CLRARriRtp. Wakr Up! That our

employment to thonanalx of additional mecbantoo
and laborers, all admit, and that oar ittei pot
sosa the aapital to aroot saw mills, oar shops,
planing mills and fir brick ectabllih meats, la ev
ident to tba most stvpid, yet none of (bos are
done, oxeept in tbo most limited sense. Let oar
capitalists proceed to erect works of tho kind in-
dioatod, and our population will doable within tbo
next its years. Let as bare saw mills, oar shops,
etc., mi4 leas bank stock, and wo will do tbe fair
thing for ourselves and tbe ouunty. Rix hanks In
tbo eonnty and only one saw mill, Is enough to
ruin any community. Abolish half tho banks,
and take the capital and enet ear shops, saw mills,
etc, The former are an embargo on bnslness and
girt employment to nobody, while the bniiness
indicated would add jnst as much to the aapital
in ten years as the hanks and add Immensely to
tbe general wealth and population of tbe eonnty.
This policy must he adopted, or Clearfield eonnty

Mora than this. Tba period Is not far off when
neither rafts nor saw tngs can be sooeessfully
floated to the lower markets from above Clearfield
creek. Tbe timber owners on Clearfield creek,
Chest creek and on the bead of the river must
either slack water theea streams to get tbelr tin
bar out, or erect saw mills and planing milts and
manofactRro It on tbe ground and transport It by
railroad to market. Tbo clearing out of all the
small tributaries which feed theae streams and the
cleariog of tbe laod will so diminish tbo volume
of water in them that It will take two years to get
either rafts or logs out of them. Tbls Is a law of

Settlement or a Pauper. As con
stant litigation Is springing up between boroughs
"and townships, and much public money spent In
aseertnining the settlement of pawners, we deem It
bnt proper to lay the following case before oar
readers, which we find stated In tbe Danville n
UllipMr, as bearing upon one phase of that class
To last week Published amona? the leva) nro-
eedings that took place during Court a ease where
the overseers of tbe poor of West Hcinloek town
ship had litigation with tbe overseers of the poor
at Miidiiiin township, Columbia county, as to tbe
legal settlement of a pauper. Tho facts of the
raa. as developed before the Court, were : Jane
rivra coition it-nn iiiegiuinale rbitd or one Mary
, who at tbe time of the said child's birth
resided In Madison township, where she bad a le
gal settlement About three years after the birth

redding there something lets than n year, etid
then in the year latin moved to Valley township,

haek again to West Hemlock townnhip, purcbaied

the property left by him was aasessed for the sub-

The ohilit, Jane Flora, becoming a public pau
per, two Justioes of the Pease, on the 4tb of An
guRt, 1X71, itmed an order removing June Flora
idoft, an illegitimate child, from Wi-sl Hemlock
townriiip, Montour eounly. to the legal settlement
of the mother at the lime of birth of said pauper,
(if Madison township, Columbia eonnty. The
overseers of the leal named township appealed,
and la Court was asked to set aside the order.
Tbe prineipal question that came before the
Court was, whether beiug an Illegitimate child,
and never having acquired a settlement of her
twn. the child Jane Flra shall be deemed to be
eetlled in the place where the mother was tegly
eitled at the hme of her birth, or whether her
aetirement followed tbe derivative or otherwise Se

change.
Judge Rechafetlef, In a lengthy opinion, show

of the Court therefore U thnl in Pennsvlvnnia

tled her the mother was settled at tbe Hart of
the birth of sneb child, m4 that tbe settlement of
tbe child dee not follow the settlement of tbe

His honor also disenssed tbeqteslca whether
the said Mary, the mother of Jnae Flora, over ac
quired a settlement of herself after her basband's
death. He infers not, although if the above opin
ion is wrreet, we can 'l see as that would slier tbe
fc-gl settlement of tbe ehlld, oven if she bed.

There are few persons who are aware of tho lm-

the proper remedies nntil they became incnrable.
Every day that a cough, cold, or any lung dis
