The Prison Completed. The Coun
try Commissioners last week aoeepted the new pri
son, aud took it off the contractor's hands, and
asms day this week all the prisoners in the old
etuis will be transferred to the new building.
Thi last Grand Jury visited tho building, previous
to adjourning, and oipreaaod themselves entirely
stiifled 'with tho job. In their report to the
. Court the jurors say that "tho prison ia n credit
to the County Commissioners and to the builder,
air. Thorn, and an honor to evory eitisen of the
leanty." The entire cost of the structure Is

architect's fees t4,7.

In compliance with the request aade by the
meeting of School I'ircetore, held in the borough
of Cloarncld, on the lVlh of Deoouber, the retire
aentatives from the diffonnt Boards met in con
vention in the Arbitration room in the Court

At half-paat 1 o'clock the County Superintend
cut ealled the Convention tn order, when on mo
tion of Mr. Henry J. Sloppy, of Knoi, Mr. Geo.
M. Brlsbin, of Owcola, waa made President, and
on motion of Mr. Robert Porter, Mr. Henry J.
Sloppy acted as Soorclary.
The Brst question was debated at considerable
length by the following members i Messrs. Mur
ray, Chase, Irvin, Sloppy, Shaw, Oregory, and
others, and waa Anally decided in the affirmative.
Then arose quite a discussion over tho niodo of
selecting the series to be used by the eounty ; said
discussion consuming most of the time of the ses
sion, and which anally terminated In the adon
tlon of the following resolution, offered by Col.

bo authorised to appoint a committee of five to
examine and report upon the different aeries of

mado to a larger committee, formed by the selec
tion of a member of each School Board in the
county, chosen by majority of Board, and to meet
at ClearBeld on a day to be appointed by the

Tho President said that ho would require some
time to name said committee, and would announce
bis appointineut through the papera.
The propositions to allow Institute time to
teachers were voted down in both cases ; but Col.
Irvin made a motion, which was adopted, that
teachers bo bound in tho artiele to attend the In
stitute, and that a sufficient amount over and
above their salaries be allowed them for that pur
pose, they to make up whatever time they may
lose in said attendance.
It was doeided that tho salaries should be gov
erned by tho grade of tho certificate.
Each School Distriot was allowed to Hi Its com
mencement time.
On motion, tho President was added to Hie com
mittee of lire to be appointed to examine and
report on the best scries.
Convention then adjourned.

