But not so with reference to a "new departure" or a step forward by way of improvement. The Board has had session after session, but nothing definite, as to location, money or the number aud style of building oould bo agreed upon, until some tiino last week, Judge Leonard sent in a proposition, which seems to have rendered the Board of Directors quite sensi ble, and they are now moving forward to some thing practical.
