This term is familiar enough In tho
politics of many of tho wotern and
growing states, whero apportionments
novcr keep paco with populations, but
it is rniher a now nno in Pennsylvania,
and needs somo explanation. Hy tho
present apportionment of United
States representatives among the sev
oral states, Pennsy lvania has been al
lowed z-l members, liut tho census of
1370 necessitated a now apportion
ment, wutcn being made, ullowod
Pennsylvania 20 members, or two ad
ditionul. When Congress bnd an
nounced this, tho Stalo legislature im
mediately set to work and reappor
tioned the Stato to correspond, divid
ing tho Stnlo into twenty-six instead of
twenty-tour districts. This bill if it
had becomo a law would have given
each of tho twenty. -dx Congressmen
allowed tho State, a district from
which to bo chosen, so that there
would then bo no "Congressmen at
largo." Hut Governor Geary has re
fused to sign tho bill or at least has
declared his intention not tn sign it
till alter tlio next election. Tho now
apportionment so laboriously con
siructcd and arranged by tho legisla
ture lulls to tlio ground, nt least lor
tho present, and tho old apportion
ment is still tho law under w liicli wo
will havo to oloct Congressmen tho
coming fall. Rut this apportionment,
as wo havo scon, provides districts for
only twenty four Congressmen, whilo
tho United states allows Pennsylvania
twenty six. Therefore there will bo
twenty lour Congressmen elected from
tho twenty four districts and two Con
gressmen elected by a voto of tho
wliolo stuto. Ihoso two will bo Con