The Great Freshet Tho lt
breakup In tho Susquehanna caused great de
struction from its mouth to Its source. Safe Har
bor, in Lancaster oounty, and Port Deposit, M
rytand suffered the most. At tho latter place the
loo gorged 70 feet high, and turned the water out
of the stream, causing It to run through tho town
an the east side and tha Tide Water caual on the
west side. The hanks of the cans! are torn awav
for aoverat miles, while the damage to Port De
posit Is inoaloulable. Tho oltlieno were com
pelled to camp oa lha river hills for soveral du s,
Tho Ice also gorged at Shonk'i Forry, bolow Safe
Harbor, and oaused tho water to rile 35 foet at
that plaoe. There was also a force at Turkov
Hill, seven miles below Columbia, and backed tho
water up to the dam, but did little harm. Tho
Lancaster Inttllignctr of lha 2U says:
At Safe Harbor, at tho confluence of tho Bus-
quchanna and tho Cuucstoga, tho waters rose yes
terday afternoon four or five feet higher than ever
before known, It appears that tho loo that broke
on the river farther up, gorgud on Saturday, at
Mandorf 'a Island and a number of luiellor islands
In lha Susquehanua near Shsnk's Ferry, some ten
miles below Safe Harbor. Tho river being al
ready swollen by the melting snow and the heavy
rain storm of Thursday night, backed water rap
idly, overflowing its banks, submerging the Co
lumbia and Port Deposit railroad, and doing con.
siderable damage to othor nronorty along shore,
By seven o'clock on Sunday morning a consider-
abia portion of Safe Harbor waa submerged, and
tho water In the barroom of Miller's Exchange
itotoi was two feet deep. The river remained at
about this height until o'elock P. M., wheo it
raised suddenly several feet, reaching aomo four
or five. foot above the high water mark of the
great flood of 1864. Although tho Conestoga waa
greatly swollen, the mightier volume of water in
the gorged Susquehanna fnnMwl U auu
ooinpeliud it to run in a raging torrent nn strsaia,
First, the newly crrcted abutment of tha bridge
of tho Columbia and Port Deposit Railroad, near
tho numth of the Conestoga, waa split in two and
the piers in the stream were greatly damagod.
Then, tho great masses of loo and volumes of wa
ter, still rushing up stream, struck tha bridge that
spans the Conestoga about a mile above its mouth,
lifted it from Its foundation and carried it for a
considerable distance up stream, finally breuking
it in two, and landing one-half of It on the Man-
or side aud tho other half on tho Conestoga side
of tho stream.
About this time the barns of Edward Hess and
Mrs. Campbell, built at what was considered a
safe distance above high water mark, were awept
away and carried up stream, while the frame sta
ble of Benjamin Hess was lilted from Its founda
tion, carried away for a distance of 100 yards and
then set down again without apparent damage.
At Rockvilla, some three miles above Safe Har
bor, tha waters of the Conestoga backed up until
they overflowed the banks and stood from one to
two feet In depth on the first floor of Daniel
llerr'o Hotel.
At Safe Harbor, the batiks of both the Susque
hanna and Conestoga arc piled with great masses
of Ice from 1 to I J fret in height. Many build
ings arc flooded, but the fo'Iowing are tha only
losses we hare heard of: Dr. J. C. Galohell's of.
lice wao flooded and nearly all his drugs and med
icines destroyed. Maynard Hess' drug store was
flooded and his loss Is thought to be quite heavy.
Miller's Exchange Hotel waa flooded almost to
the celling of the first tloo.-, his bar turned over
anda considerable quantity of bis liquors lost; a
portion of his abodding was altfo carried away,
hut his loss will not exceed tloo.
The most exciting rceno connected with the
flood was tho dnnger and escape of Mr. John El
lis and family, who live on au Island in the Sus
quehanua, tpposito Safe Harbor. As tho waters
rose the island was almost entirely ovciflowcd,
and all Mr. Ellis' stock, consisting of two horses,
twelve head of cattle and a nuiubor of hog, were
swept nway and drowned. There being every
probability that the waters would continue to rise,
Mr, Ellis and family resolved on the decrate
venture of ctossing from the Island to the shore
on the mighty gorge of Ice, through which and
under which tho great rirer was struggling for a
passage. Over tbil unsubstantial and treacherous
bridge of irregular masses of ice, with all the
terrors of death staring them In tha face, Mr. El
lis, with his wife, two daughters and a son, seven
or eight years old, started afoot, and reached the
Lancaster county shore In aafoty about throe
o'clock yesterday afternoon.
About two o'oiock this morning the lea gorge
broke with a terrible crash, and tho waters receded
rapidly. At V o'cloek this morning the river waa
only about 4 or t feet above its usual height at
Safe Harbor, and no further damage is antloipated.
At Turkey Hill the water rose Si or 30 feet and
flooded the cabins built along the line of the Co
lumbia and and Port Deposit Uallroad for the ac
commodation of tha workmen, many of whom
bad to take boats and enter tbc upstairs windows
in ordar to save their effeots.
At Columbia the lee passed from the dam with
out doing any damage, and no damage is now
expected.
Many rivor men supposed then would bo a
great gorge at the narrow neck of the Susque
hanna near McCall s Ferry, but thus far their
fears have not been realised.
When tbc ioe broke up on tha Conestoga on
Friday, it gorged badly on the dam at the Slack
water paper mill on the Conestoga, south of this
city. The lea was piled up on both sides of the
oreek near the breast of the dam, and for a lime
tho mill was in danger, but fortunately the Ice
on the dam broke about noon and passed off with
out doiog any serious damage, exocpt the carrying
away of a nuiubcrof fences. Although tho freshet
was bighar at Slack water thaa ever known before,
the injury to tho dam ean be repaired for $300.
Tho local of the Altoona Tribune
saye ! "A member of the Legislature told us a few
days since that the Local Option law would be
speedily repealed! and that It was.passcd at tho
last session of tho lgislatnre fur the express pur
pose of bleeding the whisky ring during the
present session. We shall see what we shall see."
