lamation, urged lha peoplo to return
thanks for the blessings of such an ad
ministration as his; hut Gov. MoCook,
of Colorado, bus cutdono his political

ents to be thankful because "the na
tion hnd fast vouchsafed four years
more of Kepnblioan ruin." This was
not only unking tbe peoplo ofColorado
to return thanks for Grant, but also
for Caaoy and Cromer and Cnmoron
and MoCook which is roully a littlo
more than ought roasonably to be ex
pected, even of a people who havosuoh
remarkable man for their Governor.

"lion. James L. Orr, who has just
"received the appointment of United
States Minister to Russia, is a native
of South Carolina, born May 12th
1822, at Craytonvillo. Ho was edo
cated at tho University of Virginia)
then studied law, and was admitted
to tho bar in 1843. In 1844 ho was
elected to the Stale Legislature and
was re-elected in 1845. 'He was elect
ed to the United Stales House of Rep
resentalives in 184H, and by re-election
served in that body until March
4th, 1859. He was Speaker of the
House in tbe Thirty-fifth Congress.
lie was a member of tho South Caro
lina Socossion Convention, which met
in December, I860, and in that body
votod for tho immediate and separate
secession of tho Suto. Ho was also
one of the threo Commixsionors sont
to Washington to negotiate for the
surrender of the forts in Charleston
harbor to the State of South Carolina.
From 1862 to 1805 ho was a tnomber
of the Confedorato Senate, but after
the Rebellion ho became reconciled to
the chango in tbe position of the State,
and in 1805 ho was elected Govornor
by a majority of 607, the vote being
D776 for Orr agninBt 9109 for Wade
Hampton, Domocrat. lie held office
until 1809, when he became a Judge
ot the uircutt Court.
