publio lands not mineral, not exceed
ing 160 acres, (or one quarter section)
which shall be composed of continu
ous tracts, according to tbe legal sub
division, including the alternate re
served neotiooa of the publio lands
along the lino of any railroad or other
publio highway, or other lands subject
to entry under the homestead taws of
tbe United States, and recoivea certifi
cate of such entry without tho pay
ment of any government fees.
Sec. 2. That such entry, shall bo
made in the name of the person en
titled as above to make tbe same, in
person or by agent, under such regu
lations as tbe Secretary of the Interior
shall prcscribo, and a patent for lands
so entitled shall be issued only to such
soldier, musician, seaman and officer,
or to his widow or orphan children,
as provided lor in the let soctioo ot
ibis act, but no sale of such land or of
any intercut therein, or power of at
torney authorising such sales or other
contract or agreement in any wise
affecting or concerning any such land,
made, executed or entered into prior
to the issuing of the patent therefor
nd the aolual delivery of ibe saino to

any etlect whatever, but shall bo null
and void.
