f as in everything else, but remained nt the old rate
or 91 per day. lei in nearly every iownn;p in
..the eounty, for years post, thefte officers have been
charging $2 to fi.bO per day. This has caused
much wrangling and ill feeling, and we are highly
pleacd that Senator Wallace list week introduced
a bill Into tho Legislature, regulating the feci of
the vfliocrs in question, and that hereafter they
must obey the Act of Assembly upon this point,

' tern of Common Schools, approved the 8th day of
May, A. D. 1864, require! the County Commil
lioners to furnish the several school boards with a
transcript of the last adjusted rahmtion, upon the

We givo the following synopsis of the Act of
Assembly approved the lit It (lay of April, 1834,
relating lo the dulitl of Ami siort, Supervisors,
and Overseers of the Poor, and tbe ftseessuient of
Ituad and Poor taxes, via t
Bkc. 52 authorises tbe Supervisor to amis a
road lai wt rettii ttn miftt on nil Ihe rent and
personal estate, offices, trades and oucupntlous, fur
the purpoie of laying out, opvnlng, making or re
pairing roads, blghwa,s and bridgii.
The Supervisor! can nIo aiavu an additional
tax and eolleot tho same, for tbe purpose ef dis
charging any Just debt duo a furuior Supervisor or
Overseer of Ike Poor. '
(Money at lutorcst, watches, buggies, eau luges,
or huusuhold furniture aro nut taxable for road,
poor or street purposes.)

the purpose of county tax. The Supervisors and
Overseers of tho Pour, when they proceed lo as

Tit Supervisors and Overseers shall oause their
tax rates to be entered in a book kept for that pur
pose, certified and signed by the in, and to be de
positcd with the Town Clerk.
6kc. 59 of tbo aot aforesaid requires the Super
visors and Overseen of every townohip to moot
annually at a meeting to be eonvened far that par.
pt, aud appoint some suitable person of said
township who shall servo as collector of tho town
ship taxes. Evory such collector shall give bond
with surety, tn double the amount or the mm or
nioucy which may come luto his band, or, If he
prefer, givo a bond and tuortgago for a similar
amount on real estate, to tbo satisfaction of tbo
Snpervisors aud Overseers.
When tho Supervisors and Ov oncers shall havo
agreed upon the rate of thotr respective taxes,
they shall make, or cause to bo made, fair dupli
cates of the tax so laid, which shall bo signed by
them respectively, and shall afro issue a warrant
with such duplicato to tbe collector, authorising
and requiring him to demand and receive from
every person named In bii duplicate the sum
wherewith such person stands charged. J'roviJtd,
That before issuing the warrant for tho collection
of road taxet, It shall be the duty of the Supervi
sors to give notice to all persons so taxed, by ad
vertisement, or io person, to attend at luch times
and places as the Supervisors may direct, so as to
give such persons full opportunity to work out
their taxos on the roads. Tenants are bound by
law to pay or work out the taxes of non-resident
property holders.
If any person shall neglect or refuse to pay bis
or her taxes, It shall be lawful for the collector,
having first obtained a warrant, which any Justice
of the Psuco in tbo eounty Is authorised to Issue,
to levy upon and make sale of the goods and
chattels of such delinquent, giving tea days' no
tice of such sale by at least three written or print
ed advertiscinvnts ; and In cuse gouds and chatties
can nut be found, such collector shall take tbe body
of such delinquent and convey bim to the Jail of
the proper county, there to remain uuiilthc amount
so ebarged, together with lbs oostr, shall be paid,
or secured lo be paid, or until otherwise discharged
by due course of law.
Iu townnbips where they elect Treasurers, it
would seem entirely proper to opnoint the same
icrsou collector, because all tbe funds would In
that ease be at the same place.
Why not elect ft Treasurer in every lownibip
and borough, and then make him collector ol
school, poor and road taxes? Those citizens who
want to work out their road taxes, let thetn do so,
the Treasurer at tbe same time keeping a dupli
cate in Ins poiiscixlon of all tac atsusscd, and is-
puo another to each Superior, ehargiog tbe in
with the amount, and at the Auditors' settlement
let the Supervisors present their vouchers iu the
shape of a time book, giving day and d.ilo for j
every day that a oitiien has worked oo tbe roads, j
or tujh orders as trniy come iuto bis bands isiuvd j
by his predeeeisors. " 1
The miserable practice the Supervisors have of
writing "Paid" lo their duplicates, should be
abolirbcd. It Is no evidence that tho township
has received any benefit, or that the tax has been
paid, because tho citiien may have paid his tax tu
he Supervisor in money o resettled it with bim tn
a private business transartion, tbus defrauding
be township out of either money or work on tbe
roads. I.cl tho taxpayer understand that if lie
withis to pay bis rud tax la money he must pav
it lo the towuship Treasurer, and take a receipt
therefor. Then there will soon be some cash In
be treasury, and if the Supervisors are required
to keep a lime book, tbe roads will soon Improve
and look much better.
Why not settle Supervisors' accounts like other
pubtio accounts f Tbe township Auditorr will not
settle with the school Treasurer unless he produces
orders or money to square his accounts, nor will
they suttle with the Overseers unless lhy produce
proper vouchers, yet they will settle with the Su
pervisor if be just bus the word "paid' between
the name and thetax 1
The constant complaints made to us upon this
point by taxpayers is evidence that there is some
thing radically wrong on this point in nearly every
township in the eounty. Wo have bad particular
eitixcoB named, who havo not done a day's work
on tho roads for years, yet their taxes are always
marked paid, and in some instances It U said tbo
Supervisors never receive cash enough to puy tbe
Auditors for rank in jr. tbe settlement. We have a
number of communications on hand, bearing upon
this point, but they are too personal and rabid for
publication.
Hemoved. The Greensburi; Repub
icon says: "We have been Informed that our en
terprising young friends, K. J. k 0. 11. Walker,
havo sold out their Interest in the planing mill at
tat robe, and have removed to Oicsola, Clearfield
eounty, Pa., where they are ercoting a large
planing mill which they expect to have in opera
tioa by tbo first of April next. They aro both
energetic and enterprising men, and are just the
men to do in extensive business, and we havo no
doubt that they will succeed. Wo regret that such
cltiscm ns the Messrs. Walker find It necessary to
their interest to leave the eounty, as they are both
active and honest in all their business transactions.
We know that they will make friendv, as well as
money, wherever they go.'' That ie exactly right.
Come and do business wb?re the material Is to be
had.. There are openings for a halt doxep more
such institutions In tbe eounty. Why not tnann
faolure all our boards ready for tbo builder? Let
one set of men erect saw mills and another planing
mills, right here where the lumber grons, instead
of baring It done down tbe river.
