Tho Xow York San says: In n

of lust week Gen. J. D. Cox, who was
recently Stcretary of tho Interior,
said that tin army of ono hundred

which has just puxsud the llouo of
Representative1. Gen. Cox thinks il
is impossible to restore peace and
quiet ut the South by any aiuoiint ot
military forco, so long as measures
are agitated in Congress und disc ued
iu tho press which are calculated l
irritate the Southern people and make
them discontented and restless.
Gen. Cox misapprehends tho real
nature of tho Ku Klux bill, lis es
sential design is not to restore pcucc
und quiet ut the South, and to nlluy
discontent and disorder. This is only
an incidental und comparatively unini
nortant nart of tho business. The
first purpose of suspuuding civil law
in that part of the country und send
ing down, soldiers is to force tho lie
publicans of those Stules to appoint
delegates to tho npprouching Nation
al Convention of that party who will
be in favor of tho re nomination of
Grunt. Next, tho elections thero are
to bo controlled by military means, so
that tho electoral votes of those Slates
will bo secured lor Giant, whatever
may bo tho w ixhes of the majoi ity ol
their cilirens. To carry out these
designs, Gen. Cox fun very well un
derstand that Hi) unity of one hundred
thousand men will not he required.1
Probably a force of twenty thoiisund
will sulllce. But if the next President
should happen to bo chosen in that
way, how will tho rest ol tho country
like it f And what will Gen. Cox say
and do then ?
"Tub Giivehn ik.t." Tho X. Y.
