, and a ft or a portion of our
hcautilnl town it lata in ashes ana much valua
ble property destroyed, and when disaster has
rendered us less aMe to mako the outlny, then
will the people demand that water works shall he
erented at any cost thus locking the door after
the none is stulcu.
The qttestion of port la one to be considered
carefully, and in which nil are iuteresled. A debt.
whethtr of a nation, tttata or municipality, is s
puuiio imruea, ana is to be aepnoatcu aud as lar
as possible avoided, but when security to public
health and valuable property is plnoed in the
scale, tho burden should be cheerfully taken tip
and rendered as light as posnilde. I believe that
building water works now will be a matter of
economy, and can be done c hen per than at a time
when our necessities compel us to push the work
forward at anv cost to attain an curly eompletiou.
h eon use now wo can start out wilh deliberation,
taking our time to make proper calculations and
to look about to devise tbo most eeoimeiical mode
to accomplish the end. Tho men named in the
law to act with the oouneil is suUioieut guarsntee
that there will be no rius funned to make a
profitable .,"b for contractors, but would menage
tbo work in a ift-, pranfionl, business manner, as
thev would a private enterprise, and the borough
would thus secure first class water works at aetual
cost of material and labor.
