Almost everybody 'who holds nn
ofllte or obtains a contract undor the
Federal and Slate governments, or
under any municipal corporation, lias
beoamo intoxicated with a passion for
suddenly getting rich by his position.
The natural consequence Is insatiable
grcod irrespective of law, and wide
spread corruption in spilo of exposure,
among a largo portion of thoso who
live upon public natronngo.
Theso are the two evils which of.
flict tho country. Lax interpretations
of tho Constitution, and the wresting
thorefrom of unwarranted powers, aro
gradually changing the form of the
Government. Lavish and needless
expenditures by Congress, by Slato
Legislatures, and by city authorities,
and loose notions of oflicial integrity,
are steadily bringing governmental
economy into contempt, and rendering
honesty among public Borvants almost
an ubsolcte pliraso. So fur has tho
current drifted that politics is rapidly
becoming tho synonym of corruption,
and stainless virtuo in tho administra
tion of affairs is getting to bo nbout as
raro in America as it was in England
